Decree No. 03/2018/ND-CP stipulates the functions, tasks, powers, and organizational structure of the Voice of Vietnam (VNV). This document defines the legal position, scope of operation, and affiliated units of VNV.

DECREE
Regulations on functions, tasks, powers
and organizational structure of the Voice of Vietnam
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to Decree No. 10/2016/NĐ-CP dated February 1, 2016 of the Government on agencies under the Government;
At the proposal of the Minister of Information and Communications;
The Government promulgates the Decree stipulating the functions, tasks, powers, and organizational structure of the Voice of Vietnam.
Article 1. Position and Functions
1. The Voice of Vietnam is an agency under the Government, a national radio station performing the function of providing information and propaganda on the Party's guidelines and the State's policies and laws; contributing to education, raising public awareness, and serving the spiritual life of the people through radio programs and other multimedia journalism forms.
2. The Voice of Vietnam has the abbreviated name in Vietnamese as TNVN; the international trading name in English is Voice of Vietnam, abbreviated as VOV.
3. The Voice of Vietnam is subject to state management by the Ministry of Information and Communications regarding press, radio, and television.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. To develop, submit to the Government and the Prime Minister strategic plans, planning, long-term, medium-term, annual programs and plans, and important projects of the Voice of Vietnam and organize their implementation after approval.
Clause 2. To study and propose the construction and submission to the competent authority for the promulgation of national standards; issue basic standards in accordance with the provisions of the law.
3. To decide and be responsible for the content, program, airtime daily on the channels of the Voice of Vietnam, coverage range, scope of domestic and foreign information impact according to the provisions of the law.
4. To participate in developing strategic plans, planning, programs, and plans for the development of the radio and television system in Vietnam.
5. To organize production, transmission, broadcasting, distribution, and storage of radio and television programs, online newspapers, print newspapers according to the provisions of the law.
6. To manage and decide on investment and construction projects within its authority according to the provisions of the law, participate in appraising important projects within its professional expertise at the request of the Government and the Prime Minister.
7. To directly manage the technical systems of the Voice of Vietnam for program production, signal transmission, and broadcasting of programs and channels domestically and abroad according to the provisions of the law.
8. To organize and direct the research and application of scientific and technological progress in the field of radio and other communications.
Clause 9. To implement international cooperation in fields within the functions, tasks, and powers of the Voice of Vietnam Radio in accordance with the law.
10. To coordinate with relevant agencies to build a special financial mechanism for the Voice of Vietnam to submit to the Government for approval.
11. To perform the function of representing the State's ownership in enterprises established by the Voice of Vietnam and in the capital contribution in enterprises according to the provisions of the law.
12. To decide and direct the implementation of the administrative reform program of the Voice of Vietnam according to the goals and content of the State administrative reform program approved by the Government and the Prime Minister.
13. To train and enhance professional skills in the field of radio according to the provisions of the law.
14. To manage organizational structure, staffing, number of employees; to decide on appointment, reappointment, transfer, rotation, resignation, dismissal, training, enhancement, reward, and punishment; to implement salary systems and other policies for civil servants, officials, and workers under its management according to the provisions of the law.
15. To manage and use the state budget and assets both domestically and abroad; to coordinate financial resources among subordinate units of the Voice of Vietnam according to the State Budget Law and related regulations.
Clause 16. To organize service provision activities in accordance with the law.
17. To implement reporting requirements to the Government, the Prime Minister, the Ministry of Information and Communications, and competent authorities according to the provisions of the law.
18. To perform other tasks and powers assigned by the Government and the Prime Minister according to the provisions of the law.

17. Northeast Region Resident Office.
18. Northwest Region Resident Office.
19. Central Region Resident Office.
20. Central Highlands Region Resident Office.
21. Ho Chi Minh City Resident Office.
22. Mekong Delta Region Resident Office.
23. Overseas Resident Offices established according to the provisions of the law.
24. Radio-Television Technical Center.
25. Program Production and Storage Center.
26. Advertising and Communication Services Center.
27. Research and Application Center for Telecommunication Technology (R&D).
Units specified from Clause 1 to Clause 6 of this Article are assisting organizations for the General Director; units specified from Clause 7 to Clause 23 of this Article are program production organizations; units specified from Clause 24 to Clause 27 of this Article are technical, business, and service units.
The Editorial Board has 05 rooms, the Personnel Management Board has 04 rooms, the Planning-Finance Board has 03 rooms, the International Cooperation Board has 03 rooms, the Inspection Board has 01 room, and the Office has 07 rooms.
Article 4. Leadership
1. Vietnam Radio has a General Director and no more than 04 Deputy General Directors.
2. The General Director and Deputy General Directors are appointed and relieved of duty by the Prime Minister according to the provisions of the law.
3. The General Director is responsible before the Government, the Prime Minister, and the law for all activities of the Voice of Vietnam; Deputy General Directors assist the General Director, are responsible before the General Director and the law for the areas they are assigned.
4. The General Director appoints and relieves of duty heads and deputies of heads, and stipulates the functions, tasks, powers, organizational structure, and working relationships of subordinate units.
Article 5. Effective Date
This Decree takes effect from the date of issuance and replaces Decree No. 55/2014/NĐ-CP dated May 30, 2014 of the Government stipulating the functions, tasks, powers, and organizational structure of the Voice of Vietnam.
Article 6. Responsibility for Implementation
The General Director of the Voice of Vietnam, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of provincial and centrally-run city People's Committees are responsible for implementing this Decree./.
