BASED ON THE EDUCATION LAW ON JUNE 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW ON NOVEMBER 25, 2009;
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL BODIES AT THE MINISTRY LEVEL;
BASED ON THE GOVERNMENT DECREE NO. 32/2008/NĐ-CP OF MARCH 19, 2008 DEFINING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;
BASED ON THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 PROVIDING DETAILED PROVISIONS AND GUIDELINES FOR IMPLEMENTATION OF CERTAIN ARTICLES OF THE EDUCATION LAW;

The Minister of Education and Training decides:
Article 1. ATTACHED TO THIS CIRCULAR ARE THE REGULATIONS ON THE ORGANIZATION AND OPERATIONS OF FOREIGN LANGUAGE AND COMPUTER CENTERS.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM MARCH 15, 2011. THIS CIRCULAR REPLACES THE DECISION NO. 31/2007/QĐ-BGD&ĐT OF JUNE 4, 2007 ISSUED BY THE MINISTER OF EDUCATION AND TRAINING REGARDING THE REGULATIONS ON THE ORGANIZATION AND OPERATIONS OF FOREIGN LANGUAGE AND COMPUTER CENTERS.
Article 3. THE HEAD OF THE OFFICE, DIRECTORS OF THE DEPARTMENT OF CONTINUOUS EDUCATION, HEADS OF RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, HEADS OF MANAGEMENT AUTHORITIES OF SCHOOLS WITH FOREIGN LANGUAGE AND COMPUTER CENTERS, DIRECTORS OF EDUCATION AND TRAINING DEPARTMENTS, PRINCIPALS OF SCHOOLS WITH FOREIGN LANGUAGE AND COMPUTER CENTERS, HEADS OF FOREIGN LANGUAGE AND COMPUTER CENTERS, AND OTHER RELEVANT ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR.
