JOINT CIRCULAR
Amending and supplementing certain Articles of Joint Circular No. 02/2012/TTLT-UBDT-BTTTT-BVHTTDL dated December 13, 2012 issued by the Minister, Head of the Committee for Ethnic Minority Affairs, the Minister of Information and Communications, and the Minister of Culture, Sports and Tourism guiding the implementation of Decision No. 2472/QĐ-TTg
and Decision No. 1977/QĐ-TTg of the Prime Minister
The Minister, Head of the Committee for Ethnic Minority Affairs, the Minister of Information and Communications, and the Minister of Culture, Sports and Tourism issue this Joint Circular amending and supplementing certain Articles of Joint Circular No. 02/2012/TTLT-UBDT-BTTTT-BVHTTDL dated December 13, 2012 of the Minister, Head of the Committee for Ethnic Minority Affairs, the Minister of Information and Communications, and the Minister of Culture, Sports and Tourism guiding the implementation of Decision No. 2472/QĐ-TTg and Decision No. 1977/QĐ-TTg of the Prime Minister on the provision of certain publications to ethnic minority areas and mountainous regions, particularly difficult areas from 2012 to 2015.
Amending and supplementing certain Articles of Joint Circular No. 02/2012/TTLT-UBDT-BTTTT-BVHTTDL dated December 13, 2012 of the Minister, Head of the Committee for Ethnic Minority Affairs, the Minister of Information and Communications, and the Minister of Culture, Sports and Tourism, as follows:
1. Point b Clause 3 Article 3 is amended and supplemented as follows:

Pursuant to Decree No. 84/2012/NĐ-CP dated October 12, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the National Ethnic Minorities Committee;
Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
"The People's Committee of communes in 69 poor districts; the People's Committee of particularly difficult communes, the People's Committee of border communes outside the 69 poor districts, each unit shall be provided with 10 publications, including: 01 copy of the newspaper Dân tộc và Phát triển; 01 copy of the newspaper Văn hóa; 01 copy of the newspaper Tin tức; 01 copy of the special edition Dân tộc thiểu số và Miền núi (Sức khỏe và Đời sống newspaper); 01 copy of the special edition Dân tộc thiểu số và Miền núi (Khoa học và Đời sống newspaper); 01 copy of the special edition Dân tộc và Miền núi (Công Thương newspaper); 01 copy of the special edition Dân tộc và Miền núi (Lao động và Xã hội newspaper); 01 copy of the special edition Dân tộc thiểu số và Miền núi (Tài nguyên và Môi trường newspaper); 01 copy of the special edition Dân tộc, Miền núi (Pháp luật Việt Nam newspaper); 01 copy of the special edition Dân tộc thiểu số và Miền núi (Thuế Nhà nước magazine)/issue."
2. Point a Clause 4 Article 3 is amended and supplemented as follows:
"The village of 69 poor districts, each unit shall be provided with 05 publications, including: 01 copy of the newspaper Dân tộc và Phát triển; 01 copy of the newspaper Văn hóa; 01 copy of the newspaper Tin tức; 01 copy of the special edition Dân tộc thiểu số và Miền núi (Sức khỏe và Đời sống newspaper); 01 copy of the special edition Dân tộc thiểu số và Miền núi (Khoa học và Đời sống newspaper)/issue."
Article 1. 3. Clause 5 Article 3 is amended and supplemented as follows:
"Each border guard post, station, team, each unit shall be provided with 04 publications, including: 01 copy of the newspaper Dân tộc và Phát triển; 01 copy of the supplement An ninh biên giới; 01 copy of the special edition Dân tộc thiểu số và Miền núi (Thuế Nhà nước magazine); 01 copy of the Cultural Magazine of Ethnic Groups (except border guard stations and teams)/issue."
4. Adding Point e and Point g Clause 7 Article 3:
"e) Veterans' Association of particularly difficult communes, Branches of Veterans' Association of villages in particularly difficult communes, Branches of Veterans' Association of particularly difficult villages in Commune Zone II, Veterans' Association of border communes, Veterans' Association of 69 poor districts, each unit shall be provided with 01 issue of the Bulletin Thông tin Cựu chiến binh/issue;
g) County Youth Union, Village Youth Union, Secondary Schools in 69 poor districts; Boarding Secondary Schools for Ethnic Minorities; Village Youth Unions of particularly difficult communes, Village Youth Unions of border communes, islands not in 69 poor districts, each unit shall be provided with 01 copy of the newspaper Tiền phong/issue."
5. Clause 9 Article 3 is amended and supplemented as follows:
"Persons of influence in ethnic minority areas according to Decision No. 18/2011/QĐ-TTg dated March 18, 2011 and Decision No. 56/2013/QĐ-TTg dated October 7, 2013 of the Prime Minister on policies for persons of influence among ethnic minorities, each person shall be provided with 02 publications, including: 01 copy of the special edition Dân tộc miền núi of the newspaper Nhân Dân; 01 copy of the special edition Đoàn kết và Phát triển of the Communist Review/k-issue."
6. Adding the phrase "and Article 1 of Decision No. 1977/QĐ-TTg" after the phrase "Article 2 of Decision No. 2472/QĐ-TTg" in Article 3, adding the phrase "and Decision No. 1977/QĐ-TTg" after the phrase "Decision No. 2472/QĐ-TTg" in Article 1; Clause 3 of Article 4; Point a Clause 1 of Article 5; Point c Clause 1 of Article 6; Point a Clause 2 of Article 7; Point a Clause 2, Points a and b Clause 5, Points a and c Clause 6 of Article 8.
7. The phrase "Central Press Distribution Company" at Point b Clause 2 Article 4 is amended and replaced with the phrase "distribution unit".
8. Clause 1 Article 7 is amended and supplemented as follows:
"The distribution unit must ensure:
a) Having the capacity and experience in the field of press distribution nationwide; b) Being responsible for promptly delivering the publications in sufficient quantity, correct type of publication, timely, and to the correct address of the list of beneficiaries;
c) Maintaining records of the time of delivery and receipt, signed by the recipients of the publications;
d) Receiving full feedback from the beneficiaries and promptly reporting it to the management authority."
This Joint Circular takes effect from December 1, 2014.
The policy of providing certain publications to ethnic minority areas and mountainous regions, particularly difficult areas stipulated in this Joint Circular shall be considered effective from January 1, 2014 and integrated without overlap with other policies having the same content and purpose currently being implemented in the area.
In the course of implementation, if there are any difficulties, please report in writing to the Committee for Ethnic Minority Affairs, the Ministry of Information and Communications, and the Ministry of Culture, Sports and Tourism for consideration and resolution./.

c) Maintain ledgers to record the time of delivery, receipt, and signature of the recipients of newspapers and magazines issued;
d) Receive full feedback information from beneficiaries and promptly report it to the management authority."
Article 2. This Circular takes effect from December 1, 2014.
The policy of providing certain newspapers and magazines to ethnic minority areas and mountainous regions, and particularly difficult areas, as stipulated in this Joint Circular shall be considered effective from January 1, 2014, and shall be integrated without overlapping with other policies having the same content and purpose currently being implemented in the area.
In the course of implementation, if there are any difficulties, units are requested to submit written reports to the National Committee for Ethnic Minorities, the Ministry of Information and Communications, and the Ministry of Culture, Sports and Tourism for consideration and resolution./.
