CIRCULAR
Issuing the Framework Curriculum for Higher Education in the Cultural and Artistic Sector at Bachelor's Degree Level

THE MINISTER OF EDUCATION AND TRAINING
Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Decree No. 32/2008/ND-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;
Based on the assessment results of the Advisory Council for the Development of the Framework Curriculum for Higher Education in the Cultural and Artistic Sector on August 26, 2008;
At the proposal of the Director of the Department of Higher Education,
CIRCULAR:
Article 1. This Circular issues the Framework Curriculum for Higher Education in the Cultural and Artistic Sector at Bachelor's Degree Level, consisting of ten framework curricula for the following ten fields:
1. Vocal Performance.
2. Traditional Musical Instrument Performance.
3. Music Composition.
4. Theory and History of Fine Arts.
5. Sculpture.
6. Choreography.
7. Film Direction.
8. Film and Television Technology.
9. Photography.
10. Publishing.
Article 2. This Circular takes effect 45 days from the date of signature. The accompanying Framework Curriculum shall be used in universities, academies, and colleges assigned to train these majors at the bachelor's degree level.
Article 3. Based on the Framework Curriculum stipulated in this Circular, the Rectors of universities and academies, and the Principals of colleges organize the development of specific educational programs for their institutions; organize the compilation and approval of textbooks for courses for official use in their institutions based on the assessment of the Textbook Assessment Council established by the Rector or Principal.
Article 4. The Heads of the Office, Directors of the Department of Higher Education, Heads of relevant units under the Ministry of Education and Training, Rectors of universities and academies, and Principals of colleges are responsible for implementing this Circular.
