CIRCULAR
Regulations on expenditure for cadres, workers, and civil servants on short-term missions to Cambodia (less than one year)

Implementing Directive No. 251/CT dated September 24, 1982 of the Council of Ministers, the Ministry of Finance issued Circular No. 01 TC/NTNT/K on January 12, 1983 and supplementary guidance Circular No. 42 TC/NTNT/K on December 18, 1983 for cadres, workers, and civil servants on long-term missions to Cambodia. After consultation and agreement with the Committee for Economic and Cultural Cooperation with Laos and Cambodia, the Ministry of Finance hereby provides financial expenditure regulations for cadres, workers, and civil servants on short-term missions (less than one year) to Cambodia as follows:
I - ELIGIBILITY FOR THE REGIME
The eligibility for the short-term mission regime (less than one year) includes cadres, workers, and civil servants (excluding construction and transportation workers) from Ministries, agencies at the level of Ministries, agencies under the Council of Ministers, and localities who are dispatched by the heads of these Ministries, agencies at the level of Ministries, and Chairmen (People's Committees of provinces, cities, and special administrative regions directly under the Central Government) to work on short-term missions to Cambodia, upon the proposal of the leadership of the Expert Group in Cambodia, or according to the requirements of the Group to implement agreements and protocols signed with the Group regarding assistance and cooperation between the two countries, two sectors, and two localities, and approved and reviewed by the Council of Ministers.
II - CONTENT OF FINANCIAL REGIMES TO BE ENJOYED
1/ Regarding salary and allowances
During their time working in Cambodia, cadres, workers, and civil servants dispatched on short-term missions continue to receive their salary and regular allowances and subsidies as when working domestically, and such payments shall be continued by the agency, unit, or enterprise managing those cadres. If the work in Cambodia is in areas where our experts receive special allowances of 45% or 65% of the basic salary, they will receive the regional allowance difference to reach 45% or 60% of the new basic salary. Calculation method: If working in Cambodia exceeds 15 days, the regional allowance difference is calculated as one month; if it is 15 days or less, it is calculated as half a month. Special technical allowances and responsibility allowances, if continued in the same job in Cambodia, will still be received according to the current domestic regime.
2/ Clothing rental expenses during the mission period
- Upon dispatch for a short-term mission (less than one year) to Cambodia, each person is entitled to rent: 01 suit, 01 shirt, 01 pair of leather shoes, and 01 suitcase, the rental cost of which is covered by the state budget (costs borne by the sending delegation). If the mission duration extends beyond one year due to work requirements, clothing rental will continue until the return date.
- In cases where personnel going on mission provide their own attire meeting the standards specified in Circular No. 13 TC/HCVX dated April 20, 1983 of the Ministry of Finance, they will receive the self-provision clothing allowance as stipulated in Circular No. 43 TC/HCVX dated December 9, 1983 of the Ministry of Finance.
3/ Regarding food, miscellaneous expenses, and travel expenses
The following cases need to be distinguished:
a) For cadres and workers sent to Cambodia based on the request of the Expert Group leadership, the Expert Group will provide monthly food and miscellaneous expenses (in Riel). If required to travel to other locations within Cambodia, the Expert Group will issue travel permits and cover travel expenses in Riel as for long-term experts.
b) For cadres and workers sent on short-term missions pursuant to contracts signed with the Host Country or at the request of the Host Country, all costs related to food, accommodation, miscellaneous expenses, working tools, and means of transportation (including travel expenses) will be borne by the Host Country.
If the Host Country does not provide miscellaneous expenses, the equivalent amount in Cambodian currency will be exchanged according to the daily miscellaneous expense allowance set out in Circular No. 26 TC/NT dated October 1, 1983 of the Ministry of Finance, specifically as follows:

c) For cadres and workers on short-term missions (less than one year) in northeastern provinces of Cambodia and provinces with special allowances of 60% due to difficulties in transportation and living conditions, to address part of these difficulties for these cadres and workers, the Ministry of Finance has established a daily residence allowance for the entire mission period in these provinces as follows:

d) For other cadres and workers temporarily dispatched (under one month) for negotiations, signing agreements, attending meetings, or internal missions (excluding delegations for study, exchange already recorded in agreements), they will also receive a daily residence allowance during their mission period as specified in point C above.
The residence allowance mentioned above only applies to cadres and workers on short-term missions as specified in points C and d, while cadres and workers on short-term missions under agreements signed between the two governments and covered by the delegation, or those provided with Riel by the Central Expert Group, do not receive the aforementioned residence allowance.
Cadres and workers on short-term missions as specified in points c and d who have already received a residence allowance in Riel will not receive an additional 20 Riel/day residence allowance.
All cases A, B, and C above, cadres and workers on short-term missions to Cambodia must return meal expenses to the treasury at the rate of 64 Riel for cadres A and B; 48 Riel for cadres C; 36 Riel for other cadres and workers.
For cases b, c, and d above, relevant departments and localities must prepare annual plans to exchange foreign currency according to the mission period, number of cadres and workers on short-term missions to Cambodia under signed intergovernmental agreements and allocated to each department and locality. These exchange plans must be submitted to the Ministry of Finance along with the annual aid budget plan, with central departments requiring approval by the Minister and localities by the Chairman of the People's Committee of provinces, cities, and special administrative regions directly under the Central Government. Central departments requesting foreign currency exchange must go to the Ministry of Finance to process the exchange procedures to receive money from the Vietnam Commercial Joint Stock Bank according to mission periods, while localities should base their requests on the annual exchange plan approved by the Ministry of Finance to exchange at local banks.
4/ Annual leave regime
Cadres, workers, and civil servants on short-term missions (less than one year) do not raise the issue of annual leave.
5/ Other regimes shall be implemented as when officials, workers, and employees work within the country.
III - ESTABLISHING BUDGETS AND FINALIZING ACCOUNTS
Expenses for officials on short-term missions to Cambodia are divided into two cases:
1) For officials, workers, and employees under administrative and service agencies, the budget for expenses shall be established using the regular operating funds of the agency or unit (the item for the outbound delegation).
2/ For officials, workers, and employees under economic accounting units receiving salaries based on production or sales revenue, the budget for expenses shall be established using K aid funds.
Central ministries and localities with officials dispatched on short-term missions to Cambodia, regardless of the funding source, must establish budgets (including plans to exchange foreign currency), submit them to the financial authority for review and allocation.
After completing the mission period or at the end of the fiscal year, a report on the finalization of the use of foreign currency funds and K aid funds according to the state budget establishment and implementation regulations must be prepared.
This Circular takes effect from the date of issuance./.
