Based on the Education Law 2005 amended and supplemented in 2009;

Based on the Officer Law of the Vietnam People's Army 1999 amended and supplemented in 2008;

Based on the Military Service Law 1981 amended and supplemented in 1990, 1994, and 2005;

Pursuant to the Law on Militia and Self-Defense Forces 2009;

Based on Decree No. 134/2006/NĐ-CP dated November 14, 2006 of the Government stipulating the recruitment system for higher education institutions at university, college, and intermediate levels under the national education system and the Admissions Regulations of the Ministry of Education and Training;

Based on Decree No. 35/2013/NĐ-CP dated April 22, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

CONSIDERING the proposal of the General Staff;

The Minister of National Defense issues this Circular detailing and guiding the implementation of admission work to schools within the military force.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular details and guides the implementation of admission work to military academies, universities, officer schools, colleges, and vocational schools within the military force (hereinafter referred to collectively as military schools).

Article 2. Applicability

1. Individuals participating in the admissions process through examination and selection to military schools.

2. Agencies, units, and individuals related to the admission work to military schools.

3. To serve as a basis for evaluating and recognizing "Learning Communities" at the commune, district, and province levels.

1. Enhance the quality of education and training of human resources for national defense and society.

Select individuals who meet the political, moral, cultural, health, and age criteria as prescribed for training at military schools, meeting the requirements and tasks of building the military in the new period.

2. Recruit and train sufficient numbers, continuously improving the quality of training for cadres and technical staff for the military and grassroots military sector cadres.

Article 4. Requirements

1. Strictly comply with the Education Law, the Admissions Regulations of the Ministry of Education and Training, and the regulations of the Ministry of National Defense; implement fairness, democracy, transparency, objectivity, and accuracy in the admission process.

2. Strictly implement the Prime Minister's Directive on "Combating Corruption and Overcoming the Illness of Achievement Seeking in Education," actively promoting the movement "Saying No to Corruption in Examinations and the Illness of Achievement Seeking in Education."

3. Ensure the requirements for training human resources linked to developing talents and planning the cadre and technical staff workforce.

Train in conjunction with employment needs, ensuring regional, provincial, and occupational structures appropriate to the level of training, focusing on recruiting candidates from mountainous areas, highlands, remote regions, key areas, and places with particularly difficult economic and social conditions.

4. Effectively implement decentralization for schools to manage and operate the military admission process independently; schools directly conduct career promotion, receive application forms, determine test locations, organize examinations, grade tests, and announce results; after approval by the Military Admissions Board of the Ministry of National Defense, schools will call successful candidates for enrollment.

Article 5. Administrative Bodies

1. The Steering Committee for Examinations and Admissions of the Ministry of Education and Training and the Military Admissions Board of the Ministry of National Defense uniformly direct the admission work to schools within the military force.

2. The Military Admissions Boards at all levels are responsible for directly managing the military admission work of their respective levels.

3. The School Administration Department under the General Staff Headquarters serves as the Permanent Office of the Military Admissions Board of the Ministry of National Defense (hereinafter referred to as the Permanent Office).

Article 6. Application of Information Technology

1. Annually, the Standing Office shall be responsible for developing a military recruitment software program compatible with the Ministry of Education and Training's recruitment software and transferring guidance to military schools to ensure interoperability with universities and colleges nationwide.

2. Military schools strictly follow the procedures for using the computerized recruitment software at each stage of the examination; before entering candidates' test scores into the program, mark absent candidates and southern candidates eligible for northern standard scores as specified in the military recruitment software functions.

Chapter II

RECRUITMENT AND TRAINING OF TACTICAL LEVEL OFFICERS,

CAMPAIGN REGULAR SYSTEM

Article 7. Schools for Recruitment and Training

1. Army Academy.

2. Political Academy.

3. Logistics Academy.

4. Military Technical Academy.

5. Air Defense-Air Force Academy.

6. Naval Academy.

7. Border Guard Academy.

Article 8. Recruitment Organization

1. Forms of recruitment organization:

a) Implement the recruitment process according to tactical and campaign-level officer positions; no entrance exams; admit students based on training quotas;

b) Based on the quotas assigned by the Ministry of National Defense and personnel approved by authorized authorities, schools shall convene trainees for training, conduct health checks, and report academic credentials and certificates to the Military Recruitment Board of the Ministry of National Defense.

2. In cases where officers do not have a bachelor’s degree, if there are sufficient conditions to form a class, schools shall proceed as follows:

a) Organize entrance examinations according to regulations on joint-degree undergraduate and college education issued by the Ministry of Education and Training;

b) The number of those admitted for training according to position will be linked to educational qualifications, while the remainder will be trained for officer positions;

c) The time, questions, subjects, and admission score shall be decided by the Chairman of the School Recruitment Council and reported to the Military Recruitment Board of the Ministry of National Defense along with those who already have a bachelor’s degree.

Chapter III

RECRUITMENT AND TRAINING OF COMPANY-LEVEL OFFICERS

UNDERGRADUATE REGULAR SYSTEM

Section 1

SCHOOLS FOR RECRUITMENT, ELIGIBLE CANDIDATES

 AND RECRUITMENT QUOTAS

Article 9. Schools for Recruitment

1. Military Technical Academy.

2. Military Medical Academy.

3. Military Science Academy.

4. Air Defense-Air Force Academy.

5. Naval Academy.

6. Border Guard Academy.

7. Logistics Academy.

8. First Military Officer Academy (civil name: Tran Quoc Tuan University).

9. Second Military Officer Academy (civil name: Nguyen Hue University).

10. Political Officer Academy (civil name: Political University).

11. Engineering Officer Academy (civil name: Ngo Quyen University).

12. Information Officer Academy (civil name: Information and Telecommunications University).

13. Vin-Hem Pich Military Technical Academy (civil name: Tran Dai Nghia University).

14. Artillery Officer Academy.

15. Air Force Officer Academy.

16. Armored Officer Academy.

17. Special Forces Officer Academy.

18. Chemical Officer Academy.

Schools with two names shall use the military name consistently throughout this Circular for implementation.

Article 10. Eligible Candidates

1. Non-commissioned officers and soldiers currently serving under the Law on Military Service, having served six months or more (as of April of the recruitment year); professional military personnel; defense workers serving in the military for twelve months or more (as of September of the recruitment year);

Those eligible candidates under Clause 1 of this Article who wish to register for the exam shall be preliminarily screened by their units, and those meeting the criteria shall have their application forms submitted to the schools and the Military Recruitment Board of the Ministry of National Defense according to the prescribed procedures, but must ensure sufficient manpower for combat readiness.

2. Junior conscripts may register for the exam according to their preferences without any limit on the number of applicants or schools.

3. Male youths outside the military (including discharged servicemen), with no limit on the number of applicants.

4. Female youths outside the military and female military personnel:

a) Recruit 10% of the quota for the following majors: Military Physicians at the Military Medical Academy, International Relations in Defense and Foreign Languages at the Military Science Academy;

b) Recruit up to 10% of the quota for the following majors: Military Engineers in Information Technology and Electronics Communications at the Military Technical Academy;

c) Schools shall recruit candidates from the highest score down to the required quota.

5. The First Military Officer Academy recruits candidates from Quang Tri Province northward; the Second Military Officer Academy recruits candidates from Thua Thien-Hue Province southward;

Candidates from Quang Tri and Thua Thien-Hue Provinces may register for the exam at either of these two academies according to their preference.

6. Candidates with permanent residence registration in the South are counted from Quang Tri Province southward;

The period of continuous permanent residence in the South must be three years or more as of September of the exam year.

7. In cases where candidates reside in Northern provinces but have transferred their permanent residence registration to Southern provinces, and whose parents (biological or legally adopted parents) have permanent residence and reside in Northern provinces, and who have studied and graduated from high school (through regular or continuing education) in Northern provinces (both civilian youths and active-duty military personnel) shall register for the exam as follows:

a) They cannot register for the Second Military Officer Academy;

b) They can register for other schools but will enjoy the standard score for Northern province candidates;

c) The Military Recruitment Board of the provincial level (hereinafter referred to as the Provincial Military Recruitment Board) shall compile a list of such candidates and submit it to the schools and report to the Military Recruitment Board of the Ministry of National Defense together with the date of submission of the application forms.

Article 11. Enrollment Quotas

1. The enrollment quotas for training officers at the sub-unit level with a bachelor's degree under the regular system shall be implemented according to the Recruitment Plan of the Military Recruitment Board under the Ministry of National Defense.

2. Specifically, the number of enrollments for each examination group at the Military Medical Academy shall be as follows: Group A quota: 1/4, Group B quota: 3/4; at the Political Officer School, Group A quota: 1/3, Group C quota: 2/3 compared to the annual total enrollment quota.

Section 2

ENROLLMENT STANDARDS

Article 12. Political and Moral Standards

1. Voluntary:

a) Candidates voluntarily register to take the entrance examination for military schools;

b) Upon admission, they must comply with the assigned field of study and accept job assignments from the Ministry of National Defense upon graduation.

2. Political and moral standards:

a) Clear political background of family and self, meeting the conditions to be admitted into the Communist Party of Vietnam according to the Party Charter, without violating the points stipulated in Article 2 of Decision No. 57-QD/TW dated May 3, 2007 of the Politburo - Tenth Congress (hereinafter referred to as Decision No. 57-QD/TW) and Guidance No. 11/HD-BTCTW dated October 24, 2007 of the Central Organization Department on implementing Decision No. 57-QD/TW regarding "Some issues concerning internal political security within the Party" and "Some points in cadre management" in the military;

b) Good moral character, being a member of the Ho Chi Minh Communist Youth Union;

d) In the case of military personnel, they must be evaluated as having satisfactorily completed their duties during their service period;

e) On the body, there should not be any tattoos that are horrific, bizarre, provocative, violent, or offensive.

Article 13. Cultural and Age Standards

1. Educational Level:

Graduated from high school through formal education or continuing education, vocational college, secondary technical school, or intermediate technical school (hereinafter collectively referred to as secondary school);

Those who have graduated from intermediate technical school must have graduated from junior high school, studied the required amount of knowledge, and passed the graduation exams in high school subjects as prescribed by the Ministry of Education and Training.

2. Age, calculated up to the year of taking the exam:

a) Young people outside the military aged 17 to 21;

b) Military personnel on active duty or discharged veterans aged 18 to 23;

c) Junior military cadets aged 17 to 23.

Article 14. Health Standards

1. Selecting candidates (both male and female) who meet health standard type 1 in the following criteria: Internal medicine, neurology, surgery, dermatology, ophthalmology, otolaryngology, maxillofacial; candidates who meet health standard type 2 for dental health can also be selected.

2. Some specific standards set for different groups are as follows:

a) Schools training officers, commandants, political officers, logistics, including academies: Logistics, Air Defense - Air Force, Navy, Border Guard, and officer schools: Army 1, Army 2, Politics, Artillery, Engineering, Armor, Communications, Special Forces, Chemical;

Physical fitness: Male candidates must be at least 1.65 meters tall, weigh at least 50 kilograms, and have an average chest circumference of at least 81 centimeters.

b) Schools training specialized technical officers, including academies: Military Technical, Military Medicine, Military Science, Military Arts and Culture University, Aviation Engineering Training Program under the Air Defense - Air Force Academy, and Military Technical Officer School (Vin-Hem Pích):

- Physical fitness: Male candidates must be at least 1.63 meters tall, weigh at least 50 kilograms, and have an average chest circumference of at least 81 centimeters; female candidates (if any) must meet health standard type 1;

- Candidates (both male and female) suffering from refractive errors such as myopia or hyperopia not exceeding 3 diopters; vision test through glasses must reach 10/10 in the right eye, and the total vision of both eyes must reach 19/10 or more;

c) Candidates with permanent residence registration for three years or more in area 1, islands, and candidates from ethnic minorities, applying to these schools: Can be accepted up to health standard type 2 for physical fitness (both male and female), but male candidates must be at least 1.62 meters tall;

Male candidates from ethnic minorities applying to the Political Officer School can be accepted if they are at least 1.60 meters tall (other standards follow the regulations);

d) For the training of officers in various services and arms, if selecting health standards separately, they must still meet the general standards;

For pilot recruitment at the Air Force Officer School, only candidates who have been examined and found eligible for military pilot training by the Air Defense - Air Force Command will be selected.

Section 3

ORGANIZATION OF PRELIMINARY SELECTION AND REGISTRATION FOR THE EXAMINATION

Article 15. Responsibilities at various levels in the Military

1. Commanders of agencies and units under the Ministry of National Defense, directors, and principals of military schools shall be responsible to the Ministry of National Defense and the Military Recruitment Board of the Ministry of National Defense for the quality of initial screening; they must not allow cases that do not meet the admission criteria to pass through; they must prevent any errors or fraud in registration forms for the examination.

2. The Military Recruitment Boards at the district, city, provincial-level city, and equivalent regimental level units (hereinafter referred to collectively as district level and regimental level) shall be responsible for:

a) Strictly organizing the initial screening and registration for the examination;

b) Organizing health examinations, political verifications, moral assessments, and establishing registration forms for candidates accurately within the specified time frame and ensuring quality, minimizing the rejection of registration forms after their establishment and the rejection of candidates after successful admission;

c) Creating the most favorable conditions for candidates, continuously improving both the quality and quantity of sources.

Article 16. Forms and Registration Files for Admission

1. A single set of registration files for university admissions at the battalion level shall be used, printed and distributed uniformly throughout the military by the Military Recruitment Board of the Ministry of National Defense, including:

a) Three registration forms (DK01-A, DK01-B, DK01-C);

b) One health examination form;

c) One political verification form;

d) One certificate of priority for eligible candidates;

đ) Six passport-sized photographs (4x6 cm) as stipulated in Clause 3, Article 17 of this Circular.

2. The Military Recruitment Boards at the district level and units must ensure sufficient registration files for candidates to apply for military admissions.

Article 17. Procedures for Registration, Initial Screening, and Establishment of Admission Files

1. Registration and Purchase of Admission Files:

Candidates must directly go to the Military Recruitment Board at the district level to register and purchase registration forms for the examination.

2. Filling Out Admission Files:

a) Candidates must personally fill out the registration forms and submit them directly to the Military Recruitment Board at the district level according to the prescribed time;

b) When submitting the registration forms, candidates must bring along their Identity Card, Household Register, and other personal documents for verification.

3. Photographs for Admission Files:

a) The Military Recruitment Board at the district level and regimental level units, if conditions permit, organize group photography for candidates at the location where registration forms are received;

When candidates submit their registration forms, they will be given their photographs back and asked to affix them directly onto the admission file with the witness of the district-level recruitment officer or regimental-level unit officer (verifying the photograph, person, identity card, and other personal documents must match the candidate);

The dedicated recruitment officer at the district level or regimental-level unit is responsible for supervising the affixing of photographs by candidates on the registration forms, and simultaneously collecting the registration forms immediately after the candidates have affixed their photographs;

b) In cases where group photography is not organized, candidates must directly submit their photographs together with their registration forms;

The dedicated recruitment officer, upon receiving the registration forms, must verify the photographs, person, identity card, and other personal documents of the candidates;

Only accept the forms and sign in the designated position on the registration form with the affixed photograph to confirm it belongs to the candidate registering for the examination;

Upon receiving the forms with affixed photographs, absolutely do not return the forms to the candidates; in cases where returning the forms is necessary, the process must be restarted from the beginning;

c) Photographs must be taken in the format of an ID card (4x6 cm, clear, uniform style, and recently taken), absolutely do not accept photographs processed by image editing software, or photographs showing suspicious signs that do not match the candidate;

d) The dedicated recruitment officer organizes the verification and completion of the files, reports to the head of the Military Recruitment Board at the same level for confirmation and stamping over the lower right corner of the photograph on the DK01-A form.

4. Conducting initial health screenings shall be carried out in accordance with the provisions of Article 18 of this Circular.

5. Conducting political verifications shall be carried out in accordance with the provisions of Article 19 of this Circular.

6. The heads of the Military Recruitment Boards at the district level and regimental-level units and above shall sign confirmation and stamp on the registration forms (model DK01-A); stamp over the lower right corner of the photograph on the DK01-A and DK01-B models.

7. The period for conducting initial screenings and registrations at units and localities is from March 10th to April 15th each year.

Article 18. Health Screening Organization

1. Candidates who are military personnel:

a) Undergo preliminary health screening (clinical examination) at military hospitals within their region; in cases where units are far from military hospitals, screening shall be conducted by the health examination board of the unit at the regiment level or higher, ensuring quality as prescribed;

b) In cases requiring specialized examinations or tests, such procedures shall be directed by doctors and carried out at military hospitals;

c) Military candidates are not required to pay any fees for health examinations;

d) If selected, the admission file must include complete health records monitored and managed by units during service, in addition to the health form.

2. Candidates who are non-military youth:

a) Preliminary health screening is conducted by the conscription health examination boards of districts, counties, towns directly under provinces (hereinafter referred to collectively as district level): Clinical examination and health assessment according to eight criteria specified in Circular Joint No. 36/2011/TTLT-BYT-BQP dated October 17, 2011 issued by the Minister of Health and the Minister of National Defense guiding the implementation of conscription health examinations;

b) If selected, the admission file must include all types of test results (conducted at health centers at the district level or higher) including: Chest X-ray images, electrocardiogram results; HIV and drug testing results; protein and sugar levels in urine.

3. Units and localities organize health examinations for candidates registering for the exam in two rounds:

a) Round 1: At the end of March to the beginning of April each year;

b) Round 2: From April 16 to April 20 each year.

Article 19. Political Verification

1. Personnel assigned to conduct verification must possess political integrity and capability, have organizational discipline awareness and a sense of responsibility towards the organization, exhibit meticulous and cautious demeanor and scientific methods, have experience in synthesis, and be trained and guided on political verification work in military recruitment.

2. Verification must be conducted at the commune level (including communes, wards, towns, hereinafter referred to collectively as commune level) where the family or individual was born or resides, closely coordinating with political agencies, recruitment agencies, local party committees, and administrative authorities at the commune level to verify and conclude.

3. The verification content must be comprehensive across all aspects, focusing on the political history, economic situation, and social relations of the candidate's family and individual, gathering information from grandparents, parents, spouse, siblings, and other close relatives to determine if their background is clear, their political relationships and compliance with policies and laws in their locality, thereby determining whether they meet the political standards to be eligible for recruitment.

4. Content of the Political Verification Report:

a) Family economic and political situation:

- Clearly record the full name, date of birth, occupation, assets, standard of living, and political attitude of each period: before August 1945, during the anti-French and anti-American resistance wars, and during the post-war peace period up to now (from 1954 for the North and from April 1975 for the South), in the following order: paternal grandparents, siblings of father; maternal grandparents, siblings of mother; father, mother (or the person directly nurturing the individual from childhood to adulthood); spouse (or husband/wife); siblings of the individual;

- In cases where there are family members residing abroad, clearly record the relationship, full name, occupation, place of residence, time of departure, reason for departure, duration of stay, political attitude, number of times returning home, the agency or organization approving the departure, and current relationships;

If the family has connections with foreigners, the reasons and nature of these connections must be clarified;

b) Personal situation: Clearly record the occupation of the individual when residing in the locality, participation in any organizations or economic entities, political attitude, and social relations;

c) Source of information: Fully record the full name, age, position, and signature of the person providing the information;

d) For cases where the content is too long to fit on one page, it must be continued on another page and sealed with a stamp on the last page of the verification report (with a cross-stamp seal);

5. Conducting Verification:

a) The Political Verification Report must be affixed with the candidate's photograph, provided by the dedicated military recruitment officer at the district level or regiment-level unit where the candidate registers;

b) The content of verifying the candidate's family background is provided by the local party committee at the commune level; the verification officer must fully record this information in the verification report and obtain confirmation from the commune-level party committee;

In cases where the father or mother is working in a military unit, the verification officer must contact the management agency of the father or mother (at the regiment level or higher) to request provision of documentation, with confirmation from the party committee of that agency or unit;

In cases where the father or mother is working in state agencies, the verification officer must contact the management agency of the father or mother's files to request provision of documentation, with confirmation from the party committee of the management agency of the father or mother's files;

In cases where the information provided by the management agency of the father or mother is unclear, further verification must be conducted at the place of residence;

For candidates residing in a locality, the verification officer must visit the commune level where the candidate resides to verify the candidate's political attitude and social relations;

c) Confirmation of the candidate's photograph:

The political verification officer requests the commune-level party committee to confirm that the photograph on the verification report matches the individual being verified currently residing in the locality; the commune-level party committee stamps over the lower right corner of the photograph;

In cases where the commune-level party committee cannot confirm the photograph with the individual being verified, the dedicated recruitment officer at the candidate's registration location is responsible for directly checking the individual against the photograph when the candidate submits the application (must check the ID card, household registration book, and related documents), report to the party committee of the local military authority at the district level, and stamp over the lower right corner of the candidate's photograph with the seal of the party committee of the local military authority at the district level.

6. Concluding the File:

a) The local party committee at the commune level shall provide comments and conclude specifically on the origin, historical composition, social relations of the candidate's immediate and extended family, and the candidate themselves, thereby determining whether the person meets or does not meet the criteria for political history and current politics to strive to become a member of the Communist Party of Vietnam and be trained as an officer at military schools. The Secretary of the commune-level party committee shall clearly record their full name, sign, and affix the seal.

b) The party committee of the military agency at the district level (for non-military youth) or battalion (for active-duty soldiers) must conclude specifically whether the candidate meets or does not meet the criteria for the examination.

The staff member responsible for verification, after hearing the opinions of the local party committee at the commune level, those with authority, or the masses in the locality, shall compile and record their own opinion in the verification report regarding the political history, economic situation, and social relations of the family and the individual under review. Clearly record the full name, rank, and position of the staff member conducting the political background verification.

After receiving the application file, the security protection agency of the school shall direct the competent agencies (staff members, security personnel, organizations) to review, assess, and unify the conclusion. Thereafter, the deputy director or specialized staff member of the school's security protection agency shall sign and clearly record their full name.

7. For candidates applying to the Cryptography Technical College, the verification of the background shall follow the model provided by the Telecommunications Department.

8. Subordinate units of the Ministry of National Defense shall aggregate and report the situation and results of political verification work to the Cadre Department of the Political Bureau before September 30 each year.

Article 20. Examination Fees

1. The collection and use of examination fees shall be implemented according to Decision No. 1280/QD-BQP dated June 21, 2013, issued by the Minister of National Defense on the issuance of regulations on the collection and use of examination fees (enrollment fees) for university, college, and vocational secondary education in the military; Circular Joint No. 21/2010/TTLT/BTC-BGDĐT dated February 11, 2010, issued by the Minister of Finance and the Minister of Education and Training on the system of collecting and using examination fees (enrollment fees) for university, college, and vocational secondary education.

2. Units and localities where candidates come to register for the examination shall be responsible for collecting the examination fees:

a) Collect preliminary examination fees when candidates come to register for the preliminary examination;

b) Collect registration examination fees and examination fees when candidates have passed the preliminary examination and meet the criteria for the examination.

3. The portion of the examination fee collected shall be remitted to the Military Recruitment Board of the Ministry of National Defense and the Ministry of Education and Training from the temporarily collected application files of units and localities, and submitted to the Permanent Office before June 30 each year.

Article 21. Review of Application Files

1. The Military Recruitment Board at the district level shall organize the review of application files for registration for the examination, concluding specifically on cases that meet the criteria and those that do not meet the criteria; aggregate the number of qualified candidates for each school, submit the files and lists to the Military Recruitment Board at the provincial level, and notify the specific reasons for candidates who do not meet the criteria for the examination.

2. The Military Recruitment Board at the provincial level shall review the results proposed by the district level; aggregate and transfer the files and lists of candidates registering for the examination to the schools and report to the Military Recruitment Board of the Ministry of National Defense.

3. The list of candidates registered for the examination shall be compiled separately for each school, in the following order:

a) List of candidates taking the examination at the northern test site;

b) List of candidates taking the examination at the southern test site;

c) List of candidates with household registration in the south but eligible for bonus points for candidates from northern provinces as stipulated in Clause 7, Article 10 of this Circular.

4. Schools shall organize the assessment and review of application files of candidates registering for the examination:

a) The composition of the review team shall be decided by the Chairman of the School Recruitment Council, including staff from the security, inspection departments, and other functional agencies of the school;

b) Strictly review the application files, check the photographs, political background of the family, health examination results, preferential policies, and other contents declared in the candidate's application form, compare with the prescribed criteria to conclude whether the candidate meets the criteria or not for the examination;

Firmly refuse to accept files that do not comply with regulations, such as: Verification conducted by the candidate themselves, requesting confirmation from the local party committee; the local party committee providing unclear conclusions on political history and conditions for joining the Communist Party of Vietnam; files without photos, seals, or unclear seals;

In case of doubt or unclear content, request the locality or unit registering for the examination to clarify;

c) Aggregate and report the results of the review to the Military Recruitment Board of the Ministry of National Defense and inform the units and localities before May 20; send the examination notification to candidates eligible for the examination before May 27 each year.

5. In the case of non-military youth who have submitted application files for registration for the examination and, after review by the schools, are concluded as not meeting the criteria for the examination, the schools must notify the Military Recruitment Board where the candidate registered and the candidate themselves;

To ensure the rights of candidates registering for the examination (especially those who only registered for one school), the schools will still arrange for candidates to take the examination at the school (if the candidate wishes);

When candidates come to handle examination procedures, they must voluntarily commit to taking the examination to obtain results for admission to other schools not part of military training programs;

When aggregating and reporting the recommended admission scores to the Military Recruitment Board of the Ministry of National Defense, the schools shall separate the examination results of the candidates specified in this clause into a separate document.

Article 22. Handing over registration files for the examination

1. Units and localities shall hand over registration files and lists of candidates directly registering for the examination to schools at two locations, in the South and North.

2. Units and localities shall hand over lists of candidates registering for the examination and report the total number of candidates registering for the examination to the Military Recruitment Board under the Ministry of National Defense.

3. The school's management unit shall specify the time and location for handing over registration files for the examination and notify units and localities to implement.

Section 4

ORGANIZATION OF THE EXAMINATION

Article 23. Examination period, subject group, subjects, test questions, examination method

Military schools organize entrance examinations in the same examination period, subject group as universities nationwide:

1. Examination period: Organize two sessions.

a) Session 1: Examine Group A over two days, coinciding with the first session of the regular university entrance examination as prescribed by the Ministry of Education and Training;

b) Session 2: Examine Groups B, C, D, and Talent over two days, coinciding with the second session of the regular university entrance examination as prescribed by the Ministry of Education and Training.

2. Subject group, subjects, test questions, examination method:

a) Subject group and subjects (based on four basic groups):

- Group A, examine the subjects: Mathematics, Physics, Chemistry;

- Group B, examine the subjects: Mathematics, Chemistry, Biology;

- Group C, examine the subjects: Literature, History, Geography;

- Group D, examine the subjects: Mathematics, Literature, Foreign Language;

The Military Recruitment Board under the Ministry of National Defense shall determine in the annual recruitment plan the specific subject group and subjects for each school.

b) Test questions: Schools recruiting officers at the platoon level for a bachelor's degree in military education through regular training programs shall use common test questions from the Ministry of Education and Training for all universities nationwide.

c) Examination method:

Examine using multiple-choice methods for the subjects: Foreign Language, Physics, Chemistry, and Biology; examine using essay methods for the remaining subjects.

Article 24. Examination area, examination venue, examination room, and examination paper

1. Examination area:

The First Military Academy organizes recruitment examinations in the North, the Second Military Academy organizes recruitment examinations in the South; other schools organize recruitment examinations in both the South and North regions, specifically:

a) Northern region, organize examinations for candidates from provinces starting from Quang Binh and northward;

b) Southern region, organize examinations for candidates from provinces starting from Quang Tri and southward.

2. Examination venue: At military schools; in cases where examination rooms are insufficient, the Chairman of the School Recruitment Council decides on renting examination venues and rooms, but must ensure the following conditions:

a) The examination venue must be isolated from the external environment and guaranteed safety and quietness during the examination period;

b) Examination rooms must have sufficient lighting, desks, chairs, boards, and a distance of at least 1.2 meters between adjacent candidates, double desks (two desks joined together) cannot be used; if large examination rooms are divided into two rooms, there must be partitions in the middle (not partitioned along the length of the room);

The maximum number of candidates in one examination room shall comply with the regulations of the Ministry of Education and Training;

Have contingency plans for rainstorms and power outages (with backup generators during the examination process);

Do not rent or borrow examination rooms with small, low desks used for elementary school students;

c) Arrange sufficient invigilators, security personnel, and service staff for each examination venue and the number of candidates in each examination room according to the regulations;

Do not arrange candidates taking essay subjects in the same examination room with those taking multiple-choice subjects;

d) Before sending the examination application form to candidates (May 27), the School Recruitment Councils must finalize the examination venues and prepare the necessary number of examination rooms.

3. Examination papers, answer sheets for multiple-choice tests, and scratch paper:

a) Examination papers for essay subjects shall be printed by the Military Recruitment Board under the Ministry of National Defense according to a unified model;

b) Answer sheets for multiple-choice tests shall be uniformly used according to the regulations of the Regional Grading Council of the Military Recruitment Board under the Ministry of National Defense;

c) Scratch paper for examinations shall be printed by the schools according to a unified model (containing all information about the candidate's name and registration number, signature of the invigilator).

Article 25. Registration for candidates to take the examination

1. Prior to the examination date, the Examination Board of each school shall complete the list of candidates for each examination room to be posted outside the examination room.

Each examination room shall have a list with candidate photographs attached to be handed over to the invigilators for verification and inspection during the examinations and when the candidates enroll.

2. The Examination Board of each school shall be responsible for:

a) Publicizing the examination regulations and relevant provisions of the Ministry of Education and Training, the Ministry of National Defense to candidates taking the examination at the prescribed time (one day before the examination morning).

b) Guiding candidates to their examination rooms, supplementing and adjusting any errors regarding their family name, middle name, given name, category, permanent residence registration, recruitment area, subjects, and examination groups; these supplements and adjustments shall be confirmed by the school's admission officer on the Examination Registration Form (Form DK-01C) and immediately updated on the computer.

c) Informing candidates about prohibited materials and items that cannot be brought into the examination area (the examination area shall be defined by the Chairman of the Recruitment Council of the school in accordance with actual conditions).

d) Instructing candidates on the contents to be recorded on the multiple-choice answer sheet to minimize errors.

Article 26. Organization of Invigilation

1. Arrangement of staff and training for invigilation work:

a) Selecting and arranging qualified staff and teachers to serve as invigilators, supervisors of examination rooms, security personnel, order maintenance officers, medical staff, and service personnel;

Invigilators must be selected from those with high quality;

Lower-ranking cadets shall not be used as invigilators, and each examination room must be arranged with at least one teacher as an invigilator.

2. Organizing training for invigilators and other participants in the examination on the following key contents:

a) Procedures for performing tasks, authority, and individual responsibilities of each member involved in invigilation work, experience in detecting cheating candidates during the examination, especially proxy testing and accompanying testing;

b) Guidelines for identifying fake documents and fake photo stickers (admission notices, identity cards, high school graduation certificates);

c) Guidelines for verifying and checking documents according to regulations allowed to be brought into the examination room and the actual situation of candidates in the examination room; if there is suspicion of cheating, report to the Head of the Examination Center or the inspector for monitoring, checking, verifying, and clarifying;

If the violation of the examination regulations by the candidate has not been accurately determined, it shall not affect the examination time and ensure the rights of the candidate.

3. Staff members must thoroughly understand the regulations, duties, and new procedures before being permitted to perform invigilation tasks.

4. Arranging a number of invigilators greater than the actual number of invigilators by 5% to 10% to be ready to replace those who violate the regulations, are unfamiliar with their duties, due to health reasons, or other reasons.

5. Members of the Examination Board are strictly prohibited from carrying mobile phones or signal transmission devices while performing their duties.

6. When candidates bring prohibited materials or items into the examination room, regardless of whether they are used or not, they shall be immediately suspended from the examination.

7. Appoint specialized staff with expertise and experience to perform inspection and supervision tasks for the school;

Strengthen urging and reminding invigilators to handle violations of the examination regulations seriously and require the Examination Board to promptly address cases where invigilators fail to fulfill their responsibilities.

8. Strictly implement the procedure for compiling examination room lists, numbering registration numbers according to alphabetical order (for candidates with identical family names, middle names, and given names, change the registration numbers of such candidates to be at least five numbers apart) and changing seating arrangements in the examination room after each session to prevent proxy testing and accompanying testing: candidates who did not attend the previous session must be removed from the list for the next session.

9. Strictly manage extra examination papers and questions, collect all examination papers issued to candidates (including extra papers and papers that candidates failed to complete and had to replace); for multiple-choice answer sheets, if candidates request replacement due to damage, issue new ones and collect the old ones.

10. Signing examination papers and answer sheets:

a) For essay-type subjects:

- Before distributing the examination paper to candidates, the second invigilator must sign and clearly write their full name in the designated box on the examination paper;

- The first invigilator may only sign and clearly write their full name in the designated box on the examination paper after the candidate has fully completed their full name, registration number, and other required information on the examination paper.

b) For multiple-choice subjects: Both invigilators must sign the answer sheet before distributing it to candidates.

11. Managing examination papers:

a) Invigilators must check that candidates have correctly filled in their registration numbers and question codes on the answer sheet before starting the examination, and compare this information with the record when collecting the papers;

b) Absolutely prevent loss of examination papers or mixing up candidates' papers, do not allow candidates who have submitted their papers to retrieve them, strictly follow the rules for handover and storage of examination papers;

c) At the end of each session, invigilators must organize the collection of examination papers and answer sheets according to regulations, both invigilators must strictly secure the collected examination papers and answer sheets and jointly hand them over to the Head of the Examination Board (Head of the Examination Center) and the Secretary;

d) After confirming the correct number of examination papers and answer sheets, both invigilators and the secretary must seal and sign the bags containing the examination papers and answer sheets;

đ) After each subject, the bags containing examination papers and answer sheets must be stored in a locked iron cabinet kept in the school's secure storage area by the Chairman of the Recruitment Council.

12. When handing over to the Marking Board for marking (for essay-type subjects) and the Regional Multiple Choice Exam Marking Council (for multiple-choice subjects), the Marking Board must have the required members and the bags containing examination papers must still bear the original seals and signatures.

13. Invigilators must strictly adhere to the time schedule for each session, following the unified signals of each examination center, and shall not make any unauthorized changes.

In special cases and unusual incidents, they must not be handled arbitrarily but reported promptly to the Head of the Examination Center (Head of the Examination Board) for advice from the Chairman of the Recruitment Council of the school and the Standing Committee of the Military Recruitment Board of the Ministry of National Defense.

14. Strengthen the work of protecting and securing examination papers, paying attention to external protection to prevent bad elements from invading the examination area, stealing examination papers, transferring materials, and disrupting public order;

If any examination center experiences disorder around the examination room, staff involved in recruitment must support candidates in all forms; the Chairman of the Recruitment Council and related staff will be dealt with according to the examination regulations and laws.

15. Schools have the responsibility to organize effectively the support for the examination season, volunteer students, assist and help candidates and their families to attend the examinations.

Article 27. Organization of marking examinations

1. Subjective examination:

a) Organizing the marking area: Schools organize the Marking Board in a separate location from the outside, continuously guarded day and night; all members of the Marking Board who come into contact with examination papers must be completely isolated from the outside throughout the marking period.

b) Selecting and arranging qualified staff and teachers to participate in marking, security forces, and service personnel of the Marking Board;

It is essential to organize training and enhancing knowledge of the marking regulations and answers for marking staff;

Staff must be familiar with the regulations, tasks, and procedures before being allowed to perform marking duties. Absolutely no personal documents, papers, or communication devices may be brought in or out of the marking area;

c) Organize the sealing and marking of examinations strictly according to regulations; manage the seals and examination papers rigorously, ensuring absolute confidentiality of the seal numbers, and the seal must not be kept together with the storage of examination papers;

Staff responsible for bagging and numbering examination papers shall not participate in the secretariat marking team, and vice versa;

Examination papers are directly managed by the Head of the Marking Board; after each working session, the papers must be stored in a safe and locked with two different locks (the Head of the Marking Board holds the key to one lock, and a member of the Secretariat holds the key to another lock); the secure storage area for the cabinets containing examination papers is held by the Head of the Marking Board; the door to the storage area and cabinets can only be opened when all key holders are present;

f) Strictly implement the regulation of independent double marking in two separate rooms according to the correct answer keys and grading scales of the Ministry of Education and Training, and only mark valid examination papers;

e) The bagging of examination papers for marking must follow the regulation that one bag is drawn from five examination rooms or more, while individual responsibilities of relevant staff in managing examination papers must be clearly defined to prevent swapping, adding to, or incorrectly marking examination papers or other fraudulent activities;

g) Schools establish a Checking Board and organize the checking of university and college entrance examination papers according to the University and College Regular System Admission Regulations of the Ministry of Education and Training;

2. Objective examination:

a) The Military Recruitment Board of the Ministry of National Defense decides to establish an Objective Examination Marking Council in three regions:

- At the Military Technical Academy, marking for northern schools;

- At the Information Officer School, marking for central region schools;

- At the Second Army Officer School, marking for southern region schools;

b) The Chairman of the School Recruitment Board is responsible for managing objective examination papers; signing contracts for marking with regional marking councils of the Ministry of National Defense; when handing over the papers, the bags must remain sealed, complete, and comply with regulations;

Appoint staff to closely monitor the marking process, ensure accurate point allocation for each candidate according to the procedure;

c) The Chairmen of the Regional Objective Examination Marking Councils authorized by the Military Recruitment Board of the Ministry of National Defense are responsible for receiving and storing examination papers, organizing marking, and implementing results according to the University Regular System Admission Regulations of the Ministry of Education and Training;

d) Report marking results to the Military Recruitment Board of the Ministry of National Defense and return marking results to schools according to regulations.

Section 5

REVIEWING THE ADMISSION SCORES AND ANNOUNCING THE ADMISSION RESULTS

Article 28. Reviewing the admission scores

1. The Military Recruitment Board of the Ministry of National Defense determines the admission scores for schools.

2. Implement a common score standard for candidates who are military personnel and non-military youth; determine separate scores for candidates in the northern region (from Quang Binh northward) and the southern region (from Quang Tri southward); military personnel on active duty are determined based on their permanent residence registration, specifically as follows:

a) The Second Army Officer School sets the score standard for each southern military region according to the ratio: Military Region 5: 31%, Military Region 7: 31%, Military Region 9: 28%, Quang Tri, Thua Thien-Hue, and remaining units: 10%.

b) The Military Technical Academy (Vin-Hem Pich) recruits 50% of candidates with permanent residence registration in the north, and 50% of candidates with permanent residence registration in the south;

c) The Border Guard Academy, Political Officer School recruit 65% of candidates with permanent residence registration in the north, and 35% of candidates with permanent residence registration in the south;

d) The Logistics Academy, Naval Academy, Engineer Officer School, Information Officer School recruit at least 25% of candidates with permanent residence registration in the south;

e) The Air Defense-Air Force Academy and Officer Schools: Artillery, Armored, Special Forces, Chemical recruit at least 20% of candidates with permanent residence registration in the south;

f) The remaining schools base the proportion of admissions in each region on the examination results for appropriateness;

g) All schools allow fluctuations not exceeding 3% in each region (or each military region), but the total number must not exceed 100% of the quota.

3. Air Force Officer School: Admissions with special characteristics (must undergo preliminary health screening according to military pilot training standards); in cases where candidates have good health and aptitude but lack the required admission points, the Standing Office shall be responsible for proposing to the Military Recruitment Board under the Ministry of National Defense to report to the Minister of National Defense for consideration and decision.

Article 29. Admission of first choice and supplementary choice

1. Admission of first choice:

a) Based on the examination results of candidates registering for the first choice and the training quota of each school, propose the admission threshold for the first choice, and report to the Military Recruitment Board under the Ministry of National Defense;

b) Schools submit computer data, examination result lists by registration number, in descending order from highest to lowest, and lists of admitted candidates based on the standard score and examination results of candidates falling within the categories specified in Clause 7, Article 10 of this Circular, along with a report recommending the standard score.

2. Admission of supplementary choice:

a) Candidates who take the university-level military entrance examination but fail to be admitted in their first choice may use their examination results to apply for supplementary admission to universities and colleges outside the military according to the regulations of the Ministry of Education and Training;

b) Admission of supplementary choice to military universities and colleges: Only consider candidates who took the military university entrance examination in military schools, failed to be admitted in their first choice, and registered for supplementary admission to other military universities and colleges with the same subject group and examination questions, provided that there are still admission quotas available;

c) When schools have insufficient admission quotas after completing the first choice admissions, or when candidates who enroll do not meet political or health standards and are therefore excluded, the actual number of candidates enrolled is less than the quota assigned by the Ministry of National Defense, supplementary admissions can be conducted to fill the remaining quota; the admission process must follow the regulations of the Ministry of Education and Training and ensure regional ratios;

The Military Recruitment Board under the Ministry of National Defense announces the quotas, schools accept applications, conduct admissions, and compile reports according to the procedure, and only convene candidates for enrollment upon receiving a decision from the Military Recruitment Board under the Ministry of National Defense.

Article 30. Announcement of Examination Results

1. Schools may announce the examination results of candidates (lists ordered by registration number) immediately after the official examination results are available on the school's website, the Ministry of National Defense's electronic information portal (http://bqp.vn), and various mass media both inside and outside the military.

2. After the Ministry of Education and Training announces the minimum university and college admission scores, the Military Recruitment Board under the Ministry of National Defense will announce the admission thresholds for universities and colleges in the military.

Chapter 6

ANNOUNCEMENT OF ENROLLMENT AND POST-ADMISSION VERIFICATION

Article 31. Announcement of Enrollment

1. Directors and principals of schools are responsible for announcing examination results and summoning admitted candidates for enrollment according to the admission threshold decision of the Military Recruitment Board under the Ministry of National Defense.

First choice enrollment must be completed before September 5th each year;

Health examinations must be completed before September 10th each year.

2. In cases of exclusion due to non-compliance with standards, schools issue candidates a Certificate of Examination Scores (according to the model of the Ministry of Education and Training);

Prioritize supplementary admission to civilian higher education programs in military schools, while facilitating candidates to promptly apply for supplementary admission to universities and colleges outside the military according to the regulations of the Ministry of Education and Training and relevant laws.

3. Candidates admitted to military university and college programs, upon receiving the summons to enroll from military schools, shall be issued a Call-up Order for Military Service by the County Military Command to serve long-term in the military.

4. Candidates admitted to military university and college programs who receive the summons to enroll after receiving the Call-up Order for Military Service, or those who have already been called up, shall be enrolled in the military schools in the same year to serve long-term in the military; in cases where they have already been called up, the unit currently managing the conscript shall be responsible for processing the transfer procedures for the conscript to the school according to the school's enrollment notice.

Conscription candidates who receive an admission notice for military university and college programs after being called up, have been notified to attend school, but do not enroll, shall not retain their examination results for admission to military schools as stipulated in Point b, Clause 6, Article 1 of the Joint Circular No. 13/2013/TTLT-BQP-BGDĐT dated January 22, 2013, amending and supplementing certain provisions of the Joint Circular No. 175/2011/TTLT-BQP-BGDĐT dated September 13, 2011, issued by the Ministers of the Ministry of National Defense and the Ministry of Education and Training guiding the implementation of certain provisions of the Government Decree No. 38/2007/NĐ-CP dated March 15, 2007 regarding temporary deferment and exemption from military service call-up for male citizens of conscription age during peacetime.

Article 32. Health Examination for Admitted Candidates

1. Organize health examinations for some admitted candidates right in the first week after they enroll at the school.

Schools shall proactively coordinate with military hospitals assigned by the Military Health Department to examine and classify the health status of their students.

2. Content of examination: Clinical and paraclinical examinations (blood test formula; liver function: SGOT, SGPT; blood sugar, urine 10 parameters; electrocardiogram; ultrasound, chest X-ray, HIV screening test, drug test).

3. The Military Health Department shall provide detailed guidance on health examinations and HIV, drug tests for new students entering the school.

Article 33. Organization of Post-Admission Review of Recruitment Work and Verification of Admission Candidate Lists

1. Organization of post-admission review of recruitment work:

a) After the admission examination period, schools shall organize reviews and post-examination checks of all admitted candidates according to the university and college admission regulations of the Ministry of Education and Training;

b) Organize verification of candidate photos in registration files, photos on the exam room photo board, photos in enrollment files, and the person enrolling must match each other, confirming that they belong to the person enrolling;

Compare the handwriting of the student when enrolling with the handwriting in the student's exam paper, which must match one person (must be the handwriting of the student enrolling);

Check academic performance and conduct records in the high school transcript of the candidate.

c) Schools with supplementary admission candidates enrolling shall send letters, lists requesting post-examination checks, samples of handwriting and photographs taken when the candidate enrolls (if available) to the examination organizing school;

The examination organizing school shall be responsible for conducting post-examination checks and providing written responses about the results to the school with candidates enrolling;

In case of discovering suspected cheating candidates, the examination organizing school shall take the lead, cooperate with the school where the candidate enrolls to investigate, verify, clarify, and handle according to regulations.

d) Directors and principals of schools shall be responsible for organizing comprehensive post-examination checks of the recruitment work of their units before the start of the new academic year;

During the implementation process, if any suspicious issues are discovered, investigations and verifications must be conducted to clarify them; in cases of violations, reports must be made and close cooperation with relevant agencies of the Ministry of National Defense to propose solutions must be ensured;

When there is a written agreement from the authorized investigation agency, the principal of the school shall decide to return the violating candidates who breached the examination rules to their units or localities.

2. Verification of Admission Candidate Lists:

At the end of the recruitment period, schools shall compile lists of candidates starting the course, report to the Military Recruitment Board of the Ministry of National Defense for verification, serving as a basis for schools and relevant agencies to manage, promote (promote) ranks and issue graduation certificates upon graduation.

Article 34. Admitted Candidates of the Military University Entrance Examination May Be Sent for Training at Non-Military Schools and Foreign Schools

1. Schools shall select admitted candidates with high entrance examination scores to send for immediate training according to Clause 3, Article 28 of Circular No. 195/2011/TT-BQP dated November 24, 2011 of the Ministry of National Defense on the criteria for training military personnel of the Vietnam People's Army.

2. Upon graduation, they will be promoted to officer rank and organized for political and military knowledge enhancement before being reassigned to units for duty.

Chapter IV

RECRUITMENT AND TRAINING AT THE

 COLLEGE LEVEL REGULAR SYSTEM

Article 35. Recruitment schools and training quotas

1. Schools training non-commissioned officer officers at the university level shall train non-commissioned officer officers at the military college level.

2. The Military Recruitment Board under the Ministry of National Defense shall announce the recruitment quotas for each school.

Article 36. Recruit Objectives and Standards

The recruit objectives and standards for training non-commissioned officer officers at the military college level shall be implemented as prescribed in Articles 10, 12, 13, and 14 of this Circular.

Article 37. Recruitment Organization and Post-Recruitment Inspection

1. Admission

a) For schools training non-commissioned officer officers at the military college level, only supplementary admission applications from male candidates with permanent residence registration in the Southern region (candidates benefiting from the Southern standard score, calculated from Quang Tri Province southward) for three years or more (as of September of the examination year) who have taken the non-commissioned officer military university entrance exam but were not admitted to their first choice will be considered for supplementary admission to the military college program (according to the examination group of each school). Admissions will be conducted according to the regulations of the Ministry of Education and Training, with annual admission quotas allocated based on the Southern military regions, from highest to lowest scores until the quota is filled.

b) The Air Force Officer School will consider supplementary admissions from male candidates (including active-duty military personnel, former military personnel, defense workers, and young people outside the military) who have taken the university-level military entrance exam in Group A but were not admitted to their first choice. These candidates will be considered for supplementary admission to air technical college training at the Air Force Officer School. Standard scores will be determined separately for the North and South regions, from highest to lowest until the quota is filled (North from Quang Binh Province northward, South from Quang Tri Province southward; the permanent residence registration requirement for determining eligibility for the Southern or Northern standard score will be implemented as for the non-commissioned officer military university entrance exam).

c) Admission Plan

- Each school will implement admissions from the highest score down to the assigned quota based on the number of supplementary admission applicants, and report to the Military Recruitment Board under the Ministry of National Defense for approval.

- Only after receiving a decision from the Military Recruitment Board under the Ministry of National Defense can candidates be summoned for enrollment.

- If there are still vacancies after the first round of supplementary admissions, subsequent rounds will continue until the quota is filled.

2. Entrance Examination

The Military Arts and Culture University will organize entrance examinations for military college training as follows:

a) Object:

The Military Recruitment Board under the Ministry of National Defense will announce the recruitment targets for each major in accordance with the training quotas.

b) Application Documents:

- Use the application documents for admission to non-commissioned officer training at the university level.

- The time for submitting and collecting application documents shall be as stipulated in Article 22 of this Circular.

c) Examination Groups, Subjects, and Examinations: Follow the regulations of the Ministry of Education and Training for each major's entrance examination.

d) Examination Time and Organization: Conducted concurrently with the second round of national university entrance exams.

đ) Examination Supervision, Grading, Admission Score Review, and Enrollment Notification: Implemented as for admission to non-commissioned officer training at the university level. Admission standard scores will be determined based on permanent residence registration in the North and South regions.

e) Recruitment Quotas: Implemented according to the military recruitment plan of the Military Recruitment Board under the Ministry of National Defense.

3. Work on Admission Score Review, Announcement of Examination Results, Enrollment Notification, and Post-Recruitment Inspection shall be carried out in accordance with Articles 28, 29, 30, 31, 32, and 33 of this Circular.

Chapter V

MILITARY PROFESSIONAL COLLEGE TRAINING

REGULAR PROGRAM

Article 38. Training Recruitment Institutions

Article 39. Recruit Objectives, Standards, and Application Documents

1. Objectives:

Non-commissioned officers and soldiers currently serving under the provisions of the law on military service, with at least six months of service (as of April of the recruitment year); Professional military personnel; Defense workers serving in the military for at least twelve months (as of September of the recruitment year). The number of applications for recruitment is registered according to the quota allocated to each unit.

2. Standards:

a) Politics, ethics, culture: Implemented according to Articles 12 and 13 of this Circular. For the final year's conduct assessment (discipline training) in high school, it must be good or better; for the final year's academic performance assessment in high school, it must be average or better;

b) Age: From 18 to 25 years old (as of the examination year);

c) Health:

- Selecting candidates who meet health standards 1 and 2 in the following criteria: Physical fitness, internal medicine, neurology, surgery, dermatology, ophthalmology, otolaryngology, stomatology; up to health standard 3 regarding dental health;

- Candidates with permanent residence registration in Zone 1, islands, southern regions (from Quang Tri southward), ethnic minority candidates can be up to health standard 3 regarding physical fitness;

- Conduct preliminary medical examinations and recruitments as stipulated in Articles 18 and 32 of this Circular.

3. Recruitment application documents: Using one set of application documents for intermediate specialized military education issued by the Military Recruitment Board of the Ministry of National Defense, including:

a) Three application forms (DK01-A, DK01-B, DK01-C);

b) One health examination form;

c) One Political Verification Certificate;

Candidates applying for the Intermediate Cryptography Engineering School shall submit a background verification report according to the prescribed format of the Telecommunications Department;

d) One certificate of priority for eligible candidates;

Article 40. Recruitment Organization

1. Implementing selection based on high school transcripts.

2. Selection methods:

a) Directly subordinate units of the Ministry of National Defense organize preliminary selections, select candidates, prepare application documents for selection along with certified copies of high school transcripts (DK01-A, DK01-B, DK01-C) to be submitted to the designated schools according to the assigned quotas;

b) Schools organize selections, uniformly adopting the criterion of total average scores from three years of high school subjects plus bonus points for admission;

c) Admission standards for Border Guard Intermediate School 2 are specified separately for each Southern Military Region;

Military personnel from Southern units determine admission standards based on their permanent residence registration;

d) For other schools, admission standards are set separately for the North and South regions, starting from the highest score down to the required quota (North from Quang Binh northward, South from Quang Tri southward);

đ) Regarding permanent residence registration, candidates are eligible for admission standards of either the South or North region, implemented as per university recruitment regulations for squad-level units;

3. Preliminary selection and submission of recruitment application documents are carried out according to the provisions of Article 22 of this Circular;

4. Schools report the results of the selection and propose admission standards to the Military Recruitment Board of the Ministry of National Defense before July 10th every year;

5. Organizing post-selection inspections:

a) After successful candidates enroll, schools conduct post-selection inspections, verifying and comparing all application documents of candidates with those of enrolled students, ensuring they match;

Verifying the accuracy and legality of high school graduation certificates and transcripts, comparing original transcript results with copies in the application documents;

b) Principals of schools are responsible for organizing comprehensive post-selection inspections within their units; during the inspection process, if any suspicious issues are found, they must investigate and verify them thoroughly; in cases of violations, close cooperation with relevant departments of the Ministry of National Defense should be maintained to propose solutions;

c) Cases where invalid transcripts are used, or discrepancies between copy results and original transcripts, and other violations must be excluded; Principals of schools issue decisions to return students to their previous units before enrollment;

d) Post-inspection must be completed before the start of the new academic year;

6. Recruitment quotas are implemented according to the military recruitment plan of the Military Recruitment Board of the Ministry of National Defense;

Chapter VI

RECRUITMENT FOR TRAINING OF HUMAN RESOURCES TO SERVE

INDUSTRIALIZATION AND MODERNIZATION (CIVILIAN TRAINING)

Article 41. Recruitment for Civil Education Programs

1. Recruitment for undergraduate education:

a) Military Technical Academy;

b) Military Medical Academy;

c) Military Science Academy;

d) Logistics Academy;

đ) Military Engineering Officer School (Vin Hem Pich);

e) Military Arts and Culture University;

g) Military Engineering Officer School;

h) Military Information Officer School.

2. Recruitment for college education:

a) Military Technical Academy;

b) Logistics Academy;

c) Military Engineering Officer School;

d) Military Information Officer School;

đ) Military Engineering Officer School (Vin Hem Pich);

e) National Defense Industry College;

g) Automotive Technology and Engineering College;

h) Military Arts and Culture University.

3. Recruitment for vocational secondary education:

a) Military Arts and Culture University;

b) National Defense Industry College;

c) Automotive Technology and Engineering College;

d) Military Hospital Secondary School 1;

đ) Military Hospital Secondary School 2;

e) Naval Technical Secondary School;

g) Roadway and Vocational Training Secondary School.

4. For recruitment of second bachelor's degrees, associate degree transfers, vocational secondary education transfers, and external training classes, when assigned training quotas, schools are responsible for completing relevant documents and procedures according to regulations of the Ministry of Education and Training.

Article 42. Examination Locations, Times, Subject Groups, Subjects, and Examination Questions for Recruitment

1. Recruitment for undergraduate education:

a) Implemented according to the Ministry of Education and Training’s examination regulations for annual undergraduate admissions;

b) Specific quotas for each school are carried out according to the recruitment plan of the Military Recruitment Board under the Ministry of National Defense;

c) Examination locations are decided by the schools, reported to the Military Recruitment Board under the Ministry of National Defense, and announced to candidates on their admission notification forms.

2. Recruitment for college education:

a) Implemented according to the Ministry of Education and Training’s recruitment regulations for annual college admissions;

b) Specific quotas for each school are carried out according to the recruitment plan of the Military Recruitment Board under the Ministry of National Defense;

c) The Military Arts and Culture University organizes entrance examinations;

d) Other schools organize supplementary voluntary admissions from candidates who did not pass undergraduate admissions but have the same subject group to enroll in civilian college education according to the Ministry of Education and Training’s annual regulations.

3. Recruitment for secondary education:

a) Implemented according to the Ministry of Education and Training’s recruitment regulations for annual vocational secondary admissions;

b) Specific quotas for each school are carried out according to the recruitment plan of the Military Recruitment Board under the Ministry of National Defense;

c) Organize voluntary admissions for civilian vocational secondary education according to the Ministry of Education and Training’s annual regulations.

Article 43. Organization of Examinations, Grading, Admission, and Summoning of Candidates for Enrollment

1. Implemented according to the Ministry of Education and Training’s recruitment regulations; schools base their recommendations for admission scores on candidate examination results, voluntary admission registration results, and assigned recruitment quotas, reporting these to the Military Recruitment Board under the Ministry of National Defense.

2. When submitting proposed admission scores, schools submit computer data, examination result lists by candidate number in descending order, and lists of successful candidates by admission score; schools recruiting by major groups or individual majors submit computer data, examination result lists, and lists of successful candidates by major group and major.

3. Principals of schools are responsible for announcing examination results and summoning successful candidates for enrollment according to the admission score decision of the Military Recruitment Board under the Ministry of National Defense.

4. Post-recruitment inspection organization is implemented according to the provisions of Article 33 of this Circular.

Chapter VII

RECRUITMENT FOR POSTGRADUATE EDUCATION AND OTHER FORMS

Article 44. Graduate-level education admissions

1. Admissions for various types of graduate-level education shall be carried out in accordance with the general regulations of the Ministry of Education and Training.

2. The Military Recruitment Board under the Ministry of National Defense shall be responsible for providing specific guidance on graduate-level education admissions.

Article 45. Admissions for combined undergraduate and military college education; completion of undergraduate division-level education; completion of military college command division education from company commanders 801 and division commanders from assistant district officers

1. Combined undergraduate education:

a) Combined undergraduate education from technical college, division-level college, and three-year officer training in specialized vocational fields;

b) Combined undergraduate education for mid-level and battalion cadre trainees who have not yet obtained a bachelor's degree (the examination period shall be decided by the school principal and reported to the Military Recruitment Board under the Ministry of National Defense fifteen days before the commencement of classes).

2. Completion of undergraduate education: Completion of undergraduate division-level education from three-year officers and high-level division-level officers with associate degrees; completion of military college command division education from company commanders 801 and division commanders from assistant district officers.

3. Combined college education: Combined college education from individuals who have completed vocational secondary education.

For classes managed by the military authority, the age of candidates must not exceed forty years old.

4. Types of combined education leading to college or university levels in both military and civilian systems of schools shall be implemented according to the provisions of Circular No. 55/2012/TT-BGDĐT dated December 25, 2012, issued by the Minister of Education and Training regarding combined college and university education.

5. Other types of education specified in this provision shall organize entrance examinations for admission on the same day as the division-level undergraduate admission examination of the school or participate in the third round of the annual college admission examination according to the regulations of the Ministry of Education and Training.

Article 46. Short-term concentrated sub-baccalaureate admissions

1. Objectives and criteria:

a) Selected among professional soldiers, defense workers currently serving in the Military for at least twelve months (as of September of the year of admission), having completed secondary school;

b) Age not exceeding thirty-five years old (as of the year of admission);

c) Having completed a basic program of twelve to eighteen months and worked in the corresponding field for at least twelve months (as of September of the year of admission).

In the case of admission to multi-purpose medical assistant, nursing assistant, and pharmacy assistant programs, candidates must have completed primary training in nursing assistant and pharmacy assistant and worked in the corresponding field for at least twenty-four months (as of September of the year of admission).

d) Short-term technical Cryptography sub-baccalaureate training must be a member of the Communist Party of Vietnam.

2. Admission application and selection procedures shall be conducted as stipulated in Articles 39 and 40 of this Circular.

Article 47. Admissions for conversion to sub-baccalaureate military level

1. Objectives and criteria:

a) Professional soldiers serving as platoon leaders, squad leaders, deputy company commanders, special reconnaissance personnel, combatants;

Professional soldiers and defense workers in surplus military specialties;

Professional soldiers and defense workers who have completed a basic program of less than twelve months;

b) Age not exceeding thirty-five years old (as of the year of admission), having completed secondary school, and meeting the preliminary screening standards.

2. Admission application and selection procedures shall be conducted as stipulated in Articles 39 and 40 of this Circular.

Article 48. Enrollment for Second Bachelor's Degree Programs

Schools assigned quotas for second bachelor's degree programs shall be responsible for organizing entrance examinations in accordance with the Regulations on Second Bachelor's Degree Programs issued by the Ministry of Education and Training and the regulations of the Ministry of National Defense.

Article 49. Enrollment for Joint Training Programs at Universities, Colleges, and Vocational Schools between the Ministry of Public Security and Military Schools

1. Joint training programs at universities, colleges, and vocational schools between the Ministry of Public Security and military schools shall be organized by the Ministry of Public Security to conduct entrance examinations, review applications, and decide on the list of successful candidates.

2. Military schools shall be responsible for receiving students according to the quotas and decisions made by the Ministry of Public Security to send them for joint training.

Article 50. Recruitment of Female Students for Technical Staff Training for the Military

1. Fields and trades that recruit female students include: Medicine, Pharmacy, Mechanical Engineering, Information Technology, Telecommunications, Cryptography, Culinary Arts, and Finance.

2. The number of recruits shall be based on staffing needs, annual recruitment quotas allocated, and units shall select and send suitable candidates for training in accordance with usage plans.

Article 51. Enrollment for Remaining Categories

1. Remaining types of training shall enroll students according to each school’s academic year plan.

2. Principals of schools shall be responsible for organizing entry exams, deciding on admission scores, and the number of students admitted for short-term training, upgrading, changing categories, and graduates who need certificates or diplomas from the Ministry of National Defense, without exceeding the assigned recruitment quota.

Chapter VIII

ENROLLMENT UNDER THE RECRUITMENT SYSTEM FOR UNIVERSITIES,

COLLEGES, VOCATIONAL SCHOOLS, AND PREPARATORY PROGRAMS

Article 52. Recruitments and Regions Eligible for Recruitment

1. Objectives:

a) Based on standards and quotas assigned, units shall select and propose concentrated recruitment for candidates who are junior military cadets, children of ethnic minorities, non-commissioned officers, and soldiers who have excellently completed their tasks in the Spratly Islands and other islands enjoying similar policies, but the total number of Kinh people shall not exceed 15% of the total quota assigned;

b) Must have continuous household registration with the family for five years or more (as of the recruitment year) in regions with extremely difficult economic and social conditions as stipulated by the Government and the Committee for Ethnic Minorities;

c) In cases where the number of applicants for recruitment examination is less than the assigned quota, additional candidates can be added from ethnic minority groups that have not had or have very few officials with university, college, or vocational school degrees relative to their population within the province or centrally administered city, residing in Zone III, II (may consider candidates from Zone I if the ethnic group has very few officials with such degrees nationwide or recruitment for these candidates in Zones III, II does not meet the assigned quota), with continuous household registration with the family for five years or more up to the recruitment year;

If the above candidates have been considered, but the number of eligible candidates for recruitment examination is still less than the assigned quota, no further candidates will be considered;

d) In cases where the number of applicants for recruitment examination exceeds the assigned quota, the examination shall be conducted in priority order starting with students from ethnic groups that have not been recruited or have been recruited but in very small numbers, then from Zone III, II, I;

Priority shall be given to students who are children of martyrs, war invalids, or children of those entitled to benefits equivalent to war invalids (ranked from those with higher levels of disability downwards);

Priority shall be given to students who have won awards in provincial student excellence competitions and have high academic and conduct ratings.

2. Recruitment Areas:

a) Localities recognized as particularly difficult communes, border villages, safe zones, and particularly difficult coastal and island communes, eligible for investment support under the Government's Program 135;

b) Localities benefiting from recruitment policies to study at national education institutions as decided by the Committee for Ethnic Minorities and the Government.

Article 53. Conditions and criteria for admission under the quota system

Candidates eligible for selection and training at university, college, and vocational secondary level in the Military must pass preliminary screening and meet all political, moral, health, age, and recruitment area standards, and must also satisfy the following conditions:

1. The candidate has graduated from high school through regular education or continuing education and is not currently on state payroll.

2. The final year conduct rating (or final year training rating) is good or higher.

3. The final year academic rating: For university and college admissions, candidates from ethnic minorities must achieve a passing grade or higher, while candidates from the Kinh ethnic group must achieve a good grade or higher.

4. Age, between 17 and 25 years old (as of the year of admission).

5. Must be preliminarily screened by the Military Recruitment Board at the provincial, divisional, or equivalent level, reported to the Military Recruitment Board directly under the Ministry of National Defense for recommendation; reviewed and recommended by the Admissions Councils of the schools; decided by the Military Recruitment Board of the Ministry of National Defense to enroll.

Article 54. Application Documents for Admission Under the Quota System

Use the unified application form for military university, college, and vocational secondary admissions issued by the Military Recruitment Board of the Ministry of National Defense, in addition to the following documents:

1. A copy of the birth certificate.

2. A copy of the high school graduation certificate (temporary graduation certificate for candidates who have not yet received their graduation certificate).

3. A copy of the high school transcript.

4. Certificates confirming the candidate's eligibility for preferential treatment in the selection process.

5. A confirmation of permanent residence issued by the Head of the Police Station, Ward, or Town with authority (must clearly indicate the time since residing in the locality).

6. A photocopied (unnotarized) decision and page indicating the location where the candidate resides within the recruitment region;

In cases where villages have been newly divided or merged, a photocopied decision from the competent authority must be provided, and noted in the remarks section of the proposed list submitted by the unit.

Article 55. Procedure for Selection Under the Quota System

1. Based on the quota assigned by the Ministry of National Defense, the Military Recruitment Board and functional agencies of the military regions or equivalent allocate quotas to subordinate units and localities, and direct and guide the implementation, ensuring the quota structure by region.

2. The Military Recruitment Board and functional agencies at the divisional, provincial, or equivalent level organize preliminary screening and guide candidates to complete the application form according to the model prescribed by the Military Recruitment Board of the Ministry of National Defense, completing this before June 25 each year.

3. The Military Recruitment Boards at various levels review and approve, report to the same-level Party Committee, and submit recommendations to the schools before June 30 each year.

4. The Admissions Councils of the schools review and submit recommendations to the Military Recruitment Board of the Ministry of National Defense (through the Standing Office) before July 15 each year.

5. The Standing Office takes the lead, coordinating with the Personnel Department of the Political General Department and the Military Affairs Department of the General Staff Headquarters to review and propose a list of qualified candidates for selection, completing this before August 10; compiling and reporting to the Chairman of the Military Recruitment Board of the Ministry of National Defense for consideration and decision before August 30 each year.

6. Regarding preparatory study before formal courses:

a) Candidates selected for military university or college training must complete one year of preparatory study;

b) Candidates outside the Military selected for military vocational secondary training must complete one year of preparatory study;

c) Candidates who are Military personnel or Junior Military Cadets selected for military vocational secondary training do not need to complete preparatory study;

d) The location for preparatory study is at the First Army Officer School (for candidates from northern provinces) or the Second Army Officer School (for candidates from southern provinces) to enhance cultural, military, and political knowledge;

đ) Upon completion of preparatory study, students are transferred back to the school they were selected for to continue training according to the procedure.

7. Candidates selected for preparatory study for university, college, and vocational secondary military training, the schools shall conduct health examinations for candidates as if they were entering formal courses; in cases of minor acute illnesses that can be completely cured in a short period, the schools will allow them to seek medical treatment along the unit's medical route; in cases where overall physical fitness does not meet the standard but may develop to meet the standard after one year of preparatory study, they will be retained for further study and training until re-examined upon entry into formal courses, if still not meeting the standard, they will be returned to their original unit before being sent for study.

Article 56. Recruitment for Preparatory Military University Training

1. Organize preparatory university classes at the Naval Academy for military personnel who have achieved good results in performing their duties, with a minimum service period of 12 months on Spratly Islands and other islands enjoying preferential policies similar to those of Spratly Island. After one year of preparatory university study, these military personnel will be considered for admission to regular university or college military training according to regulations.

2. The health examination for candidates for preparatory university training shall be carried out in accordance with Clause 8, Article 55 of this Circular.

Chapter IX

RECRUITMENT FOR TRAINING OF MILITARY BRANCH OFFICERS AT THE LOCAL LEVEL

Section 1

 SCHOOLS RECRUITING AND ELIGIBLE CANDIDATES

AND RECRUITMENT QUOTAS

Article 57. Schools Recruiting

1. Recruitment for training of officers for the People's Militia Board at the commune level (hereinafter referred to as the commune level) at the bachelor's and associate degree levels; preparatory university and associate-to-bachelor's degree bridging programs while working in the local military sector:

a) Officer Candidate School No. 1 recruits candidates from Thua Thien Hue Province and northward;

b) Officer Candidate School No. 2 recruits candidates from Da Nang City and southward.

2. Recruitment for training of officers for the People's Militia Board at the commune level through part-time associate degree programs in the local military sector:

a) Officer Candidate School No. 1 collaborates with Military Schools of Military Regions 1, 2, 3, and 4 to recruit candidates from provinces and centrally governed cities (hereinafter referred to as provincial level) within each military region; collaborates with the Military School of the Capital Command of Hanoi to recruit candidates from the Hanoi metropolitan area;

b) Officer Candidate School No. 2 collaborates with Military Schools of Military Regions 5, 7, and 9 to recruit candidates from provinces within each military region;

Collaborates with the Military School of the Ho Chi Minh City Command to recruit and train candidates from the Ho Chi Minh City metropolitan area for associate-to-bachelor's degree bridging programs in the local military sector.

3. Schools recruiting and organizing training of officers for the People's Militia Board at the commune level at the vocational associate degree level in the local military sector: Provincial Military Schools; the Military School of the Capital Command of Hanoi organizes training for candidates in each province.

Article 58. Eligible Candidates

1. Recruitment for regular bachelor's and associate degree programs in the local military sector and selection for bachelor's degree programs:

a) Commune-level People's Militia Board Commanders and Deputy Commanders who have not yet received training;

b) Core militia self-defense cadre officers and soldiers who have completed their compulsory service in core militia self-defense units;

c) Non-commissioned officers and soldiers of the Vietnam People's Army who have completed their compulsory service;

d) Reserve officers who have not been assigned to reserve mobilization units;

e) Core militia self-defense cadre officers and soldiers;

f) Cadres, party members, and youth league members working at the grassroots level;

The eligible candidates must have worked for at least six months as core militia self-defense cadre officers and soldiers; cadres, party members, and youth league members working at the grassroots level must have worked for at least one year.

2. Recruitment for associate-to-bachelor's degree bridging programs while working: Commune-level People's Militia Board Commanders and Deputy Commanders and other sources of officers for the People's Militia Board at the commune level who already hold associate degrees in the local military sector;

3. Recruitment for bachelor's degree bridging programs while working: Commune-level People's Militia Board Commanders and Deputy Commanders and other sources of officers for the People's Militia Board at the commune level who already hold associate degrees in the local military sector.

Article 59. Admissions Indicators

1. Higher education and college training (both regular and concurrent programs) in basic military fields shall be carried out according to the admissions plan of the Military Recruitment Board under the Ministry of National Defense.

2. Vocational training at the intermediate level in basic military fields shall be conducted in accordance with Point b Clause 1 Article 26 of Decree No. 58/2010/NĐ-CP dated June 1, 2010, detailing and guiding the implementation of certain provisions of the Law on Militia and Self-defense Forces.

The Provincial Military Command shall advise the People's Committee of the province to determine the annual training indicators.

Section 2. ADMISSION STANDARDS

Article 60. Admission Standards

1. Admissions for higher education and college in basic military fields through regular programs:

a) Age: Not exceeding 31 years old (as of the year of admission);

b) Health: Meeting health standards of type 1, type 2, or type 3 as stipulated in Circular Joint No. 36/2011/TTLT-BYT-BQP issued by the Ministry of Health and the Ministry of National Defense. For general physical fitness and dental standards, up to type 4 is acceptable;

c) Educational qualifications: Having completed high school or equivalent;

d) Political and moral qualities:

- Being a Party member or having the conditions to become a Party member of the Communist Party of Vietnam;

- Possessing good moral qualities; clear background; complying well with the Party's policies and State laws;

đ) Being identified by the grassroots Party committee and administrative authorities as a potential military cadre in the local planning, through the selection process, successfully admitted, and decided by the provincial People's Committee to send for training and post-training employment.

2. Admissions for concurrent training from intermediate to college level, and from college to university level while working:

a) Age: For those upgrading from intermediate vocational training to college level in basic military fields, from over 22 to 45 years old; for those upgrading from college level in basic military fields to university level in basic military fields, from over 24 to 45 years old;

b) Health: Meeting the health standards as specified in Point b Clause 1 of this Article;

c) Graduates of intermediate or college level in basic military fields who have achieved a good grade or better may immediately participate in the admission process upon graduation; those who have achieved a satisfactory grade must have at least one year of work experience before participating in the admission process;

d) Possessing good moral qualities; clear background; complying well with the Party's policies and State laws;

đ) Being identified in the local planning of potential military cadres by the grassroots Party committee and administrative authorities; through the selection process, successfully admitted, and decided by the provincial People's Committee to send for training and post-training employment.

3. Admissions for commissioned training for university education:

a) Age: Not exceeding 31 years old (as of the year of admission);

b) Health: Meeting the health standards as specified in Point b Clause 1 of this Article; the health examination for candidates for commissioned university training shall be conducted in accordance with Clause 7 Article 55 of this Circular;

c) Political and moral qualities:

- Being a Party member or having the conditions to become a Party member of the Communist Party of Vietnam;

- Possessing good moral qualities; clear background, complying well with the Party's policies and State laws;

d) Candidates must have continuously resided in special hardship areas for five years or more (as of the year of admission) as stipulated in Clause 2 Article 52 of this Circular;

đ) Being identified by the grassroots Party committee and administrative authorities as a potential military cadre in the local planning; through the selection process as prescribed in Decree No. 134/2006/NĐ-CP dated November 14, 2006; decided by the provincial People's Committee to send for training and post-training employment.

Section 3

ORGANIZATION OF PRELIMINARY SELECTION AND REGISTRATION FOR THE EXAMINATION

Article 61. Admission Application Documents

1. Three application forms for admission DK01-A, DK01-B, DK01-C (using the university admission file for squad-level units).

2. One application form for admission of the applicant.

3. One copy of the Birth Certificate.

4. One copy of the high school graduation certificate (Temporary Graduation Certificate for applicants who have not yet received their graduation certificate); if the applicant is taking the entrance examination for joint training, they must also provide a copy of the vocational school or college graduation certificate; for those applying for direct admission or selection, they must also provide a copy of their high school transcript.

5. One verification report on the applicant's background.

6. One health status form for military recruitment.

7. Confirmation from the Party Committee at the commune level that the applicant is an officer within the planning cadre of the Commune Military Command recommending them for training and post-training employment.

In cases where the applicant is applying for direct selection, they must additionally provide a copy of their household registration and a certificate confirming continuous residence for five years up to the year of admission issued by the local police; a photocopied (unnotarized) decision and the page with the name of the location where the applicant resides, which is within the designated area for selection; for newly divided or merged communes, there must be a photocopied decision from the competent authority, and this must be clearly noted in the remarks section of the list submitted by the unit.

8. Certificates proving eligibility as a preferential policy beneficiary (if applicable).

9. Six passport-sized photographs measuring 4 x 6 cm as specified in Clause 3, Article 17 of this Circular.

10. One envelope with postage paid and the address clearly marked; the application should be made in two sets; when submitting the application, the original high school transcript and graduation certificates must be presented for verification according to regulations.

Article 62. Preliminary Selection and Registration for Admission

1. Applicants for regular undergraduate and college programs in basic military fields shall register separately according to the quotas allocated to each military region.

2. The Military Recruitment Board at the district level:

a) Directly disseminate and enforce the responsibilities and benefits of the applicants in fulfilling the training mission;

b) Guide applicants in completing the application forms according to the model prescribed by the Ministry of National Defense's Military Recruitment Board;

c) Receive applications, conduct preliminary selection, verify, and investigate political backgrounds through the People's Committee at the district level before April 15 each year;

d) The declaration, submission, and confirmation of the application forms, as well as the organization of political investigations, shall be carried out in accordance with Articles 17 and 19 of this Circular.

3. The Military Recruitment Board at the provincial level:

a) Review the completed applications of candidates for admission before April 25 each year;

b) Through the Training Steering Committee at the same level, report and propose the Provincial People's Committee to decide on the list of qualified candidates for admission to the Military Recruitment Board of the Military Region before April 30 each year; for the completed applications of directly selected candidates, this must be done before June 20 each year.

4. The Military Recruitment Board of the Military Region, the Military Recruitment Board of the Hanoi Capital Military Command:

a) Organize reviews and approvals through the Training Steering Committee at the same level;

b) Report the list of candidates for admission to the Ministry of National Defense's Military Recruitment Board (through the School Service Department and the Militia Self-Defense Department);

c) Transfer the list and files of candidates to the First Army Officer Academy and the Second Army Officer Academy as stipulated in Article 22 of this Circular;

d) Report the list of candidates and the files for direct selection to the schools before June 30 each year.

5. The Admissions Board of the First Army Officer Academy and the Second Army Officer Academy:

a) Organize the review of the application files of candidates for admission;

b) Report the results of the review to the Ministry of National Defense's Military Recruitment Board and the Ministry of National Defense's Training Steering Committee, specifically as follows:

- Undergraduate and college admissions before May 27 each year;

- Direct selection for undergraduate and college admissions before July 15 each year;

c) Announce the results of the review of the application files for undergraduate and college admissions to the Military Regions and the Hanoi Capital Military Command before May 27 each year.

6. Organize preparatory courses for candidates before the exam:

a) The main training institutions are responsible for sending guidance on exam preparation content to candidates for joint training and second-degree diplomas in basic military fields at least two months before the exam;

b) The Military Regions and the Provincial Military Commands are responsible for organizing preparatory courses for candidates for basic military field exams at least one month before the exam using local funds.

Section 4

ORGANIZATION OF THE EXAMINATION

Article 63. Responsibilities of the Ministry of Science and Technology Examination Venue, Subjects, Time, and Exam Questions

1. Examination Venue

a) Regular Undergraduate and College Programs:

- Candidates from areas north of Thua Thien-Hue Province will take the exam at the First Army Officer Academy;

- Candidates from areas south of Da Nang City will take the exam at the Second Army Officer Academy;

b) Joint Training from Vocational Schools to Colleges and from Technical Schools to Vocational Schools while working: Exams will be organized at military schools in the Military Regions, the Hanoi Capital Military Command School, and the Ho Chi Minh City Military School.

2. Subjects:

a) Regular Undergraduate and College Programs: Take the C group (three subjects: Literature, History, Geography);

b) Joint Training from Technical Schools to Vocational Schools in the Work-Study Program: Take three subjects (Literature; Party Work, Political Work, and Local Military Specialty Subject);

c) Joint Training from Vocational Schools to Colleges in the Work-Study Program: Take three subjects (Literature; Party Work, Political Work, and Local Military Specialty Subject).

3. Examination Time:

a) Regular Undergraduate Programs: Examine over two days, during the second round of the national university entrance examination as prescribed by the Ministry of Education and Training;

b) Regular College Programs: Examine over two days, during the third round of the national college entrance examination as prescribed by the Ministry of Education and Training;

c) Joint Training from Technical Schools to Vocational Schools in the Work-Study Program: Examine over two days, during the third round of the national college entrance examination as prescribed by the Ministry of Education and Training;

d) Joint Training from Vocational Schools to Colleges in the Work-Study Program: Examine over two days, during the third round of the national college entrance examination as prescribed by the Ministry of Education and Training.

4. Exam Questions:

a) Regular Undergraduate and College Programs: Use the national university and college entrance examination questions for the C group prepared by the Ministry of Education and Training for all universities and colleges;

b) Joint Training from Technical Schools to Vocational Schools and from Vocational Schools to Colleges in the Work-Study Program: The First Army Officer Academy and the Second Army Officer Academy will prepare their own exam questions.

5. The admission of candidates for joint enrollment in undergraduate and college programs under the part-time study form shall be carried out in accordance with Clause 2, Article 9 of Circular No. 55/2012/TT-BGDĐT dated December 25, 2012, issued by the Minister of Education and Training on joint enrollment training at the undergraduate and college levels.

The time frame for determining the issuance of graduation certificates to candidates applying for joint enrollment in undergraduate and college military foundation programs shall be implemented in accordance with Point 2 of Document No. 3748/BGDĐT-GDĐH dated June 5, 2013, issued by the Ministry of Education and Training regarding the organization of admissions for joint enrollment training at the undergraduate and college levels in military foundation programs under the part-time study form.

6. Admissions for vocational college training in military foundation programs shall be conducted in accordance with Circular No. 117/2009/TT-BQP dated December 30, 2009, issued by the Ministry of National Defense on vocational college training in military foundation programs.

Article 64. Organization of examination supervision and marking

Shall be carried out in accordance with Articles 25, 26, and 27 of this Circular.

Section 5

REVIEWING ADMISSION REQUIREMENTS, CALLING FOR ENROLLMENT, AND POST-ADMISSION VERIFICATION OF RESULTS

AND AFTER THE ADMISSION RESULTS ARE ANNOUNCED

Article 65. Reviewing Admission Requirements and Calling for Enrollment

1. Admission requirements:

a) For regular undergraduate and college training:

- The Military Recruitment Board of the Ministry of National Defense shall determine the admission requirements for undergraduate and college military foundation programs not lower than the minimum threshold set by the Ministry of Education and Training for undergraduate and college training;

- The admission requirements shall be determined based on the highest test scores descending until the allocated quota is filled;

- Candidates who fail to be admitted to their first choice of undergraduate military foundation program but have scores equal to or higher than the college threshold set by the Ministry of Education and Training may be considered for supplementary admission to college military foundation programs if there are remaining quotas according to each military region.

b) For joint enrollment from vocational college to college and from college to undergraduate under the part-time study form: The Military Recruitment Board of the Ministry of National Defense shall determine the admission requirements for these programs.

c) For selected admissions to undergraduate programs:

- Based on the criteria and allocated quotas, the military regions and localities shall direct the centralized selection process prioritizing candidates from particularly difficult communes and villages, remote areas, border regions, and islands in accordance with Clause 2, Article 52 of this Circular, but the proportion of candidates from the Kinh ethnic group shall not exceed 15% of the total allocated quota;

- In cases where the number of candidates applying for selection is less than the allocated quota: Implementation shall be in accordance with Point c, Clause 1, Article 52 of this Circular;

- In cases where the number of candidates applying for selection exceeds the allocated quota, the selection process shall prioritize candidates from ethnic groups that have not been selected or have been selected in very small numbers, and shall be conducted in the order of Region III, II, and I;

Priority shall be given to candidates who are children of martyrs, war invalids, or children of those entitled to benefits equivalent to war invalids;

Priority shall be given to candidates who are core militia cadres and soldiers who have been awarded commendations or higher; core militia soldiers who have completed their militia service obligations.

2. Calling for enrollment:

a) Based on the admission requirements set by the Military Recruitment Board of the Ministry of National Defense, the rectors of the schools shall notify the examination results and the list of successful candidates to the military regions, the Command of the Capital City's Military District, and the Provincial Military Commands;

b) The Provincial Military Command shall report to the Provincial Party Committee and the Provincial People's Council the list of successful candidates and request the Provincial People's Council to issue a decision to send the successful candidates to undergraduate and college military foundation programs;

c) After receiving the decision from the Provincial People's Council to send the successful candidates to undergraduate and college military foundation programs, the Provincial Military Command shall be responsible for coordinating with relevant departments to ensure the local budget allocation for the training mission and to ensure the stipulated policies for students in accordance with the regulations of the Ministry of National Defense;

Organize the briefing on the mission and escort the successful candidates to school for enrollment in accordance with the regulations;

Assist the same-level People's Council in signing contracts to ensure training with the schools;

d) Schools shall complete the call for enrollment of candidates for all types of military foundation programs before September 10 each year; organize health examinations to be completed before September 15 each year;

đ) Post-admission verification and review of the list of enrolled candidates shall be carried out in accordance with Article 33 of this Circular.

Chapter X

PRIORITY POLICIES IN ADMISSIONS

Article 66. Preferential Policy Based on Categories

The categories eligible for preferential policies in admissions shall be implemented according to the regulations of the Ministry of Education and Training; candidates applying to universities, colleges, and vocational schools for military training, the implementation of preferential policies based on categories in admissions shall be additionally specified as follows:

1. Belonging to Priority Group 1 (PG1): Active-duty military personnel selected for study, having achieved at least one year of the title of Outstanding Soldier at the grassroots level.

2. Belonging to Priority Group 2 (PG2): Children of military officers, children of professional soldiers, children of defense civil servants receiving equivalent officer salaries, currently serving or retired and transferred to other sectors.

The Military Admissions Board under the Ministry of National Defense shall specify details in the annual admissions plan.

Article 67. Preferential Policy Based on Regions

The categories eligible for preferential policies in admissions shall be implemented according to the current regulations of the Ministry of Education and Training.

Article 68. Preferential Policy for Admission and Direct Admission

1. The categories eligible for preferential admission and direct admission shall be implemented according to the Admissions Regulations for Regular University, College, and Vocational Schools issued annually by the Ministry of Education and Training;

The quota and method of direct admission to military schools shall be carried out according to the regulations of the Ministry of National Defense.

2. Specifically, candidates with permanent residence registration for three years or more, studying and graduating from high school in poor districts (students studying at boarding schools for ethnic minorities are calculated based on their permanent residence registration), up to the date of submitting the application for admission according to Resolution No. 30a/NQ-CP dated December 27, 2008 of the Government on the Program to Reduce Poverty Quickly and Sustainably in 62 Poor Districts and Decision No. 293/QD-TTg dated February 5, 2013 of the Prime Minister on Targeted Support from the Central Budget for 23 Districts with High Poverty Rates, and candidates belonging to very small ethnic groups according to the Project on Developing Education for Very Small Ethnic Groups during the period 2010-2015 as decided by Decision No. 2123/QD-TTg dated November 22, 2010 of the Prime Minister, and candidates from 20 poor border and island districts in the Southwest Region applying for direct admission to military schools shall be handled as follows:

a) Schools for direct admission

- Academies: Military Engineering, Military Medicine, Military Science, the Engineering Air System at the Air Defense-Air Force Academy, and the Military Pilot Training System at the Air Force Officer School due to the specific characteristics of each school have not yet implemented direct admission for the categories specified in Clause 2 of this Article.

- Other schools, if the enrollment quota exceeds 100, direct admission shall not exceed 3% of the quota; if the enrollment quota is 100 or less, direct admission shall not exceed 5% of the quota.

b) Application materials include:

- The application dossier for the university military entrance examination;

- The direct admission application form;

- A valid copy of the high school transcript for three years;

- Certificate of high school graduation (temporary certificate for candidates who have not yet received the diploma);

- A valid copy of the permanent residence registration;

- Two envelopes with stamps and clear address and phone number of the candidate; two passport-sized photographs (4x6 cm).

c) Admission criteria:

- Regarding academic performance, candidates must meet the following standards:

+ Academic results over three years (grade 10, grade 11, grade 12) must be good or better, with the academic results of the three subjects in grade 12 corresponding to the exam block of the applied school must be good or better;

+ Graduated from high school with a good or better grade;

- Regarding health, political ideology, morality, and age: Candidates must meet the requirements stipulated in Articles 10 and 11 of this Circular.

c) Organization of Admission:

For schools testing Block A, the average total score of three subjects (Mathematics, Physics, Chemistry) over three years (grades 10, 11, 12) will be taken; for schools testing Block C, the average total score of three subjects (Vietnamese, History, Geography) over three years (grades 10, 11, 12) will be taken; combined with the preferential points for admission, using the method of selecting candidates with the highest total scores until the quota is filled.

d) For undergraduate and college programs in basic military fields:

- The quota for direct admission shall not exceed 10% of the total quota for undergraduate and college admissions in basic military fields assigned to each military region;

- Candidates must have graduated from high school;

- Regarding health: Candidates must pass preliminary screening and meet the requirements stipulated in Point b, Clause 1 of this Circular;

- Regarding the admission application dossier: Implemented according to the provisions of Article 61 and Point b, Clause 2 of this Circular;

- Organization of Admission: Implemented according to the provisions of Point c, Clause 2 of this Circular.

Chapter XI

ORGANIZATION OF INSPECTION AND MONITORING OF ADMISSIONS,

RECHECKING AND MONITORING EXAMINATION PAPERS

Article 69. Inspection and Examination of Recruitment Work

1. Based on the annual recruitment plan and schedule, the Ministry of Education and Training, the Ministry of National Defense, and the Military Recruitment Board under the Ministry of National Defense shall organize inspection and examination teams to strengthen the supervision and inspection throughout all stages of military recruitment work.

2. Military schools shall establish and improve their Inspection Boards, inspectors, and activities in accordance with the laws on the organization and operation of educational inspections by the State.

3. The Military Recruitment Boards at all levels and the Recruitment Councils of schools must be available to promptly address complaints or petitions (if any) before, during, and after the military recruitment examination period in accordance with the law on complaints.

Article 70. Responsibility for Organizing Re-examination and Inspection of Examinations

1. The Recruitment Councils of military schools are responsible to the Ministry of National Defense for organizing and the results of re-examination and inspection of examinations into their schools according to the regulations of the Ministry of Education and Training and the provisions of the Ministry of National Defense.

2. The Military Recruitment Board under the Ministry of National Defense shall organize the inspection of examination papers from schools according to the regulations of the Ministry of Education and Training and the provisions of the Ministry of National Defense.

Article 71. Re-examination of Examination Papers

1. In accordance with the recruitment regulations of the Ministry of Education and Training, within fifteen days from the date of announcing the examination scores, candidates have the right to submit a request for re-examination of their examination papers (the application for re-examination must be written by the candidate themselves) and must pay the re-examination fee as stipulated by the school they are applying to, which will organize the re-examination.

2. The Military Recruitment Board under the Ministry of National Defense shall establish a Re-examination Review Board to review and decide on the results of examination papers that have been re-examined by schools and changed from non-admission to admission.

3. The Re-examination Review Board shall report the results of the re-examination review to the Head of the Military Recruitment Board under the Ministry of National Defense for approval and announcement to the schools for implementation.

Article 72. Examination and Inspection of Examination Papers

1. Schools shall establish an Examination and Inspection Board and organize the examination and inspection of recruitment examination papers according to the regulations of the Ministry of Education and Training's recruitment regulations.

2. The Military Recruitment Board under the Ministry of National Defense shall establish an Inspection Examination Board and organize the inspection of examination papers from schools;

Depending on specific requirements, the Standing Office shall specify the number of papers to be inspected from each school;

If necessary, the Military Recruitment Board under the Ministry of National Defense may inspect all examination papers with admission scores from schools.

Chapter XII

REWARD AND VIOLATION HANDLING

Article 73. Awards

Groups and individuals who make significant contributions and actively complete recruitment tasks well, depending on specific achievements, the Heads of Military Recruitment Boards at all levels or the Chairmen of School Recruitment Councils shall consider and decide on awards, or propose to competent authorities to award according to the law on competition and rewards.

Article 74. Handling of Personnel Violating Recruitment Work

Personnel participating in recruitment work who violate regulations and rules (discovered while performing duties or after the recruitment examination), if there is sufficient evidence, shall be handled as follows depending on the nature and severity of the violation:

1. Warning for those who commit minor violations while performing duties but not to the extent of being reprimanded.

2. Reprimand for those who commit any of the following violations:

a) Failing to properly fill out and submit registration forms at the local or unit where the candidate registers to take the exam;

b) Due to lack of responsibility, allowing candidates to manipulate registration forms; using photos of other people instead of the candidate's photo, or the candidate's photo but altered through image processing software, photos showing suspicious discrepancies from the candidate's photo affixed to the registration form;

c) Politically verifying candidates or their relatives incorrectly, allowing them to self-declare or request confirmation from local party committees;

d) Allowing candidates to copy, bring, and use unauthorized materials or devices in the examination room, discovered and documented by examination supervisors or recruitment inspection personnel;

đ) Examination supervisors failing to detect proxy test-takers when someone different from the photo on the photo board enters the examination room due to lack of responsibility;

e) Examination supervisors failing to detect additional candidates taking the exam in the examination room due to lack of responsibility;

g) Marking examination papers or adding points with numerous errors.

3. Depending on the severity of the violation, they may be demoted, dismissed from position, reduced in rank, or transferred to other work, forced to withdraw from studies (if they are students supervising exams) for committing any of the following violations:

a) When discovering discrepancies in registration forms, photos of other people instead of the candidate's photo, or the candidate's photo but altered through image processing software; photos showing suspicious discrepancies from the candidate's photo affixed to the registration form, but not handling it or handling it improperly, allowing candidates to continue violating examination regulations;

b) When discovering proxy test-takers or additional candidates taking the exam in the examination room but not handling it or handling it improperly, allowing candidates to continue violating examination regulations;

c) Directly solving questions and guiding candidates during the exam;

d) Giving completed answers to other candidates;

đ) Cheating when marking examinations, giving points not in accordance with regulations, exceeding the range or lowering the score of candidates.

4. Depending on the severity of the violation, they may be dismissed from employment, demoted in officer rank; in cases of particularly serious violations, they may be stripped of their officer rank, or dealt with according to the law for any of the following misconduct:

a) Organizing manipulation of registration forms directly for candidates to affix photos of others onto the registration forms with the purpose of having someone else take the exam for them;

b) Leaking examination questions outside the examination area or bringing solutions from outside into the examination room during the exam;

c) Revealing examination questions, buying or selling examination questions;

d) Revealing examination paper numbers;

đ) Altering candidates' answers;

e) Tampering with scores on examination papers, on marking sheets, or in grade books;

g) Swapping examination papers, numbers, or scores of candidates.

h) Fraud in the examination admission process and the call-up of successful candidates (including acts of altering school records or high school graduation scores to admit students directly or as successful candidates);

i) Examination officers who lose candidates' answer sheets when collecting, transporting, storing, or grading them, or commit other violations during the examination process shall be disciplined according to one of the disciplinary measures provided for in this Article, depending on the nature and severity of the violation;

5. Examination officers who fail to fulfill their responsibilities and thus do not detect candidates' violations of regulations and rules during the examination process, which are only discovered through post-examination reviews, inspections, or audits, shall be disciplined according to the provisions of this Article for those who made errors at any stage of the examination process;

The authority to enforce disciplinary actions shall be carried out in accordance with the Regulations on Military Unit Management of the Vietnam People's Army and the Examination Rules of the Ministry of Education and Training;

Article 75. Disciplinary Actions Against Candidates Who Violate Regulations

All candidates who violate regulations must have a record established, and disciplinary actions shall be taken based on the severity of the violation, as follows:

1. Reprimand shall be applied to candidates who commit a single offense: looking at another candidate’s paper, exchanging information with another candidate (this form of discipline is decided by the invigilator and recorded in the record). A candidate reprimanded during the examination of a particular subject will have 25% deducted from the score of that subject.

2. Warning shall be given to candidates who commit any of the following offenses:

a) Having been reprimanded once but still continuing to violate the regulations during the examination of that subject;

b) Exchanging answers or scratch paper with another candidate;

c) Copying another person's work. If it is concluded that the papers are identical, they will be treated equally. If the person being disciplined can provide sufficient evidence to prove that they were coerced into copying, the Chairman of the School Admissions Board may consider reducing the disciplinary action from warning to reprimand;

A candidate warned during the examination of a particular subject will have 50% deducted from the score of that subject;

The warning disciplinary action shall be recorded in the record by the invigilator, who will also collect any evidence and clearly state the proposed disciplinary measure in the record;

3. Suspension from the examination for candidates who commit any of the following offenses:

a) Having been warned once but still continuing to violate the regulations during the examination of that subject;

b) Bringing prohibited materials or items that could be used to cheat into the examination room; weapons, explosive substances, flammable materials, or other dangerous items;

c) Taking the examination questions out of the examination area or receiving solutions from outside the examination room;

d) Writing or drawing unrelated content;

đ) Engaging in actions that cause explosions, threatening responsible officials during the examination period, or threatening other candidates;

The suspension from the examination disciplinary action shall be recorded in the record by the invigilator, who will also collect any evidence, and the decision shall be made by the Examination Center Director;

A candidate suspended from the examination during the examination of a particular subject will receive a zero score for that subject; they must leave the examination room immediately upon the Examination Center Director's decision; they must submit their answer sheet and examination questions to the invigilator and may only leave the examination area after two-thirds of the allotted time for that subject has passed; they are not allowed to take subsequent subjects or participate in further examination sessions at other schools in the same year;

4. Disqualification from enrollment in any school in the current year and disqualification from participating in future admissions examinations for two years, or referral to competent authorities for criminal prosecution, for candidates who commit any of the following offenses:

a) Engaging in fraudulent acts to benefit from preferential policies based on region or category in admissions;

b) Using illegal graduation certificates;

c) Asking others to take the exam or complete the exam on their behalf in any form;

d) Engaging in actions to sabotage the examination, assaulting officials or other candidates;

đ) Using illegal certification of examination results;

This disciplinary form shall be decided by the Chairman of the Admissions Council.

e) For other violations, depending on the nature and severity of the violation, the Principal or the Chairman of the School Admissions Board shall impose disciplinary actions according to the measures specified in this Article;

The disciplinary actions against candidates must be announced to the candidates;

In cases where candidates refuse to sign the record, two invigilators shall sign the record;

In cases where there is disagreement between the invigilator and the Examination Center Director regarding the handling method, both parties' opinions shall be recorded in the record for reporting to the Chief Invigilator for a decision;

g) Candidates who violate the examination regulations and are discovered after enrollment must be expelled and returned to their place of origin; if they were not military personnel before enrollment, the time spent studying at the school will not be counted towards their service time and they will not be entitled to benefits for discharged military personnel; the unit will only resolve travel and food expenses for returning to their place of origin.

Article 76. Handling Special Cases Discovered During Examination Grading

The Head of the Examination Committee, the Head of the Examination Supervision Committee shall examine and conclude on cases violating the regulations and implement handling according to the following forms:

1. Deducting points from examination papers:

Examination papers suspected of having marks made illegally will be collectively graded. If there is sufficient credible evidence for the examination graders and the Head of the Examination Grading Department to conclude that it is a deliberate error by the examinee, then 50% of the total score of the paper will be deducted.

2. Assigning Zero Points to Parts of Examination Papers or Entire Papers:

a) Copying from prohibited materials brought into the examination room;

b) Parts of the examination paper written on scratch paper or unauthorized paper;

c) Submitting two papers for one subject or writing the examination paper in different types of characters or ink.

3. Canceling the examination results of all three subjects for examinees:

a) Committing violations as stipulated in Clause 2 of this Article but involving two or more subjects;

b) Writing or drawing unrelated content on the examination paper;

c) Having someone else take the exam on their behalf or doing someone else's exam under any form; modifying, adding or subtracting from the submitted work; using another person's paper to submit.

4. For torn or suspected marked papers (for example: written with two types of ink or with unusual folds), collective grading will be organized. If the Head of the Department and two examination graders conclude that there is negative evidence, points will be deducted according to the regulations;

In cases where the damage is caused by other examinees pulling the paper, based on the examination supervision report, normal grading will proceed and the result will be recognized.

5. For the optional part (if any) in the examination question, the examinee can only complete one of the two optional parts; if completing both optional parts, it will be considered a violation and neither part will be scored.

Chapter XIII

IMPLEMENTING PROVISIONS

Article 77. Implementation Organization

1. Regarding the work of creating and nurturing sources for recruitment:

a) Commanders of subordinate units of the Ministry of National Defense and related functional agencies are responsible before the Central Military Commission and the Ministry of National Defense for the quality of creating and nurturing sources, and the quality of preliminary selection work and preparing registration files for military service recruitment for military personnel and high school students in provinces under military regions and subordinate units;

In cases where units have many military personnel registering for the exam, priority must be given to combat readiness tasks; the Recruitment Board of the unit organizes strict preliminary selection, selects qualified military personnel to establish registration files to participate in the exam, and arranges for military personnel to go to the examination venue as prescribed.

b) Military Regions direct Provincial and District Recruitment Boards to proactively report to local party committees, governments, and related organizations outside the military, jointly directing and coordinating to implement propaganda and education on military career orientation for young people, especially in southern areas, remote and mountainous regions, islands, combining recruitment with recruitment and developing Party members, ensuring that annual military recruitment work achieves good results.

2. Strengthening the implementation of propaganda and vocational guidance in military schools

a) The Propaganda and Education Bureau of the Political General Department is responsible for advising and directing agencies, units, and schools to organize the implementation of propaganda and vocational guidance in military schools; coordinating with the Office of the Military Recruitment Board of the Ministry of National Defense to meet with news agencies, press, and mass media inside and outside the military to publicize about military schools and military recruitment work;

b) The School Administration Bureau - the Office of the Military Recruitment Board of the Ministry of National Defense is responsible for issuing the book "What You Need to Know About Recruitment into University and College Training in the Military"; organizing meetings with news agencies, press, and mass media inside and outside the military, dispatching specialized staff to provide counseling on mass media and vocational guidance recruitment days organized by newspapers and radio stations to publicize military recruitment work at the Ministry of National Defense level;

c) Schools independently organize propaganda about their own school, majors, policies, and benefits provided by the State and the Military in recruitment, training, and employment after graduation, gradually building the brand of military schools; producing video tapes (in documentary form) and propaganda materials sent to Provincial Military Recruitment Boards; actively publicizing on the school's website, the Ministry of Education and Training's website, provincial and municipal education departments' websites, Vietnam National Defense Television Channel, the Ministry of National Defense's electronic portal; particularly attracting excellent and talented candidates to apply for or be directly admitted to military schools.

4. From March 10, 2014, the Ministry of National Defense's Electronic Portal (http://bqp.vn) is the official address of the Military Recruitment Board of the Ministry of National Defense to provide information on military recruitment work and announce the results of university and college military recruitment exams.

5. Reporters from military news agencies and press must present their press cards and obtain the consent of the Chairman of the Recruitment Council or the Head of the Examination Supervision Board at the examination venue; for reporters from non-military news agencies, they must also have an introduction letter or notification of agreement from the Propaganda and Education Bureau of the Political General Department.

6. Units and localities should fully staff Military Recruitment Boards at all levels, and schools should fully staff Military Recruitment Councils and operate according to the functions and responsibilities of each level as prescribed by the Ministry of National Defense.

7. Military Recruitment Boards of the Ministry of National Defense are responsible for providing specific guidance on recruitment plans, deciding to establish Examination Committees for Objective Tests, Examination Supervision Committees, Inspection Teams, and inspecting and supervising recruitment work into military schools.

7. The Military Admissions Board under the Ministry of National Defense shall be responsible for providing specific guidance on the admission plan, deciding to establish examination boards for multiple-choice tests, inspection boards, and inspection teams to oversee the admission process into military schools.

Article 78. Effective Date

This Circular takes effect from March 5, 2014, and replaces Circular No. 08/2013/TT-BQP dated January 15, 2013, issued by the Minister of National Defense detailing and guiding the implementation of military recruitment work for 2013.

Article 79. Responsibility for Implementation

The Chief of General Staff, heads of agencies and units, principals of schools within the Military, and related organizations and individuals are responsible for implementing this Circular./.
