Circular No. 03/2020/TT-BNG abolishes certain regulatory legal documents issued by the Minister of Foreign Affairs, jointly issued.

CIRCULAR

ABOLISHING CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF FOREIGN AFFAIRS

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 26/2017/NĐ-CP dated March 14, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF LEGAL AFFAIRS AND INTERNATIONAL TREATIES;

After reaching consensus with the Minister of Interior, the Minister of Finance, the Minister of Industry and Trade, the Minister of Labor, Invalids and Social Affairs, and the Minister of Foreign Affairs, the Minister of Foreign Affairs issues this Circular to revoke certain regulatory legal documents issued by the Minister of Foreign Affairs and jointly issued documents.

This Circular takes effect from January 25, 2026.

Abolish entirely the following legal documents issued by the Minister of Foreign Affairs, jointly promulgated:

1. Joint Circular No. 02/1999/TTLT/BNG-BTM dated November 17, 1999, issued by the Minister of Foreign Affairs and the Minister of Trade guiding the implementation of certain provisions under Decree No. 183/CP dated November 18, 1994 of the Government detailing the implementation of the Ordinance on Vietnamese representative agencies abroad.

2. Joint Circular No. 29/2006/TTLT-BNG-BNV-BTC-BLDTBXH dated November 8, 2006, issued by the Minister of Foreign Affairs, the Minister of Interior, the Minister of Finance, and the Minister of Labor, Invalids and Social Affairs guiding the implementation of Decree No. 157/2005/NĐ-CP dated December 23, 2005 of the Government stipulating certain benefits for officials and civil servants serving terms at Vietnamese agencies abroad.

3. Joint Circular No. 01/2010/TTLT-BNG-BNV-BTC-BLDTBXH dated April 27, 2010, issued by the Minister of Foreign Affairs, the Minister of Interior, the Minister of Finance, and the Minister of Labor, Invalids and Social Affairs amending and supplementing Joint Circular No. 29/2006/TTLT-BNG-BNV-BTC-BLDTBXH dated November 8, 2006, issued by the Minister of Foreign Affairs, the Minister of Interior, the Minister of Finance, and the Minister of Labor, Invalids and Social Affairs guiding the implementation of Decree No. 157/2005/NĐ-CP dated December 23, 2005 of the Government stipulating certain benefits for officials and civil servants serving terms at Vietnamese agencies abroad.

4. Decision No. 2535/2004/QD-BNG dated December 1, 2004, issued by the Minister of Foreign Affairs promulgating the Regulation on the organization and operation of Vietnamese consular agencies abroad.

5. Decision No. 3095/2008/QD-BNG dated November 26, 2008, issued by the Minister of Foreign Affairs stipulating the functions, tasks, authorities, and organizational structure of the Fund for Supporting and Mobilizing the Overseas Vietnamese Community under the State Committee for Vietnamese Expatriates.

6. Circular No. 01/2008/TT-BNG dated February 4, 2008, issued by the Minister of Foreign Affairs guiding the procedures for signing and implementing international treaties on official development assistance.

7. Circular No. 2433/2010/TT-BNG dated June 30, 2010, issued by the Minister of Foreign Affairs guiding certain provisions regarding the professional standards of inspectors, inspector identification cards, and inspector uniforms.

Article 2. Effective Date

This Circular takes effect from July 15, 2020.

Article 3. Responsibility for Implementation

Director of the Department of Legal Affairs and International Treaties, Heads of Departments and Units under the Ministry of Foreign Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
