ISSUING THE FRAMEWORK CURRICULUM FOR TEACHING MINORITY LANGUAGES (WITH WRITTEN CHARACTERS) TO OFFICIALS AND CIVIL SERVANTS WORKING IN MINORITY REGIONS

BASED ON THE EDUCATION LAW dated June 14, 2005;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON DECREE NO. 85/2003/NĐ-CP dated July 18, 2003 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;
BASED ON DIRECTIVE NO. 38/2004/CT-TTg dated November 9, 2004 OF THE PRIME MINISTER ON STRENGTHENING THE TRAINING AND ENHANCEMENT OF MINORITY LANGUAGES FOR OFFICIALS AND CIVIL SERVANTS WORKING IN MINORITY AND MOUNTAINOUS REGIONS;
PURSUANT TO THE CONCLUSIONS OF THE REVIEW BOARD FOR THE FRAMEWORK CURRICULUM FOR TEACHING MINORITY LANGUAGES (WITH WRITTEN CHARACTERS) ON OCTOBER 13, 2005;
CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF LIFELONG EDUCATION,
DECISION:
Article 1. ATTACHED HERETO WITH THIS DECISION IS THE FRAMEWORK CURRICULUM FOR TEACHING MINORITY LANGUAGES (WITH WRITTEN CHARACTERS) TO OFFICIALS AND CIVIL SERVANTS WORKING IN MINORITY REGIONS.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE. THE FRAMEWORK CURRICULUM ATTACHED HERETO SHALL BE THE BASIS FOR COMPILING SPECIFIC CURRICULA, TEACHING MATERIALS, AND TEXTBOOKS FOR TEACHING MINORITY LANGUAGES (WITH WRITTEN CHARACTERS) TO OFFICIALS AND CIVIL SERVANTS WORKING IN MINORITY REGIONS.
Article 3. THE CHAIRMEN OF THE PEOPLE'S COMMITTEES OF THE PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, THE HEADS OF THE OFFICES, THE DIRECTORS OF THE DEPARTMENT OF LIFELONG EDUCATION, THE HEADS OF THE UNITS RELATED TO THE MINISTRY OF EDUCATION AND TRAINING, AND THE DIRECTORS OF THE DEPARTMENTS OF EDUCATION AND TRAINING ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
