CIRCULAR
Guidance on Certain Provisions of Decree No. 171/2025/NĐ-CP dated June 30, 2025OF THE GOVERNMENT ON TRAINING AND CAPACITY BUILDING FOR PUBLIC SERVANTS BASED ON THE LAW ON CIVIL servants and public servants enacted on June 24, 2025;

THE MINISTER OF HOME AFFAIRS ISSUES THIS CIRCULAR TO PROVIDE GUIDANCE ON CERTAIN PROVISIONS OF DECREE NO. 171/2025/NĐ-CP DATED JUNE 30, 2025 OF THE GOVERNMENT ON TRAINING AND CAPACITY BUILDING FOR PUBLIC SERVANTS.
CHAPTER I
GENERAL PROVISIONS
Article 1. Scope of Application
1. This Circular provides guidance on the management, use, and format of training certificates; issuance of numbered certificates; organization of overseas training for public servants using state budget resources; professional ethics standards, occupational standards, duties, remuneration, and policies for instructors at training institutions for civil servants, functional staff, and cadres in ministries, agencies equivalent to ministries, organs of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Vietnamese Fatherland Front, and central political-social organizations; evaluation of the quality of public servant training.
2. The content of guidance on management, use, and format of training certificates, issuance of numbered certificates, and evaluation of the quality of public servant training as provided in this Circular applies to training courses (including direct classroom teaching, online teaching, blended learning) for:
a) Training programs on state management knowledge and skills for leading cadres, including:
Program on leadership and management at the department level in commune; program on leadership and management at the department level in provincial departments and equivalent positions;
Program on leadership and management at the department level in provincial departments and equivalent positions under the bureau and equivalent levels;
Program on leadership and management at the provincial department and equivalent levels;
Program for deputy ministers and equivalent positions.
b) Training programs according to job-specific professional and technical requirements.
Article 2. Applicability
1. The following agencies and organizations:
a) Agencies and units managing and utilizing civil servants.
b) Ho Chi Minh National Political Academy.
c) Training institutions for civil servants, functional staff, and cadres in ministries, agencies equivalent to ministries, organs of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Vietnamese Fatherland Front, central political-social organizations; provincial political academies (hereinafter collectively referred to as training institutions).
2. Civil servants in Party committees, State organs, Vietnamese Fatherland Front, and central and provincial political-social organizations.
3. Functional staff at training institutions.
3. Civil servants in training and enhancement institutions.
Article 3. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. Certificate of training program for civil servants (including paper and digital certificates) is an official document in either paper or digital form issued by the Ho Chi Minh National Political Institute, the training institution, to confirm the results after completion of a training course.
2. Paper certificate is a certificate of training program for civil servants issued in paper form.
3. Digital certificate is a certificate of training program for civil servants issued in digital form with an electronic signature as prescribed by the law on electronic transactions.
4. Fraud in recruitment and training for individuals who have been granted certificates or certificates of completion are acts that violate regulations, intentionally distort, or fail to be truthful during the registration, participation in training, examination, evaluation, or receipt of a certificate. Such actions aim to obtain a certificate without adhering to the prescribed procedures or conditions.
5. Standard time is the unit for converting working hours of teachers and lecturers used to calculate workload, work hour quotas, or determine salary and allowances.
6. Quality of training is the satisfaction of relevant parties and the fulfillment of civil servant training objectives.
7. Criteria are a component of evaluation content, specifically defining the evaluation content.
8. Indicator is quantitative data used to measure criteria.
9. Alumnus is a trainee who has completed a training course and returned to work at an agency or unit.
10. Independent Evaluation Agency is an educational quality assessment organization, a vocational education quality assessment organization licensed to operate in accordance with the law.
Chapter II
CERTIFICATE OF TRAINING PROGRAM FOR CIVIL SERVANTS
Article 4. Model, printing, issuance, and reissuance of certificates
1. Attached hereto:
a) The model for the paper certificate at Appendix I;
b) The model for the digital certificate at Appendix II.
2. The Ho Chi Minh National Political Institute, training institution, and training organization decide on printing, issuing paper certificates and digital certificates for civil servant training programs delegated by competent authorities to implement. Paper certificates and digital certificates have equal legal validity.
3. Signing, issuance, use of digital certificates, as well as updating, management, and exploitation of digital certificates are carried out according to the digital transformation roadmap prescribed by the Ministry of Interior. Information extracted from the training and civil servant education management information system regarding digital certificates has the same legal validity as information in the original certificate book and can be used for certificate verification.
4. A certificate is issued once to a trainee upon completion of a training course after the end of the course.
5. Reissuance of a certificate for cases where there are errors in the paper or digital certificates already issued due to the Ho Chi Minh National Political Institute, training institution, and training organization's fault.
6. In case a paper certificate is lost or damaged, the individual who received the certificate may request reissuance from the Ho Chi Minh National Political Institute, training institution, and training organization, which will issue a certificate of completion of the course. The model for the certificate of completion of the course shall be in accordance with the provisions set forth in Appendix III attached to this Circular.
Article 5. Time for Reissuance of Certificates and Certifications
Within a maximum period of five working days from the date of receipt of the learner's application (accompanied by the certificate or certification of completion of the training program that was incorrectly issued or damaged), the Ho Chi Minh National Political Academy, the training institution, shall be responsible for reviewing and deciding to reissue the certificate or certification of completion of the training program for the learner.
Article 6. Management of Certificate Issuance
1. The Ministry of Interior manages uniformly the model of certificates; delegates authority and assigns autonomy in printing, issuing, and reissuing certificates for training programs within its jurisdiction to the Ho Chi Minh National Political Academy, training institutions, and organizations.
2. The Ho Chi Minh National Political Academy, training institution, and organization shall maintain a register of certificate issuance in accordance with legal provisions ensuring transparency, openness, security, and confidentiality.
Article 7. Conditions for Certificate Issuance
Certificates for civil servant training programs as specified at points (a) and (b) of clause 2 of this Circular are issued to learners who meet the following conditions:
1. Compliance with all legal provisions on civil servant training; training institution's regulations, study rules.
2. Full participation in the training program according to its stipulations.
3. For programs requiring tests, reflective writings, or essays, such assessments must achieve at least 50% of the total score as per the grading system of the program.
Article 8. Language on Certificates
The language used on certificates is Vietnamese. For certificates that include foreign languages, these should be accurately and appropriately translated to match the content in Vietnamese; the size of foreign text characters must not exceed the size of Vietnamese text characters.
Article 9. Revocation and Cancellation of Certificates
1. The certificate for civil servant training programs may be revoked or canceled under the following circumstances:
a) Engaging in fraudulent activities during recruitment, study, or application process to obtain the certificate.
b) Issued to someone who does not meet the criteria.
c) Issued without proper authority.
d) The certificate has been altered or tampered with.
e) Given to another person for use.
f) Due to errors by the Ho Chi Minh National Political Academy, training institution, and organization.
g) The certificate number is not signed by an authorized individual.
2. The Ho Chi Minh National Political Academy, training institution, and organization have the authority to revoke or cancel certificates issued by their own unit. In cases where a training institution has been reorganized, the new training institution shall have the authority to revoke or cancel certificates. If a training institution has been dissolved, the directly supervising superior administrative body of these units may revoke or cancel certificates.
3. The Director of the Ho Chi Minh National Political Academy and the head of the training institution issue decisions to revoke or cancel certificates. The content of the decision specifies the reasons for revocation or cancellation. Such decisions are published on the official website of the authority responsible for revoking or canceling certificates; they are sent to the person whose certificate was revoked, the inspection agency that discovered the violation (if applicable), the organization where the person is currently employed (if applicable), and other relevant agencies.
4. The Ho Chi Minh National Political Academy, training institution, and organization must update their records in the Civil Servant Training Management Information System within three working days from the date of issuance, reissuance, revocation, or cancellation of certificates. They are responsible for ensuring the completeness and accuracy of the data. Key information fields to be updated shall comply with the provisions set forth in Appendix IV attached to this Circular.
Article 10. Handling of Violations in the Printing, Issuance, Management, and Use of Certificates and Completion Certificates for Training Courses
1. Civil servants or staff members who violate regulations concerning the printing, issuance, management, and use of certificates and completion certificates for training courses shall be subject to one of the disciplinary measures prescribed by laws on civil servants and laws on public sector employees depending on the nature and extent of the violation.
2. If any violations in the printing, issuance, management, and use of certificates and completion certificates for training courses committed by civil servants or staff members indicate criminal conduct, they shall be held criminally liable according to relevant laws.
Chapter III
ORGANIZATION OF TRAINING ABROAD USING STATE BUDGET FUND
Article 11. Responsibilities of Ministries, Sectoral Equivalent Agencies, National Assembly Organs, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnam Fatherland Front, Central Political-Social Organizations, Provincial and Municipality People's Committees in Organizing Training for Civil Servants Abroad
1. Develop and approve the training plan for civil servants abroad.
2. Develop detailed content and program after the plan has been approved.
3. Enter into a contract with foreign organizations possessing the functions and capabilities of training and education. The contract must specify the commitments of both parties regarding the form, duration, content, program, funding, living conditions, study arrangements, and other relevant matters.
4. Issue a decision establishing the delegation for overseas training, appointing one member as the head of the delegation and another as the secretary. The authority to dispatch civil servants for overseas training shall be in accordance with regulations on出境入境管理of Vietnamese citizens.
5. Distribute information to each member of the delegation before departure for training.
a) Regulations concerning the management of delegations and civil servants attending training abroad; an overview of local laws, culture, and religion.
Article 12. Responsibilities and Tasks of the Head of Delegation and Civil Servants Sent for Training Abroad

a) Shall be responsible for all activities of the group during their study abroad.
b) Shall act on behalf of the group to conduct transactions with foreign training and enhancement institutions, diplomatic missions of Vietnam abroad (if necessary).
c) Shall monitor and ensure that the training program, content, and schedule of the group are carried out in accordance with the contract signed.
d) Shall manage the members of the group undergoing training.

3. The report of the delegation shall be publicly posted on the official website of the decision-making body that established the delegation and the management authority, as well as the user entity (excluding information classified as state secrets under regulations).
4. Responsibilities and tasks of civil servants sent for training abroad
4. Responsibilities and duties of civil servants sent for training abroad
a) Shall comply fully and strictly with regulations on managing groups and civil servants sent for training abroad; shall be subject to the management and guidance of the group leader.
b) Shall abide by laws, respect customs, traditions, and cultural practices of the country or region being trained in, as well as the rules and regulations of the training institution and accommodation.
c) Shall study diligently and effectively, achieving the objectives of the training course.
d) Shall submit a report on their individual training results to the agency that established the training group and the civil servant management agency no later than 10 days after returning home.
Article 13. Content of Training Report
1. The report on the training results of a delegation shall include the following main contents:
a) Composition of the delegation.
b) Overview of the country or region to be trained, including its general situation.
c) Content, duration, and program of the training course.
d) Organizational work for the training course, compliance with regulations by the delegation and each trainee.
d) Results achieved and comments and evaluation on the content, program, methods, and duration of the training course.
e) Contents learned and experiences drawn from the training course.
g) Proposals and recommendations for measures to improve the quality of overseas training courses.
2. The report on the training results of each trainee shall include the following main contents:
a) Full name, year of birth.
b) Position, rank, agency or unit of work, contact phone number; email address.
c) Results achieved and comments and evaluation on the content, program, methods, duration, and organizational work for the training course.
d) Knowledge gained from the training course in theory, skills, and experience, and proposals for applying these to professional work and management of the current agency or unit.
d) Comments and suggestions regarding overseas civil servant training; if applicable, recommendations to competent authorities.
Chapter IV
PROFESSIONAL ETHICS, DUTIES, WORKING SYSTEMS, AND POLICIES FOR TEACHERS AT TRAINING AND DEVELOPMENT INSTITUTES BELONGING TO MINISTRIES, ORGANIZATIONS OF THE NATIONAL ASSEMBLY, SUPREME PEOPLE'S COURT, SUPREME PEOPLE'S PROSECUTORATE, NATIONAL FRONT FOR DEFENSE OF THE SOCIALIST REPUBLIC OF VIETNAM, AND CENTRAL POLITICAL-SOCIAL ORGANIZATIONSArticle 14. Professional Ethics Standards for Teachers1. Maintain the qualities, reputation, and honor of a teacher; exhibit a spirit of unity, respect, and cooperation with colleagues; show kindness, treating students fairly, protecting their lawful and legitimate rights and interests, those of colleagues, and the community; practice thriftiness, combat corruption and waste.2. Be passionate about teaching, dedicated to work; be fair in teaching and evaluation, avoiding performance-based achievements.3. Adhere strictly to the regulations and other professional ethics standards as prescribed by law at the Institute of National Political Studies Ho Chi Minh, training institutions, and other relevant laws.
Article 15. Professional Standards for Teachers
1. Hold a master's degree or higher that is relevant to the required position, profession, and teaching subject.
2. Possess in-depth knowledge of the subjects assigned for teaching, keeping abreast of practical requirements related to these subjects.
3. Have the prescribed political theory level as determined by competent authorities.
4. Hold a certificate of professional training for university teachers.
5. Possess research capabilities.
6. Be capable of applying information technology, digital transformation, and foreign languages according to job requirements.
7. Have the subject matter expertise required for teaching specialized subjects.
Article 16. Working Hours, Standard Teaching Hours, and Quota of Standard Teaching Hours
1. The time spent on teaching in training programs is measured in standard teaching hours, where one class period (45 minutes) of lecture or direct classroom discussion (or online teaching, blended online and offline teaching) counts as one standard teaching hour, as specified in Article 21 of this Circular.
2. Standard teaching hours are the unit of time converted from the necessary labor hours to complete a specific workload related to the teacher's teaching duties equivalent to one theoretical or practical class period (or online or blended online and offline teaching), including pre-class, during-class, and post-class work hours.
3. Teachers' working hours are based on a 40-hour standard per week.
4. The total working hours of teachers in one year for teaching, scientific research, learning, training, and other tasks is 1,760 standard hours after deducting statutory holidays.
5. Annual quota of standard teaching hours:
a) Teaching Assistant: Maximum 90 standard hours.
b) Lecturer: Minimum 270 standard hours.
c) Senior Lecturer: 290 standard hours.
d) Professor: 310 standard hours.
d) The direct classroom teaching time for the positions of lecturer, senior lecturer, and professor as specified in this article shall account for at least 50% of the quota prescribed accordingly.
6. Heads of training and development institutions specify the exact quota of standard teaching hours for each teacher based on actual circumstances but not exceeding or falling below 15% of the standard teaching hour quota stipulated in Article 5 of this Circular.
c) Full-time instructor: 290 standard hours.
d) Senior instructor: 310 standard hours.
d) The actual number of direct class hours for instructors as specified in clauses (b), (c), and (d) of this clause shall constitute at least 50% of the corresponding standard hour allocation.
6. The head of the training and enhancement institution shall specify the standard hour allocations for each instructor, consistent with the actual circumstances of the unit but not exceeding or falling below 15% of the standard hour allocations specified in clause 5 of this article.
Article 17. Teaching Duties
1. Master the objectives, content, programs, teaching methods, position, and requirements of the subject, specialized topics assigned for teaching, examination regulations, evaluation criteria, and learning outcomes assessment for trainees.
2. Conduct lectures, guide trainees in self-study methods, discussion techniques, problem-solving scenarios, scientific research, participation in practical activities, writing graduation theses (if applicable), harvesting, essays, and project proposals.
3. Understand the level of knowledge and aspirations of trainees; frequently update information to supplement, refine, innovate teaching content and methods, and data for instruction.
4. Carry out the process of evaluating trainees' learning outcomes and guide them in assessing their own teaching activities.
5. Observe classes, conduct mock lectures, and participate in evaluating other instructors' teaching activities according to the training institution's regulations on mentoring and development.
Article 18. Scientific Research Duties
1. Lead or participate in the implementation of scientific and technological tasks, programs, projects, and research topics assigned. The results must meet the requirements as evaluated by the Science Council.
2. Lead or participate in developing training and development programs; lead or participate in developing and enhancing training materials for specialized topics managed by instructors; proactively propose solutions to improve teaching quality, examination methods, and evaluation of trainees' learning outcomes.
3. Write articles for scientific journals; submit papers, reports, and presentations at conferences and seminars assigned; participate in international research cooperation when assigned.
4. Evaluate the results of scientific research by trainees; participate in assessing the quality of training and development.
5. Each year, instructors must complete their assigned scientific research tasks corresponding to their professional title or job position. The outcomes of scientific research are evaluated through scientific and technological products, research activities, and technology transfer.
6. The head of the training and development institution assigns scientific research tasks to instructors and specifies the number of hours for scientific research that can be converted from various types of scientific and technological outputs and research activities.
Article 19. Duties in Management Work, Party and Mass Organizations, and Other Activities
1. Participate in developing, implementing, and supervising the execution of teaching and learning plans at the training and development institution.
2. Lead or participate in mentoring and developing faculty according to the professional and vocational development needs of departments, sections, or disciplines.
3. Participate in admission and recruitment activities, class management, internship supervision, departmental administration; party, mass organization, social activities at the training and development institution, and other tasks as assigned by competent authorities.
Article 20. Training and Development Duties
1. Have a sense of self-study and lifelong learning, continuously train and develop political theory, professional knowledge, vocational skills, state management, foreign languages, scientific and technological advancements, digital transformation, information technology application, teaching methods to apply in professional activities, career development, meeting the requirements for innovation and improving training and development quality for civil servants.
2. Annually participate in field research to supplement practical knowledge into lectures and skills for handling work scenarios.
Article 21. Conversion to Standard Teaching Hours
1. Teaching
a) One lecture or class discussion session is counted as 01 standard teaching hour.
b) One tutorial on problem-solving sessions is counted from 2 to 2.5 standard teaching hours.
c) One practical instruction class is counted from 1.5 to 2 standard teaching hours.
d) One lecture on a special topic is counted from 1.5 to 2 standard teaching hours.
2. Guidance
a) Guiding students in writing summaries, essays, and project proposals is counted from 3 to 5 standard teaching hours.
b) Guiding and taking students on field research for one working day is counted from 03 to 04 standard teaching hours.
3. Preparation and Review of Examination Papers
a) Preparing one written examination paper and answers is counted from 2 to 2.5 standard teaching hours. Reviewing one written examination paper and answers is counted as 0.5 standard teaching hour.
b) Preparing five oral examination papers and answers is counted from 1.5 to 2 standard teaching hours. Reviewing five oral examination papers and answers is counted as 0.5 standard teaching hour.
c) Preparing one multiple-choice examination paper and answers is counted from 2 to 2.5 standard teaching hours. Reviewing one multiple-choice examination paper and answers is counted as 0.5 standard teaching hour.
4. Supervision of Examinations
Each session of supervision of an examination is counted as 0.5 standard teaching hour per instructor.
5. Grading Examination Papers, Summaries, Essays, and Project Proposals (graded in two sessions, each with one instructor).
a) Each session grading from 4 to 6 written examination papers is counted as 1 standard teaching hour.
b) Each session grading oral examination for one student is counted as 0.5 standard teaching hour.
c) Each session grading from 8 to 10 multiple-choice examination papers is counted as 1 standard teaching hour.
d) Each session grading a final thesis (if applicable) is counted as 2 standard teaching hours.
d) Each session grading 4 summaries and essays is counted as 1 standard teaching hour.
e) Each session grading one project proposal is counted as 2 standard teaching hours.
6. Admission Committee or Degree Certification Committee (if applicable): The chair of the committee is counted as 2 standard teaching hours per session, the vice-chair and secretary are counted as 1.5 standard teaching hours per session, and members are counted as 1 standard teaching hour per session.
7. Participation in Final Examination Committee or Grading of Final Theses (if applicable): The chair of the committee is counted as 3 standard teaching hours per session; the vice-chair is counted as 2 standard teaching hours per session; the head and secretary of the examination committee are counted from 1.5 to 2 standard teaching hours per session; the deputy head is counted from 1 to 1.5 standard teaching hours per session.
8. Supervision of Final Examinations is counted from 1.5 to 2 standard teaching hours per session per person.
9. Grading of Excellent Instructor Awards at the School Level (or National Level) is counted from 3 to 4 standard teaching hours per session per person.
10. For tasks that have been supported by remuneration funds from other sources, no conversion of actual task execution time into standard teaching hours shall be made. However, such tasks are included in the total standard teaching hour quota for evaluating and ranking the quality of instructors, particularly those who do not meet the labor quota.
11. Based on the provisions above, the head of the training institution converts the actual execution time of activities under paragraphs 1, 2, 3, 5, 6, 7, 8 and 9 of this Article into standard teaching hours to ensure it is in line with the requirements of each training program and the practical conditions.
Article 22. Management and Utilization of Time for Task Execution and Other Activities of Instructors
1. The head of the training institution assigns tasks such as teaching, scientific research and technology, learning, and professional development to instructors based on their capabilities and professional titles, taking into account the capacity, conditions, and development direction of the training institution. This is considered one of the criteria for evaluating and ranking the quality of instructors annually.
2. Each instructor must complete tasks such as teaching, scientific research and technology, learning, and furthering their professional development in accordance with their assigned duties corresponding to their professional title each year.
Article 23. Application of Standard Working Hours Quota
1. Lecturers who teach, conduct scientific research, and engage in other professional activities exceeding the standard working hours quota shall be entitled to remuneration for overtime work as provided by law. The number of hours worked beyond the standard quota annually shall not exceed the time limit set by law on labor.
2. Lecturers attending non-concentrated training have their standard working hours quota reduced in proportion to the duration of such training. Female lecturers with children under 36 months old are entitled to a 10% reduction in their standard working hours quota.
3. During periods when lecturers enjoy social insurance benefits or take leave as provided by the Labor Code, they shall be exempted from or have their standard working hours quota reduced according to the corresponding proportion of the time taken off.
Article 24. Standard Working Hours Quota for Lecturers in Leadership, Management Positions, or兼任党团工作
1. Lecturers appointed to leadership, management positions, or concurrently serving as party or mass organization work at training and education institutions shall implement teaching according to the following standard working hours quota framework:

2. Lecturers appointed to leadership or management positions without holding a teaching position shall not implement the standard working hours quota specified in paragraph 1 of this Article.
3. If a lecturer holds multiple leadership or management positions, only the lowest applicable standard working hours quota for such positions will be applied.
4. Lecturers working at functional departments of training and education institutions without holding leadership or management positions or other concurrent work shall have their teaching quota set at 40% of the standard working hours quota.
Article 25. Policy for Lecturers
1. Lecturers from training and education institutions are entitled to salary, preferential allowances, seniority allowances, teaching allowances, overtime pay, and other lecturer policies as provided by law; they also enjoy training and education benefits to enhance their political theory, professional knowledge, and vocational skills.
2. Lecturers from training and education institutions may be appointed as associate professors or professors and are eligible for the title of Outstanding Teacher or People's Professor according to legal provisions.

QUALITY ASSESSMENT OF CIVIL SERVANTS' TRAINING PROGRAMS

e) Program and materials are structured logically; language, spelling, and format comply with regulations.
f) Program and materials are developed based on learning outcomes.
g) Learning outcomes of the program and materials are clearly defined and meet the requirements that trainees need to achieve after completing the program.
h) Degree of alignment between the program and materials with the needs of trainees.
i) Degree of alignment between the program and materials with practical work requirements of trainees.
2. Trainees
a) Learning objectives are appropriate to the abilities of trainees.
b) Trainees have the ability to self-study and conduct independent research.

c) Lecturers adhere to the program and materials regarding the time allocated for theoretical lectures, discussions, practical sessions, and problem-solving guidance.
d) Lecturers exhibit good political ideology.
e) Lecturers treat trainees politely and maintain a courteous and professional demeanor in interactions.
f) Lecturers use appropriate teaching methods and integrate information technology and digital transformation into their teaching.
4. Physical Facilities and Support Activities
a) Classrooms and equipment meet the requirements for teaching and learning.
b) Teaching materials and supplies are in line with the training program's needs.

d) Staff of the Vietnam National University - Ho Chi Minh City Academy, training institutions, and other relevant entities demonstrate a positive attitude and sense of responsibility.
e) Regulations on teaching and learning at the Vietnam National University - Ho Chi Minh City Academy, training institutions, and other relevant entities comply with legal requirements and are promptly communicated to lecturers and trainees.
f) Evaluation activities for quality assessment of learning are appropriate and ensure objectivity and accuracy.
5. Overall evaluation of the entire training program
a) Content of the training program meets the needs of trainees.
b) The training program is practically beneficial to trainees.
c) Trainees actively participate in various activities of the training program.
d) Lecturers' teaching preparation is adequate. e) The training program is organized systematically and scientifically.
f) All conditions for the training program are well-supported by the Vietnam National University - Ho Chi Minh City Academy, training institutions, and other relevant entities.
6. Effectiveness after Training
a) After completing the training program, trainees' knowledge of the subject matter is enhanced.
b) Trainees apply their acquired knowledge to practical work, ensuring it meets job requirements.
b) Shall apply the knowledge acquired to practical work, ensuring that it meets job requirements.
c) The degree of improvement in the ability to handle situations and issues arising in work after participating in the training course.
d) The level of initiative and positivity of the trainee in performing tasks after the training.

Article 28. Persons to be consulted for evaluation
1. The contents specified in Clause 1, Clause 2, Clause 3, Clause 4, and Clause 5 of Article 26 of this Circular shall be evaluated by trainees and trainers.
2. The content specified in Clause 6 of Article 26 of this Circular shall be evaluated by former trainees, heads of the managing and using agencies.
Article 29. Selection of evaluation contents
1. The National Political Academy of Ho Chi Minh, training institutions, and training centers may select one or several contents or all contents specified in Article 26 of this Circular to evaluate training courses. In the case where the trainees do not evaluate the content specified in Clause 2 of Article 26 and Clause 2 of Article 27; and in the case where trainers do not evaluate the content specified in Clause 3 of Article 26 and Clause 3 of Article 27 of this Circular.
2. Managing agencies and using units shall evaluate the effectiveness after training for civil servants under their management according to the contents specified in Clause 6 of Article 26 and Clause 6 of Article 27 of this Circular.
3. Independent evaluation entities shall independently conduct evaluations on the contents as per orders from competent agencies or units.
Article 30. Organization form, tools, level, time, and results of evaluation
1. Form of organization, evaluation tools
a) The quality of civil servant training is evaluated through the Training and Civil Servant Education Management Information System.
b) Evaluation tool: Use the evaluation tool provided by the Ministry of Interior to evaluate the quality of training according to the criteria specified in Article 27 of this Circular.
c) Agencies, units, National Political Academy of Ho Chi Minh, training institutions and centers shall conduct evaluations as follows: Directly evaluate; assign or order independent evaluation agencies to carry out the evaluation.
2. Level of evaluation: From level 1 to level 5 (level 1: Not achieved; level 2: Achieved; level 3: Good; level 4: Very good; level 5: Excellent).
3. Time for organizing the evaluation
a) For contents specified in Clause 1, Clause 2, Clause 3, Clause 4, and Clause 5 of Article 26: Depending on the content being evaluated, feedback is collected during the last class before the end of the training course or the final class of the trainer.
b) For the content specified in Clause 6 of Article 26: Feedback is obtained after the training course ends between 6 months to 1 year by sending emails or contacting former trainees and using agencies to guide them in evaluating through evaluation forms or via software, information systems.
The results of the evaluation for each content are carried out according to the guidelines set forth in Appendix XI attached to this Circular.
4. Depending on the level achieved by the overall evaluation index for each evaluated content, the evaluation results shall be classified into corresponding levels as follows:

Article 31. Implementation of Evaluation
2. After a training course concludes between six months and one year, the National Political Academy, training institutions, shall send information requesting an assessment of the effectiveness of the training to former students and heads of agencies or units that employ civil servants for evaluation and compilation into reports.
3. After a training course concludes between six months and one year, management agencies and employing units of civil servants shall conduct assessments of the effectiveness of the training according to the content specified in Clause 6 of Article 26 and Clause 6 of Article 27 of this Circular for civil servants under their jurisdiction.

Section 2
ORGANIZATION OF QUALITY ASSESSMENT OF CIVIL SERVANT TRAINING
Article 32. Ministry of Interior
1. Monitor and urge the National Political Academy, training institutions, to implement regulations on evaluating the quality of civil servant training.
2. Guide, inspect, and supervise the activities of assessing the quality of civil servant training by ministries, agencies at the same level, agencies of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnamese Fatherland Front, and central political-social organizations; people's committees of provinces, municipalities directly under the Central Government.
3. Organize the implementation of building an information management system for training activities to manage, monitor, evaluate, utilize digital certificates, assess the quality of training, and other related activities.
Article 33. Ministries, agencies at the same level, agencies of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnamese Fatherland Front, central political-social organizations; people's committees of provinces, municipalities directly under the Central Government
1. Select evaluation forms specified in Point c Clause 1 Article 30 of this Circular that are suitable for actual conditions to evaluate the quality of civil servant training courses under their jurisdiction.
2. Shall cooperate with the National Political Academy, training institutions, to assess the effectiveness of post-training evaluations for civil servants under their jurisdiction according to the content specified in Clause 6 of Article 26 and Clause 6 of Article 27 of this Circular to arrange and assign civil servants to tasks that match their work capabilities., 3. Monitor and urge training institutions, organizations to implement regulations on evaluating the quality of civil servant training.
4. Based on evaluation results, propose and implement solutions to improve the quality of civil servant training within their scope of responsibility.
5. Shall compile annual results of evaluations conducted by training institutions under their direct jurisdiction and the implementation status of measures taken to enhance the quality of civil servant training and report these to the Ministry of Interior.
6. The Personnel Department (Office) of ministries, agencies at the same level, agencies of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnamese Fatherland Front, central political-social organizations; provincial people's committees are the lead units assisting the Minister, head of agency, leader of a central political-social organization, and provincial people's committee chairpersons in implementing guidance on evaluating the quality of civil servant training as stipulated in this Circular.
6. The Personnel (Bureau) Departments of Ministries, agencies at the same level as ministries, organs of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnam Fatherland Front, and central political-social organizations; provincial people's committees in provinces directly under the central government are the lead units assisting the Minister, head of agency at the same level as a ministry, leader of a political-social organization at the central level, and provincial people's committee chairpersons to implement the guidelines for evaluating the quality of civil servant training as specified in this Circular.
Article 34. The National Political Academy of Ho Chi Minh, training and education institutions of ministries, agencies at the same level as ministries, organs of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnam Fatherland Front and central political-social organizations; Provincial Party Schools
1. Select evaluation forms specified in Point c Clause 1 Circular No. 30/2025/TT-BNV to evaluate quality for civil servant training courses under its management authority.
2. Implement regulations on evaluating the quality of civil servant training.
3. Notify the results of quality evaluations for each training course to managing civil servants, organizers of the training course, and instructors directly involved in teaching.
4. Based on evaluation reports, propose and implement measures to enhance the quality of cadre, civil servant, and civil servant training within its scope of responsibility.
5. The National Political Academy of Ho Chi Minh shall submit annual training and education results report and evaluation results for programs directly implementing Clause 2 Article 1 Circular No. 30/2025/TT-BNV to the Ministry of Home Affairs and relevant authorities.
6. Training and education institutions are responsible for submitting annual training and education results reports and evaluation results for programs directly implementing Clause 2 Article 1 Circular No. 30/2025/TT-BNV, along with implementation status and results of measures taken, to the Ministry of Home Affairs and relevant authorities by January 15th of the following year and as required by the competent authority.
Article 35. Independent Evaluation Agency
1. Conduct evaluations on contents according to the requirements of the assigning or commissioning agency, ensuring compliance with regulations, objectivity, and accuracy.
2. Report evaluation results for civil servant training quality as required by the assigning or commissioning agency.
Article 36. For Evaluation Subjects
1. Evaluation subjects are responsible for participating in evaluating the quality of civil servant training, ensuring compliance with procedures, completeness, objectivity, and truthfulness.
2. Evaluation subjects who fail to fulfill evaluation regulations on training quality will be considered as not meeting the criteria for organizational discipline awareness according to legal provisions.
Chapter VI
CONDITIONS FOR IMPLEMENTATION
Article 37. Implementation Organization
1. This Circular takes effect from May 15, 2026.
2. This Circular abolishes the provisions guiding management and use of training certificates; organizing civil servant training abroad using state budget resources; professional standards, duties, remuneration, and policies for instructors at training and education institutions under ministries, agencies at the same level as ministries, organs of the National Assembly, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnam Fatherland Front, and central political-social organizations; quality evaluation of civil servants according to Circular No. 30/2025/TT-BNV issued by the Minister of Home Affairs on April 30, 2025, which guides certain provisions of Decree No. 101/2017/NĐ-CP dated September 1, 2017, by the Government on training and education for cadres, civil servants, and staff; and Decree No. 89/2021/NĐ-CP dated October 18, 2021, by the Government amending and supplementing certain provisions of Decree No. 101/2017/NĐ-CP on training and education for cadres, civil servants, and staff.
3. Until a training and education management information system is established, the National Political Academy of Ho Chi Minh, training and education institutions issuing certificates; Ministries, agencies at the same level as ministries, organs of the National Assembly, Central Committee of the Vietnam Fatherland Front, Supreme People's Court, Supreme People's Procuratorate, Central Committee of the Vietnam Fatherland Front, central political-social organizations, provincial people's committees shall use Appendices V, VI, VII, VIII, IX, X, XI, XII attached to this Circular for evaluating civil servant training courses under their authority and compiling evaluation results to be submitted to the Ministry of Home Affairs in accordance with Paragraph 5 Article 33 and Paragraphs 5 and 6 Article 34 of this Circular.
Article 38. Implementation Responsibility
1. The Minister, Heads of Sectoral Ministries, Chairmen of People's Committees of provinces and municipalities directly under the Central Government, and relevant agencies, organizations, units, and individuals shall bear responsibility for implementing this Circular.
2. In the course of implementation, if any difficulties arise, it is requested that they be reported to the Ministry of Home Affairs for guidance or consideration and resolution./.
