JOINT CIRCULAR

Guidelines for the model seal, engraving, management, and use of seals for various levels and units within the Vietnam Veterans Association organizational system

units belonging to the organizational system of the Vietnam Association of Former Combatants

Pursuant to Article 8 of Decree No. 62/CP dated September 22, 1993 of the Government on seal management and use;

Pursuant to License No. 528/NC dated February 24, 1990 of the Council of Ministers (now the Government) on the establishment of the Vietnam Veterans Association;

Pursuant to Directive No. 478/TTg dated July 3, 1997 of the Prime Minister on the organization and operation of the Vietnam Veterans Association in administrative agencies, public institutions, and state-owned enterprises;

Pursuant to Circular Joint No. 32-TTLT/TCCP-CCB dated September 30, 1998 of the Civil Service Committee of the Government and the Central Executive Board of the Vietnam Veterans Association guiding the implementation of the above Directive;

The Ministry of Public Security and the Vietnam Veterans Association hereby issue this Circular Joint to guide the model seal, engraving, management, and use of seals for various levels and units within the Vietnam Veterans Association organizational system as follows:

I. LEVELS AND UNITS WITHIN THE VIETNAM VETERANS ASSOCIATION ORGANIZATIONAL SYSTEM THAT ARE PERMITTED TO USE SEALS INCLUDE:

1. The Central Committee of the Vietnam Veterans Association;

2. The Provincial Committee of the Vietnam Veterans Association (hereinafter referred to as provincial level);

3. The District Committee of the Vietnam Veterans Association (hereinafter referred to as district level);

4. The Commune Committee of the Vietnam Veterans Association (hereinafter referred to as commune level);

5. The Committee of the Vietnam Veterans Association in administrative agencies, public institutions, and state-owned enterprises directly under the Central Vietnam Veterans Association or under the Provincial Vietnam Veterans Association, or under the District Vietnam Veterans Association;

6. Administrative agencies assisting the Vietnam Veterans Association directly under the Provincial Vietnam Veterans Association.

II. SEAL MODEL

1. Shape and size

a) Shape:

Seals of all levels and units within the Vietnam Veterans Association system are circular.

b) Size:

- The seal of the Central Committee of the Vietnam Veterans Association has a diameter of 38 mm.

- The seal of the Provincial Committee of the Vietnam Veterans Association, the seal of the Committee of the Vietnam Veterans Association in administrative agencies, public institutions, and assisting agencies directly under the Vietnam Veterans Association have a diameter of 36 mm.

- The seal of the District Committee of the Vietnam Veterans Association, the seal of the Committee of the Vietnam Veterans Association in administrative agencies, public institutions, state-owned enterprises, and assisting agencies directly under the Provincial Vietnam Veterans Association have a diameter of 34 mm.

- The seal of the Commune Committee of the Vietnam Veterans Association, the seal of the Committee of the Vietnam Veterans Association in administrative agencies, public institutions, and state-owned enterprises directly under the District Vietnam Veterans Association have a diameter of 32 mm.

2. Border lines

All seals of the Vietnam Veterans Association at various levels and units mentioned above have two border lines. The outer border consists of two concentric circles, with the outer circle being bold and the inner circle being fine. The inner border is a single fine circle. The distance between the outer border and the inner border of each type of seal is as follows:

- For seals with a diameter of 36-38 mm, it is 5 mm.

- For seals with a diameter of 32-34 mm, it is 4 mm.

3. Content of the Seal

a) The seal of the Central Committee of the Vietnam Veterans Association:

- Around the outer edge of the seal, it reads "Vietnam Veterans Association" with a small star below the beginning and end of the phrase;

- In the center of the seal, it reads "Central Committee" (with an image of a rice ear and gear below).

b) The seal of the Provincial Committee of the Vietnam Veterans Association, the seal of the Committee of the Vietnam Veterans Association in administrative agencies, public institutions, and assisting agencies directly under the Vietnam Veterans Association:

- Around the outer edge, it reads "Vietnam Veterans Association" with a small star below the beginning and end of the phrase;

- In the center of the seal, it reads "Provincial Committee of [Province Name] Association" or "Committee of [Institution Name]" if it is the Vietnam Veterans Association in administrative agencies, public institutions; or the name of the assisting agency. (Model No. 2)

c) The seal of the District Committee of the Vietnam Veterans Association, the seal of the Committee of the Vietnam Veterans Association in administrative agencies, public institutions, state-owned enterprises directly under the Provincial Vietnam Veterans Association, and assisting agencies directly under the Provincial Vietnam Veterans Association:

- On the upper outer edge, it reads "Vietnam Veterans Association" with a small star at the beginning and end of the phrase;

- On the lower outer edge, it reads "[Province Name]";

- In the center of the seal, it reads "District Committee of [District Name] Association" or "Committee of [Institution Name]" or the name of the enterprise or assisting agency.

a- Decision on establishment or decision on organizational changes (name change, division, merger) and permission to use seals issued by the Prime Minister.

d) The seal of the Commune Committee of the Vietnam Veterans Association, the seal of the Committee of the Vietnam Veterans Association in administrative agencies, public institutions, state-owned enterprises directly under the District Vietnam Veterans Association:

- On the upper outer edge, it reads "Vietnam Veterans Association of [Province Name], [City Name] under the Central Government" with a small star at the beginning and end of the phrase;

- On the lower outer edge, it reads "[District Name], [County Name], [Town Name], [City Name] under the Province";

- In the center of the seal, it reads "Commune Committee of [Commune Name], [Ward Name], [Township Name]" or the name of the administrative agency, public institution, enterprise, or assisting agency.

III. PRINCIPLES, PROCEDURES FOR ENGRAVING SEALS, MANAGEMENT, AND USE OF SEALS

1. Principles

a) Various levels and units within the Vietnam Veterans Association organizational system are only permitted to use one seal according to the model issued along with this Circular Joint. The Central Vietnam Veterans Association, Provincial Vietnam Veterans Associations, and City Vietnam Veterans Associations may also engrave smaller seals for use on membership cards.

b) It is strictly prohibited to stamp blank documents without the signature of the authorized authority. Stamping can only be done on documents that contain content and must be signed by the authorized authority.

c) The establishment and permission to use seals for various levels and units within the Vietnam Veterans Association organizational system must be approved by the authorized authority. Specifically:

- For provincial-level Veterans Associations and equivalent, the Central Vietnam Veterans Association shall decide;

- For district-level Veterans Associations and equivalent, the provincial-level Veterans Association shall decide;

- For commune-level Veterans Associations and equivalent, the district-level Veterans Association shall decide.

2. Procedures for engraving seals

a) In case of new engraving:

- The decision on establishment and permission to use the seal issued by the competent authority (presenting the original, submitting a certified copy);

- A letter or introduction requesting the engraving of the seal;

- An opinion in writing (or introduction) from the Party's Central Organization Department (if the organization belongs to the Vietnam Veterans Association) or from the Provincial Party Committee's Organization Department, Municipal Party Committee's Organization Department (if the organization belongs to the provincial-level Veterans Association or belongs to the district-level Veterans Association).

b) In case of re-engraving:

If the seal is worn out, damaged, lost, or its name needs to be changed, a letter requesting the re-engraving of the seal with a clear explanation of the reasons must be submitted along with an introduction requesting the re-engraving of the seal.

The person contacting for engraving the seal must present their Identity Card.

3. Management and use of seals

The management and use of seals by levels and units under the Vietnam Veterans Association system must comply with the provisions stipulated in Decree No. 62/CP dated September 22, 1993 of the Government on the management and use of seals and Circular No. 32/TTLB dated December 30, 1993 jointly issued by the Ministry of Home Affairs and the Government's Cadre and Civil Servant Organization Department guiding the implementation of Decree No. 62/CP. Specifically:

a) After the seal is engraved, it must be registered with the police agency issuing the permit for engraving the seal, returning the old seal (if any). Only after obtaining a certificate confirming the registration of the seal model can the levels and units under the Vietnam Veterans Association system use the seal.

b) Before using the seal, a written notification must be made to relevant agencies.

c) The seal must be kept at the headquarters of the Veterans Association and must be strictly managed. In cases where it is necessary to take the seal for work, permission from the competent authority is required.

d) The person entrusted with keeping and preserving the Veterans Association's seal must be responsible and have professional archival skills.

đ) When a seal is lost, it must be immediately reported to the police agency for coordination in handling the situation.

e) Levels and units under the Vietnam Veterans Association system are responsible for implementing requirements and creating conditions for the police agency and functional agencies to inspect the preservation and use of seals.

IV. IMPLEMENTATION

1. The General Police Department - Ministry of Public Security shall handle procedures for engraving seals for the Central Committee of the Vietnam Veterans Association and its subordinate units; provincial public security organs shall handle procedures for engraving seals for provincial, district, and commune-level Veterans Associations and their subordinate units.

2. This joint circular shall take effect fifteen days after the date of signature.

3. The Office of the Vietnam Veterans Association and the General Police Department shall guide, inspect, and urge the implementation of this joint circular.
