Guidelines for adjusting the monthly allowance level for officers and soldiers

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 23/2011/NĐ-CP dated April 4, 2011 of the Government adjusting pensions, social insurance allowances, and monthly allowances for civil servants who have retired;
After reaching a consensus with the Ministry of Labor, Invalids and Social Affairs, the Ministry of Public Security, and the Ministry of Finance, guidelines for adjusting the monthly allowance level for officers and soldiers of the People's Public Security Force receiving monthly allowances according to Decision No. 53/2010/QĐ-TTg dated August 20, 2010 of the Prime Minister are as follows:
Article 1. Scope of application
This Circular applies to officers and soldiers of the People's Public Security Force belonging to the category entitled to monthly allowances as stipulated in Article 4 of the Joint Circular No. 05/2010/TTLT-BCA-BLDTBXH-BTC dated November 8, 2010 of the Ministry of Public Security, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Finance guiding the implementation of Decision No. 53/2010/QĐ-TTg dated August 20, 2010 of the Prime Minister regarding the regime for officers and soldiers of the People's Public Security Force participating in the resistance war against America with less than 20 years of service in the People's Public Security Force who have stopped working and been discharged back to their home provinces.
Article 2. Adjustment of Monthly Allowance
The subjects specified in Article 1 of this Circular shall be adjusted in their monthly allowance entitlements from May 1, 2011, calculated as follows:

Example: Comrade Nguyen Van A has an actual period of service in the People's Public Security Force of 15 years and 4 months, belonging to the category entitled to monthly allowances under Decision No. 53/2010/QĐ-TTg dated August 20, 2010 of the Prime Minister with a monthly allowance level of 813,614 VND/month.
From May 1, 2011, Comrade Nguyen Van A will receive a monthly allowance of: 813,614 VND x 1.137 = 925,079 VND/month.
Article 3. Implementation Organization
1. The Ministry of Labor, Invalids and Social Affairs directs the Departments of Labor, Invalids and Social Affairs of provinces and centrally-administered cities to implement adjustments and pay monthly allowances to the subjects specified in Article 1 of this Circular currently receiving monthly allowances at the Departments of Labor, Invalids and Social Affairs of provinces and centrally-administered cities.
2. The Ministry of Finance ensures the funding for implementing the regime and payment fees as prescribed by the Law on State Budget.
3. The Ministry of Public Security takes the lead in coordinating with the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Finance to direct, guide, and inspect the implementation of this Circular.
This Circular shall take effect from November 19, 2013.
4. Model number 01/QĐ-X33 and model number 02/GT-X33 are attached to this Circular.
Article 4. Effective date
This Circular takes effect from August 26, 2011.
The adjustment of monthly allowances for the subjects specified in Article 1 of this Circular shall be implemented from May 1, 2011.
During the process of implementation, if there are any difficulties, agencies and units should report to the Ministry of Public Security (through the Policy Bureau, General Department of Public Security Construction) for coordination with the Ministry of Labor, Invalids and Social Affairs and the Ministry of Finance to resolve them.
