CIRCULAR

Guidelines on color, material, specifications, and management and use of uniforms for inspectors,

staff members of state inspection agencies

Pursuant to the Inspection Law dated June 15, 2004;

Pursuant to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;

Pursuant to Decree No. 100/2007/NĐ-CP dated June 13, 2007 of the Government regarding inspectors and inspection collaborators;

Pursuant to Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate guiding the management and issuance of uniforms for inspectors and staff members of state inspection agencies;

The Government Inspectorate issues guidelines on color, material, specifications, and management and use of uniforms for inspectors and staff members of state inspection agencies as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the management and use of uniforms, colors, materials, and specifications of uniforms for inspectors and staff members of state inspection agencies.

Article 2. Applicability

1. The subjects eligible to be issued uniforms for use when performing official duties are inspectors and staff members of state inspection agencies.

2. For Ministries' Inspectors and agencies equivalent to ministries that need separate uniforms, the Ministers and Heads of agencies equivalent to ministries shall coordinate with the Chief Inspector to establish regulations concerning the form, color, and style of uniforms for inspectors and staff members under their management.

3. The uniforms, insignias, and badges of defense inspectors and police inspectors shall comply with the provisions of the Minister of Defense and the Minister of Public Security.

4. For southern provinces, due to weather conditions and within the budget allocated for uniform procurement, the Heads of provincial and central-level state inspection agencies shall report to their superiors for consideration and decision on converting one winter coat into two spring-summer shirts to suit local weather conditions.

Chapter II

SPECIFIC PROVISIONS

The uniforms prescribed in this Circular include: winter clothing, overcoat, long-sleeved shirt, spring-summer trousers, short-sleeved spring-summer jacket, long-sleeved spring-summer jacket, leather belt, leather shoes, backless sandals, socks, tie, raincoat, file case. It is encouraged and prioritized to use domestically produced raw materials for manufacturing uniforms.

1. The uniforms specified in this Circular include: winter clothing, overcoats, short-sleeved spring-summer clothing, long-sleeved shirts, leather belts, leather shoes, backless sandals, socks, ties, raincoats, document cases, soft hats, insignias, shoulder straps, and badges.

2. The service life of uniforms as prescribed in Clause 1, Section II of Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate, guiding the management and issuance of uniforms for inspectors and staff members of state inspection agencies.

3. Uniform materials must ensure high quality and durability.

a) Color: black

1. Winter jacket

a) Material: Gabardine 50/50 fabric.

b) Color: dark slate gray.

c) Style: Coat with full front lining, partial back lining, four metal buttons colored gold, star-shaped buttons colored gold, four outside pockets with flaps (two chest pockets, two lower pockets), K-shaped collar, back with a slit, wide sleeves measuring 9.5 cm, all lapels, collars, seams, shoulders, and cuffs embroidered with a 0.4 cm seam, shoulders with two gold-colored buttoned shoulder pads; chest and body have heat-sealed patches, inner lining matching the main fabric, shoulder padding made of foam.

2. Winter pants, spring-summer pants

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: European-style trousers with a single pleat, two diagonal side pockets, back pocket with a plastic button; zipper closure, waistband with one hook and one hidden button; hem slanted with a crescent shape; six evenly distributed belt loops.

3. Long-sleeved shirt

a) Material: Poplin Pevi 7288 (28 threads).

b) Color: Light blue.

c) Style: Collared shirt (standing collar); banded cuffs, two-buttoned French cuffs; six plastic buttons of the same color, straight hem, left chest pocket, rounded bottom pocket, pocket opening sewn with a 3 cm seam, back yoke with shoulder seams on both sides.

4. Short-Sleeved Spring-Summer Jacket

a) Material: Poplin Pevi 7288 (28 threads).

b) Color: Light blue.

c) Style: Short-sleeved spring-summer shirt with banded cuffs at the chest and sleeves, stiff collar, two flap chest pockets with gold-plated metal buttons, star-shaped buttons, two gold-plated shoulder buttons; rounded flap chest pockets, curved pocket flaps, rounded bottom pockets with a raised center seam; back yoke with shoulder seams on both sides; straight hem; wide cuffs with turned-out hems; all collars, sleeves, pocket bands, and shoulder pads embroidered with a 0.4 cm seam.

5. Overcoat

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: Button-down coat with three hidden buttons, gold-plated metal buttons, star-shaped buttons, K-shaped collar (recessed lapel, protruding collar); back slit; inside pocket, outside with a fabric belt; diagonal slant pockets; pointed sleeve tabs with one gold-plated metal button; prominent seams of 0.8 cm, entire body lined with matching fabric, shoulder padding made of foam.

Article 5. Specifications and color of female uniforms

1. Winter jacket

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: Coat with full front lining, partial back lining, four gold-plated metal buttons, star-shaped buttons, two flap pockets on each side, K-shaped collar, back slit, wide sleeves measuring 8.5 cm, all lapels, collars, seams, shoulders, and cuffs embroidered with a 0.4 cm seam, shoulders with two gold-plated shoulder buttons; inner lining matching the main fabric, shoulder padding made of foam.

2. Winter boots, spring-summer boots

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: A-line boots with tear-drop shaped back zipper, back with a slit.

Or winter pants, spring-summer pants

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: Pleated trousers with two watch pocket-style side pockets near the waistband; zipper closure; elastic waistband, waistband with one hook and one hidden button; six evenly distributed belt loops, slightly flared legs.

3. Long-sleeved shirt

a) Material: Poplin Pevi 7288 (28 threads).

b) Color: Light blue.

c) Style: Stiff collar, straight hem, two front and two back pleats, banded cuffs, six plastic buttons of the same color, all collars, sleeves, pocket bands, and shoulder pads embroidered with a 0.4 cm seam.

4. Short-Sleeved Spring-Summer Jacket

a) Material: Poplin Pevi 7288 (28 threads).

b) Color: Light blue.

c) Style: Short-sleeved spring-summer shirt, two-piece collar, five-buttoned gold-plated metal buttons, two flap pockets with rounded flaps, two front and two back pleats, two gold-plated shoulder buttons; straight hem, all collars, sleeves, pocket bands, and shoulder pads embroidered with a 0.4 cm seam.

5. Overcoat

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: Button-down coat with three hidden buttons, gold-plated metal buttons, star-shaped buttons, K-shaped collar (recessed lapel, protruding collar); back slit; outside with a fabric belt; diagonal slant pockets; pointed sleeve tabs with one gold-plated metal button; prominent seams of 0.8 cm, entire body lined with matching fabric, shoulder padding made of foam.

Article 6. Other uniforms commonly equipped for both men and women

1. Necktie

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: A medium-sized tie with a length of 19 cm from the tip embroidered with the letters "TTVN" in light heather grey (similar to the color of the tie), featuring a pre-tied design with a zipper and an automatic locking mechanism.

2. Men's soft cap

a) Material: 50/50 Gabardine fabric.

b) Color: Dark heather gray.

c) Style: Following the style of a Korean soft cap, with a detachable brim shaped like an oval according to head measurements, the ends of the brim are adorned with a 1.2 cm wide trim in the same color, and two covered buttons are attached on both sides; each side of the cap has three air vents, and there is a buttonhole in the center of the forehead for attaching the emblem of the Vietnam Inspectorate Department. The lining matches the color of the fabric.

3. Women's soft cap

a) Material: Gabardine 50/50 fabric.

b) Color: Dark heather gray.

c) Style: The brim is integrated with the cap body, with two-thirds of the back part folded up along the cap body, and one-third of the front brim forming a shape. The crown is oval-shaped according to head measurements, with a height of 7 cm at the top, and a light blue dragon pattern fabric is paired at the top of the crown measuring 3 cm high; the emblem of the Vietnam Inspectorate Department is attached in the middle of the top. The lining matches the main fabric color.

4. Cap badge

Diameter 3 cm, made of gold-plated brass; the background features the emblem of the Vietnam Inspectorate Department.

5. Collar tab

Triangular shape, light yellow color, with the emblem of the Vietnam Inspectorate Department in the center, and the words "Vietnam Inspectorate" in red.

6. Nameplate

Made of brass coated with glossy plastic; the background is light blue dragon pattern; dimensions are 8.0 cm in length and 2.5 cm in width; on the right side is the emblem of the Vietnam Inspectorate Department, on the left top corner is the name of the agency, below is the name of the individual, and at the bottom is the position of the staff member or inspector, all in silver color.

The nameplate is worn on the left chest when performing duties.

7. Leather belt

Rectangular metal plate, with a raised star within a circle with a diameter of 2 cm in the center, and dark brown leather strap.

8. Leather shoes

Black leather shoes for men, with a heel height of 3 cm, lace-up, low-cut.

Black leather shoes for women, with a heel height of 5 cm, lace-up, low-cut.

9. Backstrap sandals:

Men's backstrap sandals made of leather, black color, with a heel height of 3 cm, and a snap buckle.

Women's backstrap sandals made of leather, dark purple color, with a heel height of 5 cm.

10. Socks

Light heather grey color, made of stretch knitted material.

11. Raincoat

Color of dried grass, with a hat that ties under the chin, covering down to the knee; pants with elastic cuffs, matching the color of the coat.

12. Document case:

Made of leather, black color, with a number lock and shoulder strap.

1. The management and distribution of Legal Aid Officers' uniforms shall be carried out in accordance with Circular No. 58/2014/TTLT-BTC-BTP dated May 8, 2014 of the Minister of Finance and the Minister of Justice guiding the management and distribution system of Legal Aid Officers' uniforms.

1. The management, issuance, and use of uniforms for inspectors and staff members of state inspection agencies shall be carried out in accordance with the provisions of Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007, issued by the Ministry of Finance and the Government Inspectorate, guiding the management and issuance of uniforms for inspectors and staff members of state inspection agencies.

2. Those who are provided uniforms must use them when performing official duties, on holidays, and on traditional days; they are responsible for maintaining and preserving the uniforms in accordance with national regulations; it is strictly prohibited to misuse uniforms for improper purposes or for personal gain.

Chapter III

IMPLEMENTING PROVISIONS

Article 8. Effective Date

This Circular takes effect forty-five days from the date of publication.

Article 9. Responsibility for implementation

1. The Minister, the heads of agencies equivalent to ministries, and the Chairmen of provincial and centrally-administered city People's Committees have the responsibility to implement the regulations concerning uniforms for inspectors and staff members of state inspection agencies within their jurisdiction.

2. During implementation, if any issues arise or difficulties occur, relevant ministries, sectors, and localities shall promptly report to the Government Inspectorate for examination and resolution within their authority./.
