Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 29/2003/NĐ-CP dated March 31, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 139/2006/NĐ-CP dated November 20, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law and the Labor Code regarding vocational training.

Article 1. The Ordinance on Secondary Vocational Schools shall be promulgated together with this Decision.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies having secondary vocational schools, Chairpersons of People's Committees of provinces and centrally governed cities, Directors of the Ministry's Office, Directors General of the Vocational Training General Department, Principals of secondary vocational schools, and Heads of related units are responsible for implementing this Decision.
