Amending and supplementing Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development on issuing the List of Plant Protection Chemicals Permitted for Use in Vietnam and the List of Plant Protection Chemicals Prohibited from Use in Vietnam
Pursuant to the Law on Plant Protection and Quarantine of Plants dated November 25, 2013;
The Minister of Agriculture and Environment issues this Circular amending and supplementing Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development on issuing the List of Plant Protection Chemicals Permitted for Use in Vietnam and the List of Plant Protection Chemicals Prohibited from Use in Vietnam.
Amending and supplementing certain contents of Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development on issuing the List of Plant Protection Chemicals Permitted for Use in Vietnam and the List of Plant Protection Chemicals Prohibited from Use in Vietnam, including:

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

1. List of products changing information related to trade name and information related to organizations and individuals registering, Appendix I issued together with this Circular:

a) List of products changing information related to organizations and individuals registering: 39 active ingredients, 44 trade names;

Article 1. b) List of products changing information related to trade name: 01 active ingredient, 01 trade name.

2. List of plant protection chemicals registered for addition to the List of Plant Protection Chemicals Permitted for Use in Vietnam, Appendix II issued together with this Circular, including:

a) Insecticides: 132 active ingredients, 189 trade names;

b) Fungicides: 112 active ingredients, 136 trade names;

c) Herbicides: 32 active ingredients, 60 trade names;

d) Growth Regulators: 05 active ingredients, 07 trade names;

đ) Rodenticides: 05 active ingredients, 07 trade names;

e) Snailcides: 01 active ingredient, 02 trade names;

g) Termicides: 03 active ingredients, 03 trade names;

h) Warehouse Sanitizers: 01 active ingredient, 01 trade name;

i) Crop Storage Preservatives: 01 active ingredient, 01 trade name.

3. The Harmonized System (HS) code table for plant protection chemicals specified in Clause 1 and Clause 2 of this Article shall be implemented according to Section 23 and Section 24 of Appendix I issued with Circular No. 01/2024/TT-BNNPTNT dated February 2, 2024 of the Minister of Agriculture and Rural Development on issuing the HS code table for goods under the management authority of the Ministry of Agriculture and Rural Development and the list of goods subject to specialized inspection in the field of agriculture and rural development.

This Circular takes effect from February 2025.

1. The Director of the Crop Production and Plant Protection Department, Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Environment, and relevant organizations and individuals are responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Agriculture and Environment (through the Crop Production and Plant Protection Department) for consideration and timely resolution.
