JOINT RESOLUTION

On coordinating actions in the field of natural resources and environment for the period 2008-2012

Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to the Charter of the Ho Chi Minh Communist Youth Union,

The Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Natural Resources and Environment hereby jointly issue this Joint Resolution on coordinating actions in the field of natural resources and environment for the period 2008-2012 as follows:

I. OBJECTIVES AND REQUIREMENTS

1. Enhance awareness, role, and responsibility of youth members and young people in activities related to protecting, rationally exploiting, effectively using, conserving natural resources, protecting the environment, responding to climate change, and sustainable development; strive to incorporate educational content on protecting, rationally exploiting, effectively using, conserving natural resources, protecting the environment, responding to climate change, and sustainable development into the annual programs of all levels of the Youth Union, Women's Union, and Children's Organization nationwide; build a core team of Youth Union cadres and youth members actively participating in protecting natural resources, the environment, responding to climate change, and sustainable development; integrate criteria for activities related to rationally exploiting, effectively using, conserving natural resources, protecting the environment, responding to climate change, and sustainable development into the evaluation of organizational activities of the Youth Union, Women's Union, and Children's Organization.

2. Vigorously promote and diversify forms of propaganda and dissemination of policies, laws, and information on natural resources and the environment to Youth Union cadres and youth members; develop and expand models of Youth Union, Women's Union, and Children's Organization activities linked to rationally exploiting, effectively using, conserving natural resources, protecting the environment, responding to climate change, and practicing civilized and environmentally friendly lifestyles.

3. Leverage the vanguard and voluntary spirit of youth members and young people to actively participate in activities related to protecting natural resources, the environment, biodiversity conservation, and responding to climate change. Strive for each youth member and young person to undertake practical actions to protect natural resources and the environment.

4. Strengthen coordination between the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Natural Resources and Environment, and relevant units in activities aimed at rationally exploiting, effectively using, conserving natural resources, protecting the environment, responding to climate change, and practicing civilized and environmentally friendly lifestyles.

II. CONTENT OF COORDINATED ACTIONS

1. Study and develop content, programs, materials, and publications related to policies and laws on natural resources and environmental protection, climate change response to be included in propaganda, training, education, and activities of all levels of the Youth Union, Women's Union, and Children's Organization nationwide; make content on protecting, effectively using, conserving natural resources, protecting the environment, and climate change response key focuses in annual activity plans of all levels of the Youth Union, Women's Union, and Children's Organization; enhance understanding, build awareness, and responsibility in rationally exploiting, effectively using, conserving natural resources, maintaining and protecting the living environment, and responding to climate change among each youth member and young person.

2. Study and develop forms, models, and organize propaganda and dissemination of policies and laws on natural resources and environmental protection, climate change response suitable for different groups within youth members and young people; build a team of cooperative and propaganda staff with sufficient knowledge and skills to participate in propagating and disseminating policies, laws, and information on natural resources and environmental protection, climate change response in schools, residential areas, communities, villages, and hamlets.

3. Establish teams of "youth volunteers," "green volunteer teams," and "young propagandists" as core forces directly participating in activities related to protecting natural resources, protecting and improving the environment, protecting river basins and rivers in communes, wards, villages, and hamlets, biodiversity conservation, and climate change response; proactively participate in preventing, detecting, and promptly reporting violations of laws in the field of natural resources and the environment; organize intensive campaigns and regularly implement concrete activities to mobilize a large number of youth members, young people, and the public to participate.

4. Encourage and promote creativity and initiatives in rationally exploiting, effectively using, conserving natural resources, protecting water sources, treating, reusing, recycling waste, conserving energy, creating and using clean and environmentally friendly energy for youth members and young people across the country.

5. Develop mechanisms, policies, and resources to facilitate participation of all levels of the Youth Union, Women's Union, and Children's Organization in activities related to protecting natural resources, the environment, and responding to climate change; timely motivate and reward good examples, initiatives, and creative ideas in rationally exploiting, effectively using, conserving natural resources, and protecting the environment, responding to climate change to create a broad shift from awareness to action, prevent and promptly detect violations of laws on natural resources and the environment; commend and widely promote exemplary models and typical cases of all levels of the Youth Union, Women's Union, and Children's Organization and youth members and young people.

6. Strengthen inspection and supervision of grassroots Youth Union, Women's Union, and Children's Organization and youth members to improve capacity and effectiveness in implementation.

III. ASSIGNMENT OF RESPONSIBILITIES

A. RESPONSIBILITIES OF THE CENTRAL COMMITTEE OF THE HO CHI MINH COMMUNIST YOUTH UNION

1. Coordinate with the Ministry of Natural Resources and Environment in researching, drafting contents, programs, materials, publications related to policies and laws on natural resources and environmental protection, climate change response; incorporate these contents into the annual program and plan of activities at all levels of Youth Union, Association, and Team; organize training, capacity building, and training sessions for cadres of Youth Union, Association, and Team at all levels on the relevant contents concerning reasonable exploitation, effective utilization, conservation of natural resources, environmental protection, and climate change response.

2. Establish a team of "propagandists" to implement the dissemination and popularization of policies, laws, and information on natural resources and environmental protection, climate change response; coordinate with the Ministry of Natural Resources and Environment to research, draft forms, models, and organize dissemination and popularization activities on policies and laws regarding natural resources and environmental protection, climate change response.

3. Establish and effectively operate teams of "green volunteers," "youth shock troops," and "young propagandists." Strengthen management and guidance to improve the organizational structure of Youth Unions at all levels to implement policies, laws on natural resources and environment and related regulations; build and apply criteria for protecting, utilizing efficiently, conserving natural resources, environmental protection, climate change response, and sustainable development to evaluate the annual quality of activities of Youth Union, Association, and Team organizations.

4. Organize activities to disseminate and popularize policies, laws, and information on natural resources and environmental protection, climate change response; organize creative contests on models of reasonable exploitation, efficient utilization, conservation of natural resources, water source protection, waste treatment, reduction, reuse, recycling, energy conservation, clean and environmentally friendly energy inventions and usage; regularly organize environmental protection actions, clean water source preservation, practical actions to respond to climate change. Guide and direct grassroots Youth Unions to regularly organize activities under the "Youth Participating in Protecting the Mother River" program, considering this as the focus of local environmental protection activities.

Organize peak activities with appropriate forms during the following occasions:

- Organizing the New Year Tree Planting Festival annually during the Lunar New Year;

- World Wetlands Day (February 2nd each year);

- World Water Day (March 22nd each year);

- World Meteorological Day (March 23rd each year);

- Earth Day (April 22nd each year);

- Activities to support National Clean Water and Environmental Sanitation Week from April 29th to May 6th each year;

- Activities to support International Biodiversity Day and World Environment Day from May 25th to June 5th each year.

- Activities to support the Global Cleanup Campaign from September 1st to September 30th each year.

5. Strengthen management and guidance to improve the organizational structure of Youth Unions at all levels to implement policies and laws on natural resources and environment.

B. THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT HAS RESPONSIBILITIES

1. Coordinate with the Central Committee of the Communist Youth Union of Ho Chi Minh to implement the following tasks:

a) Research, draft contents, programs, materials, publications related to policies and laws on natural resources and environmental protection, climate change response; participate in organizing training, capacity building, and training sessions for cadres of Youth Union, Association, and Team at all levels on the relevant contents concerning reasonable exploitation, efficient utilization, conservation of natural resources, environmental protection, and climate change response;

b) Research, draft forms, models, and train the "propagandist" team on disseminating and popularizing policies and laws on natural resources and environmental protection, climate change response;

c) Disseminate and popularize policies, laws, and information on natural resources and environmental protection, climate change response; organize creative contests on models of reasonable exploitation, efficient utilization, conservation of natural resources, water source protection, waste treatment, reduction, reuse, recycling, energy conservation, clean and environmentally friendly energy inventions and usage;

d) Guide the implementation of the "Youth Participating in Protecting the Mother River" program.

2. Develop mechanisms, policies, and funding to support the programs and plans of activities of the Central Committee of the Communist Youth Union of Ho Chi Minh; mechanisms, policies to motivate, reward, and promote good examples and deeds of Youth Union, Association, and Team at all levels and members, young people, and children.

3. Take the lead and coordinate with the Communist Youth Union of Ho Chi Minh and related organizations in soliciting opinions from cadres, members, young people, and children participating in and providing feedback on Party policies and State laws on natural resources and environment.

4. Guide and create conditions for the Communist Youth Union of Ho Chi Minh to participate in inspection, supervision, timely detection, and recommendation for handling violations of laws on natural resources and environment, and participate in resolving conflicts of interest in resource exploitation and utilization, environmental protection, and climate change response.

IV. ORGANIZATION AND GUIDANCE FOR IMPLEMENTATION

1. The Ministry of Natural Resources and Environment together with the Central Committee of the Communist Youth Union of Ho Chi Minh guide Youth Union, Association, and Team at all levels and Provincial Departments of Natural Resources and Environment to effectively implement this joint resolution; periodically build reports on the results of implementation every six months and annually and submit them to the Ministry of Natural Resources and Environment and the Central Committee of the Communist Youth Union of Ho Chi Minh.

Establish a Steering Committee for Implementation of the Joint Resolution headed by a Deputy Minister of the Ministry of Natural Resources and Environment as Chairperson, Secretary of the Central Committee of the Communist Youth Union of Ho Chi Minh as Vice-Chairperson, and members of the Steering Committee being representatives of some affiliated units related to the Central Committee of the Communist Youth Union of Ho Chi Minh and the Ministry of Natural Resources and Environment.

2. The Ministry of Natural Resources and Environment shall regularly coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union to exchange information, hold joint meetings every six months to address difficulties, existing issues, and new developments during the implementation of the Joint Resolution; annually organize interim review meetings to assess the implementation process and develop plans for future years.

3. The Ministry of Natural Resources and Environment shall assign the Planning Department, while the Central Committee of the Ho Chi Minh Communist Youth Union shall designate the Rural Youth Department as the lead agency responsible for organizing and guiding the implementation of the Joint Resolution; each year, based on specific goals and activities, they shall cooperate to develop detailed activity plans regarding the contents, programs, and funding for implementing the objectives of the Joint Resolution, to be finalized by October of each year.

4. Based on the Joint Resolution, levels of the Youth League organizations and competent authorities on natural resources and environment shall study and concretize the implementation in accordance with local conditions, circumstances, and key tasks of their respective units and grassroots Youth League organizations.

5. The Joint Resolution shall take effect fifteen days after its publication in the Official Gazette and shall replace Joint Resolution No. 08/2005/NQLT-TƯĐTN-BTNMT dated December 7, 2005, issued by the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Natural Resources and Environment concerning coordinated actions to protect the environment for sustainable development.

During the implementation process, if there are any difficulties or obstacles, provincial and municipal Youth Leagues and Departments of Natural Resources and Environment shall promptly report them to the Ministry of Natural Resources and Environment and the Central Committee of the Ho Chi Minh Communist Youth Union for timely resolution./.
