Pursuant to Article 84 and Article 114 of the Constitution of the Socialist Republic of Vietnam in 1992; Article 3 of the Law on the Organization of the Government; Article 15 of the Standing Rules of the National Assembly Sessions and Resolution No. 02/NQ-1997-QH10, first session, which stipulates the list of Ministries and ministerial-level agencies under the Government.
Pursuant to the Minutes of the National Assembly's vote approving the Prime Minister's proposal regarding the appointment of Deputy Prime Ministers, Ministers and other members of the Government, dated September 29, 1997.
