THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Notification No. 6164/VP dated December 28, 1999 of the Ministry of Agriculture and Rural Development on the conclusions of the meeting preparing the 1999-2000 sugarcane and sugar production season in the Central Region and the Central Highlands, and implementing Decision No. 194/1999/QĐ-TTg and Directive No. 27/1999/CT-TTg of the Prime Minister on certain measures to promote the implementation of the sugarcane and sugar program;
Considering the work requirements and the capabilities of the staff;
Considering the proposals of the Director of the Personnel Department, the Director of the Planning and Master Planning Department, and the Director of the Processing of Forestry and Aquatic Products Department,

DECISION:

Article 1. Establish the Production and Consumption Sugar Dispatch Board for provinces in the Central Region and the Central Highlands, and appoint the following officials:

1- Mr. Nguyen Xuan Hue - General Director of Quang Ngai Sugar Company, Chairman.

2- Mr. Nguyen Quang Thuat - General Director of Foodstuff and Food Technology Company, Member.

3- Mr. Do Thanh Lien - General Director of Khanh Hoa Sugar Company, Member.

4- Mr. Hoang Van Thoan - General Director of Binh Dinh Sugar Company, Member.

5- Mr. Phan Van Do - General Director of Da Nang Import-Export Agricultural Products and Foodstuffs Company (Da Nang Import-Export Agricultural Products and Foodstuffs Corporation), Member.

Article 2. The Production and Consumption Sugar Dispatch Board for provinces in the Central Region and the Central Highlands shall operate under the direct guidance of the Ministry of Agriculture and Rural Development, with the following responsibilities:

1- Based on the production and consumption situation of sugar in the market of provinces in the Central Region and the Central Highlands, allocate monthly sales plans for sugar-producing enterprises in the region.

2- Based on current regulations on price management and market price conditions, submit to the Ministry for approval the floor purchase price of sugar and assign responsible units to implement the purchase.

3- Direct internal consumption and examine business plans, financial balance, and storage of sugar-producing and trading enterprises in the region, organize forms of export-import trade to implement sugar exports according to the overall plan of the Ministry.

4- Work with sugar-producing and trading enterprises in the region to establish an Export Support Fund. This fund will be formed from the following sources: Value Added Tax retained, surcharges per ton of sugar produced at factories, proceeds from the sale of confiscated smuggled sugar products.

Article 3. The Heads of the Office, the Director of the Personnel Department, the Director of the Planning and Master Planning Department, the Director of the Processing of Forestry and Aquatic Products Department, the General Director of Quang Ngai Sugar Company, the General Director of Foodstuff and Food Technology Company, the General Director of Khanh Hoa Sugar Company, the General Director of Binh Dinh Sugar Company, the General Director of Da Nang Import-Export Agricultural Products and Foodstuffs Company (Da Nang Import-Export Agricultural Products and Foodstuffs Corporation), the Heads of related units under the Ministry, and the named individuals are responsible for implementing this decision.
