Directive No. 03/2007/CT-BXD on the implementation of defense tasks for the year 2007 for units under the Ministry of Construction

DIRECTIVE

REGARDING THE IMPLEMENTATION OF NATIONAL DEFENSE TASKS IN 2007 FOR UNITS UNDER THE MINISTRY OF CONSTRUCTION

THE MINISTER OF CONSTRUCTION

In 2006, many important political events took place in our country: The 10th National Congress of the Communist Party of Vietnam, the 14th APEC Meeting, Vietnam's accession to the World Trade Organization (WTO), and Asian countries' joint nomination of Vietnam for non-permanent membership on the United Nations Security Council (term 2008-2009). These events have affirmed Vietnam's prestige and increasingly high position on the international stage.

In 2006, national defense work at enterprises and units under the Ministry of Construction was given due attention and showed significant positive changes. Generally, party committees and leaders of units paid attention to directing, implementing, and organizing the execution of national defense tasks. Many units effectively carried out the construction of civilian self-defense forces and reserve forces, regularly disseminating and enhancing knowledge about national defense and security for their cadre, workers, employees, students, and trainees. The implementation of state management tasks by the Ministry and production, business development, and investment promotion tasks of units under the Ministry were closely combined with requirements for consolidating national defense and security.

In the two years 2005 and 2006, which were the initial years of implementing Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government on national defense work in ministries, agencies equivalent to ministries, government agencies, and localities, the Government organized a conference to review 15 years of building provinces and centrally-administered cities into solid defensive areas. All levels and sectors conducted mid-term reviews of five years of national defense education. National defense education achieved significant results both quantitatively and qualitatively.

However, there are still some shortcomings and limitations in national defense work that need to be addressed. Some units have not truly paid sufficient attention to the implementation of national defense tasks. The dissemination and implementation of resolutions and directives of the Party, the Government, and the Ministry of Defense regarding national defense work are incomplete. The quality and effectiveness of national defense work are not yet high.

In 2007, the international, regional, and domestic situations will continue to be complex, harboring many unpredictable destabilizing factors. Hostile forces will continue to implement schemes to eliminate the leadership of the Communist Party of Vietnam, intensify the "peaceful evolution" strategy, and promote "self-evolution." They will use slogans such as "democracy," "human rights," "freedom of religion," and "ethnicity" to incite separatist, secessionist, and riotous thoughts to destabilize the political, economic, and social situation of our country. Anti-government elements will continue to consolidate their organizations and develop their forces both domestically and abroad.

In this context, enhancing the role of national defense work of ministries, sectors, and localities is a crucial content.

To enhance the effectiveness of national defense work, meet the requirements of protecting the country in new circumstances, implement and organize the execution of Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government on national defense work; Directive No. 88/CT-BQP dated December 18, 2006 of the Minister of Defense on national defense work in ministries, sectors, and localities in 2007; Order No. 52/CL-TM dated December 19, 2006 of the Chief of General Staff on civilian self-defense force work, national defense education, and national defense work in ministries, sectors, and localities in 2007, with the Ministry of Construction selected as a model unit for national defense work in ministries and sectors, focusing on three main contents as follows:

- Consolidate and improve the Military Command of the Ministry and its subordinate units.

- Inspect the implementation of various aspects of national defense work in units under the Ministry of Construction.

- Enhance the effectiveness of national defense education.

The Minister of Construction requests the Chairmen of Management Boards, General Directors of State-owned Corporations, Heads of Units, and Directors of Companies under the Ministry of Construction to organize the implementation of the following contents:

1. Regarding the deployment of regular national defense tasks of the unit.

1.1. Continue to disseminate, implement, and carry out the Resolution of the 10th National Congress of the Communist Party of Vietnam on national defense and security tasks; the Resolution of the 8th Plenary Session of the Central Committee (Term IX) on the strategic protection of the country in new circumstances; Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government on national defense work in ministries, agencies equivalent to ministries, government agencies, and localities; Directive No. 36/2005/CT-TTg dated October 17, 2005 of the Prime Minister on continuing to build strong comprehensive bases to meet the requirements of national defense and security tasks in new circumstances.

Organize the implementation of Resolution No. 51-NQ/TW dated July 20, 2005 of the Political Bureau on further improving the leadership mechanism of the Party, implementing the single-command system, and linking it with the political commissar and political instructor system in the military and in the Military Commands of units; the Law on Civilian Self-Defense Forces dated April 29, 2004 and Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Law on Civilian Self-Defense Forces and Circular guiding implementation No. 171/2004/TT-BQP dated December 15, 2004 of the Ministry of Defense.

1.2. Closely cooperate with local military agencies to implement organizational, training, and operational activities of civilian self-defense forces; manage, mobilize reserve forces, recruit soldiers, and participate in building local armed forces; implement civil defense work and be ready to mobilize industry, mobilize resources of the unit to serve national defense tasks according to requirements; pay attention to education, training, and developing party members in the civilian self-defense forces and reserve forces of the unit.

1.3. Enhance the quality and effectiveness of the activities of the People's Militia, especially in coordinating with the Police pursuant to Decision No. 107/2003/QĐ-TTg dated June 2, 2003 of the Government Prime Minister on implementing tasks to protect national security and social order and safety in new circumstances; strengthen training for flood and storm prevention plans, search and rescue operations, relief efforts, and proper handling when situations arise.

1.4. Firmly grasp and effectively perform registration and management work for young people eligible for military service and reserve forces of the unit; organize training on national defense and security knowledge for key cadres of units; schools under the Ministry must strictly and fully implement the content and curriculum of national defense education courses for students and trainees; continuously research and innovate forms and methods of propaganda and education to achieve practical results.

1.5. Improve and consolidate the cadre team working on national defense; units urgently coordinate with local Military Command levels to establish Military Commands in accordance with the new regulations of the Ministry of National Defense. Strictly implement regular and ad hoc reporting systems regarding the implementation of national defense work of the unit.

1.6. Coordinate with local military agencies to effectively carry out inspection and supervision work on national defense at the grassroots level, both regularly and ad hoc.

2. On national defense education work

2.1. Based on the results of the mid-term review of five years of national defense education implementation, focus on improving the cadre team working on national defense education in schools, perfecting regulations, maintaining regular activities, and enhancing the effectiveness of national defense education work.

2.2. Pay attention to updating new contents in national defense education such as knowledge about civil air defense work and defense zones, incorporating them into teaching materials to enhance national defense knowledge among cadres, workers, students, and trainees in the construction sector, meeting the needs in new circumstances.

3. Regarding the construction and operation of defense zones

3.1. Units need to closely cooperate with local military agencies where they are stationed to effectively carry out the work of building defense zones.

3.2. Planning for economic projects must be based on ensuring national security and defense, particularly in key areas such as the Central Highlands, Northwest, Central Coast, and the Mekong Delta.

3.3. Effectively implement the leadership mechanism of the Party in the field of national defense, leveraging the role of cadres and Military Commanders at all levels. Organize training and professional skill enhancement for specialized cadres. Military Commanders of units and cadres assigned specialized responsibilities must strictly implement the current regulations on briefing, reporting, inspection, mid-term review, and final summary of national defense work.

4. On rear support for the military:

Units need to continue to promote the implementation of rear support for the military that has been well carried out in recent years, strengthening assistance to Mothers of Vietnam's Heroic Soldiers, regularly supporting war invalids and families of policy beneficiaries in difficult circumstances where the unit is located.

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

The Military Command of the Ministry of Construction shall take the lead, coordinate with the Planning and Statistics Department, the Cadre and Civil Servant Organization Department, guide, urge, inspect, and compile the situation to report to the Ministry Leadership the results of implementing the Directive of the Minister.

The Chairman of the Board of Directors, General Director of State-owned Corporations, Heads of units, and Directors of companies directly managed by the Ministry are responsible for strictly organizing the implementation of this Directive.
