Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 promulgating the Law on the Right to Establish Associations;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to the Government's Decree No. 177/1999/NĐ-CP dated December 22, 1999 on the issuance of the Regulations on the organization and operation of Social Funds and Charity Funds;
At the proposal of Toyota Vietnam Motor Company, the Ministry of Education and Training, the Ministry of Culture and Information, and the opinion of the Department of Non-Governmental Organizations;

Article 1. The establishment of the Toyota Vietnam Fund is hereby permitted.
Article 2. The Toyota Vietnam Fund shall be subject to state management by the Ministry of Education and Training; its operations shall comply with Vietnamese laws and the Charter of the Fund approved by the Minister of Home Affairs.
The Toyota Vietnam Fund shall bear all costs and means of operation itself.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Toyota Vietnam Fund and the Director of the Department of Non-Governmental Organizations are responsible for implementing this Decision./.
