CIRCULAR Issuing Program for National Defense and Security Education
in secondary teacher training colleges, college-level teacher training institutions and higher education establishments
Pursuant to the Law on National Defense and Security Education dated June 19, 2013;
Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education;
In accordance with the Minutes of the Review Board Program for national defense and security education in secondary teacher training colleges, college-level teacher training institutions and higher education establishments dated December 14, 2016;
At the proposal of the Director of the Department of National Defense Education;
The Minister of Education and Training issues this Circular Issuing Program for national defense and security education in secondary teacher training colleges, college-level teacher training institutions and higher education establishments.
Article 1. This Circular hereby promulgates the Program for National Defense and Security Education in secondary teacher training colleges, college-level teacher training institutions and higher education establishments.
Article 2. This Circular takes effect from March 1, 2017 and replaces Decision No. 80/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training on promulgating the Program for National Defense - Security Education at secondary professional level and Circular No. 31/2012/TT-BGDĐT dated September 12, 2012 of the Minister of Education and Training on promulgating the Program for National Defense - Security Education.
Article 3. The Director of the Office, Directors of the Department of National Defense Education, the Department of Higher Education, heads of relevant units under the Ministry of Education and Training, principals, directors of secondary teacher training colleges, college-level teacher training institutions and higher education establishments are responsible for implementing this Circular.
