Issuing the Statistical Indicators System for the Civil Service Sector
Pursuant to the Law on Statistics dated November 23, 2015;
Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

The Minister of Home Affairs issues this Circular on the issuance of the Statistical Indicators System for the Civil Service Sector;
Article 1. The Statistical Indicators System for the Civil Service Sector
1. The Statistical Indicators System for the Civil Service Sector is a collection of statistical indicators used to gather statistical information to serve management work of state agencies in assessing, forecasting situations, formulating strategies, policies, and developing plans for the Civil Service Sector at different periods; meeting the demand for statistical information about the Civil Service Sector from organizations and individuals requiring such information; serving as a basis for establishing the reporting system for statistical data of the Civil Service Sector.
2. The Statistical Indicators System for the Civil Service Sector includes statistical indicators reflecting the situation regarding administrative organization, public service organizations; local administration; civil servants, public officials, and employees; training and capacity building for civil servants, public officials, and employees; non-governmental organizations; commendation and reward; religion and state archives.
3. The Statistical Indicators System for the Civil Service Sector comprises the List of Statistical Indicators and the Content of Statistical Indicators.
Article 2. Effective Date
This Circular takes effect from July 3, 2017.
Article 3. Responsibility for Implementation
1. The Department of Planning and Finance, Ministry of Home Affairs shall take the lead and coordinate with relevant units based on the Statistical Indicators System for the Civil Service Sector to establish the reporting system for statistical data of the Civil Service Sector, statistical survey programs, and compile statistical data within the Statistical Indicators System for the Civil Service Sector to submit to the Minister of Home Affairs for issuance.
2. Heads of Ministries, ministerial-level agencies, government agencies, Chairpersons of People's Committees of provinces and centrally-administered cities, Heads of units under and directly under the Ministry of Home Affairs, and related organizations and individuals are responsible for implementing this Circular.
