Pursuant to Decree No. 43/2000/ND-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

DECISION:
Article 1. The accompanying this Decision is the Regulation on Regular Refresher Training Cycle III for teachers at kindergartens, primary schools, secondary schools, high schools, remedial education centers, and comprehensive technical training centers - vocational guidance.
Article 2This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Director of the Secondary Education Department shall coordinate with relevant units to guide its implementation.
Article 3. The Secretariat Director, the Director of the Organization and Cadres Department, the Director of the Planning and Finance Department, the Director of the Secondary Education Department, the Heads of relevant units under the Ministry of Education and Training, the Directors of Teacher Training Universities, Faculties of Education, Colleges of Education, and the Directors of Provincial Departments of Education and Training are responsible for implementing this Decision.

and comprehensive technical training centers - vocational guidance

PART I
GENERAL PROVISIONS
Article 1. Purpose
Regular refresher training (BDTX) for teachers at kindergartens, primary schools, secondary schools, high schools, remedial education centers, and comprehensive technical training centers - vocational guidance aims to enhance the qualifications of the teaching staff in terms of political ideology, professional expertise, and educational management to meet the requirements for improving educational quality.
Article 2. Applicability
1. All teachers currently teaching at kindergartens, primary schools, secondary schools, high schools, remedial education centers, and comprehensive technical training centers - vocational guidance within the national education system.
2. For teachers currently enrolled in standardization training programs, their study schedules will be adjusted to include relevant portions of the BDTX program directly related to their teaching duties.
Article 3. Task
1. To supplement and update knowledge on politics and ideology; professional and pedagogical skills for teachers.
2. To train teachers to adapt to educational reforms and advancements in educational science and related scientific fields (particularly innovative teaching methods and new scientific achievements both domestically and internationally).
3. To foster self-study and continuous improvement skills among teachers.
Article 4. Funding
The funding for regular refresher training for teachers is budgeted within the annual operating expenses of provincial education departments; training and teacher development projects; strengthening infrastructure at teacher training institutions (National Target Program); international project support (if available); and other cooperative funding sources.
Chapter II
CONTENT AND FORMS OF REGULAR REFRESHER TRAINING
Article 5. Content
1. The content of regular refresher training is specified in the training program for kindergarten, primary school, secondary school, high school, remedial education center, and comprehensive technical training center - vocational guidance teachers during Cycle III (2004-2007) issued by the Ministry of Education and Training pursuant to Decision No. 30/2004/QD-BGD&ĐT dated September 15, 2004 on issuing the regular refresher training program for kindergarten teachers Cycle II (2004-2007), Decision No. 59/2003/QD-BGD&ĐT dated December 31, 2003 on issuing the regular refresher training program for primary school teachers Cycle III (2004-2007), Decision No. 14/2004/QD-BGD&ĐT dated May 17, 2004 on issuing the regular refresher training program for secondary school teachers Cycle III (2004-2007), and Decision No. 19/2004/QD-BGD&ĐT dated June 24, 2004 on issuing the regular refresher training program for high school teachers Cycle III (2004-2007).
2. The training program is structured into modules. Each module is divided into lessons. There may be optional modules (specifically defined for each training cycle) based on local educational management requirements.
3. The duration allocated for each cycle of regular refresher training ranges from 120 to 150 hours and is implemented over a period of two to four academic years, including:
a) General education theory section (30 hours): covering political, social issues, and policies of the Party and State regarding education.
b) Professional and vocational section comprising 60 to 90 hours (depending on the subject).
c) Local section (30 hours).
Article 6. Event-based Surveillance Monitoring Guide
1. Common training materials are compiled by the Ministry of Education and Training. Local section training materials are compiled by provincial education departments.
2. Audiovisual materials and other printed materials serve as supplementary resources for updating and innovating teaching content and methods.
Article 7. Forms
1. Regular refresher training is organized at schools, centers, or clusters of schools and centers according to the plan of the provincial education department.
2. The main form of training is self-study and research using provided materials, combined with other forms of learning. Based on the materials and support from facilitators, individuals or groups can allocate an average of 2 hours per week (which can be integrated into specialized meetings at schools or centers) for refresher training.
Article 8. Facilitators
The facilitator team for refresher training classes includes lecturers from teacher training colleges, vocational schools, experts, excellent subject teachers, outstanding local educational managers, and provincial-level refresher training core teams (as decided by the provincial education department). Facilitators are responsible for supporting teachers through various means such as compiling supplementary materials and answering questions that individuals or groups cannot resolve during the training process.
Chapter III
EVALUATION AND RECOGNITION OF REGULAR REFRESHER TRAINING RESULTS
Article 9. Evaluation of results
1. The results of continuing education for teachers are evaluated through specialized topics or courses throughout the entire program. The evaluation of each course's results is based on the assessment of each lesson within the course, scientific reports, and research assignments if any.
2. The basis for evaluating the results of each lesson is the degree of completion of the criteria determined from the objectives of that lesson.
3. The results of continuing education are ranked at the following levels: Excellent, Good, Average, Weak.
Article 10. Recognition of Continuing Education Results
When completing all courses as prescribed by the continuing education program at the Average level or higher, teachers will be issued a certificate of completion of the continuing education program.
Chapter IV
DUTIES AND RIGHTS OF TEACHERS
Article 11. Duties of Teachers
1. Strictly implement the content and program of continuing education according to the regulations of the Ministry of Education and Training.
2. Effectively apply pedagogical knowledge and skills to teaching work.
3. Teachers who do not meet the requirements of the continuing education program have the duty to continue completing the program within the time limit specified by the Department of Education and Training, District Education Office.
Article 12. Rights of Teachers
1. The right to register a study plan and may complete the continuing education plan ahead of schedule.
2. Receive textbooks and study materials (specialized materials, audiovisual tapes, study notebooks), guidance materials for using equipment and experiments as prescribed.
3. Be issued a certificate upon completion of the continuing education plan and be awarded for outstanding achievements during the continuing education process.
4. During the period of participating in the continuing education program, teachers receive full salary and all allowances as well as policies related to teacher training provided by the State, the Ministry of Education and Training, and local incentives.
5. The results of continuing education evaluations are recorded in individual files and serve as a standard for assessing commendations at various levels according to the regulations of the Ministry of Education and Training.
Chapter V
IMPLEMENTATION OF REGULAR CONTINUING EDUCATION
Article 13. Principles of Implementation
When implementing the continuing education program according to cycles, each course is independently constructed. The Department of Education and Training directs District Education Offices, schools, and centers to implement learning activities and uniformly assess the results of each course according to the overall plan.
Article 14. Responsibilities of the Ministry of Education and Training
The Ministry of Education and Training issues the general and specialized vocational training programs and materials, manages and directs the implementation of plans and contents of continuing education nationwide.
Article 15. Responsibilities of the Department of Education and Training
1. Strengthen and improve the Provincial Steering Committee for continuing education.
2. Develop continuing education plans for key teachers at different educational levels and subjects; direct uniformly all training institutions within the province.
3. Ensure financial conditions, facilities, and equipment for continuing education activities.
4. Coordinate with universities and colleges of education to write training materials specific to the locality.
5. Strictly manage the implementation of plans and programs; organize and evaluate the results of continuing education.
6. Proactively advise the People's Committee of the province about ensuring funding support for regular continuing education for teachers according to current regulations.
7. Issue certificates of completion of the continuing education program to teachers.
8. Annually report on continuing education activities to the Ministry of Education and Training (through the Department of Educational Levels) between October 15 and October 30.
Article 16. Responsibilities of the District Education Office
1. Strengthen and improve the County Steering Committee for continuing education.
2. Develop continuing education plans for kindergarten, primary, secondary, and high school teachers within their jurisdiction and organize the implementation of continuing education activities according to the plan.
3. Submit the continuing education plan for approval by the Department of Education and Training and direct kindergartens, primary schools, secondary schools, and technical and vocational training centers under its management to implement.
Article 17. Responsibilities of principals of kindergartens, primary schools, secondary schools, high schools, and supplementary education centers; directors of technical and vocational training centers
1. Develop continuing education plans according to the guidelines of educational management authorities and organize the implementation of continuing education activities for teachers managed by the school (or center).
2. Organize continuing education for teachers primarily through self-study. Coordinate with instructors, core trainers, excellent teachers (as specified by the Department of Education and Training), and the principal (or center director) to evaluate the results of teachers' continuing education according to the courses of the continuing education program.
3. Fully implement state and local policies for teachers participating in continuing education.
Article 18. Responsibilities of universities of education, colleges of education, education faculties, and technical and vocational training centers
Universities of education, colleges of education, education faculties, and technical and vocational training centers are responsible for closely coordinating with local educational management authorities to implement continuing education for kindergarten, primary, secondary, supplementary, and high school teachers.
