DIRECTIVE OF THE GOVERNOR OF THE STATE BANK
Regarding the implementation of information and reporting work in the banking industry
To implement the Reporting and Information System applicable to units under the State Bank of Vietnam and credit organizations issued together with Decision No. 516/2000/QĐ-NHNN dated December 18, 2000 of the Governor of the State Bank of Vietnam (hereinafter referred to as the "Reporting and Information System"), many units have recognized the importance of information and reporting work, have carefully studied to comply well with the provisions of the Reporting and Information System. However, in practice, the information and reporting work over the past years and during the process of preparing to implement the Reporting and Information System has revealed some shortcomings and limitations such as unclear guidance on implementing some forms, poor networking between provincial and municipal branches of the State Bank of Vietnam and credit organizations in the locality, some provincial and municipal branches of the State Bank of Vietnam and credit organizations have not paid sufficient attention to information and reporting work, have not implemented the Reporting and Information System according to the instructions of the Governor of the State Bank of Vietnam in Circular No. 1244/CV-NHNN dated December 19, 2000, poor coordination among departments within provincial and municipal branches of the State Bank of Vietnam, unstable staff for information and reporting work, inadequate computer equipment, there are still cases where the file structure of credit organizations does not match the file structure of the State Bank of Vietnam,...
The above shortcomings have limited the effectiveness of information and reporting work in the banking industry, affecting the guidance and management of the Governor of the State Bank of Vietnam. To improve the quality of information and reporting work in the banking industry, promptly, fully, and accurately meeting the information and reporting requirements serving the management, guidance, and control of the State Bank of Vietnam, the Governor of the State Bank of Vietnam requests:
1. Heads of Departments and Bureaus under the State Bank of Vietnam shall be responsible for providing clear, detailed, comprehensive, and timely answers and guidance on any difficulties encountered during the implementation of the Reporting and Information System related to their respective functions and responsibilities.
2. The Banking Information Technology Bureau shall be responsible for:
a. Monitoring the implementation of the software program for information and reporting at provincial and municipal branches of the State Bank of Vietnam, Departments and Bureaus under the State Bank of Vietnam to promptly take measures to improve and perfect the information and reporting software program, provide timely support to provincial and municipal branches of the State Bank of Vietnam, Departments and Bureaus in transmitting and utilizing information and reports through computers effectively, and report to the Governor of the State Bank of Vietnam on the operation results of the information and reporting software program no later than June 15, 2001.
b. Cooperating with the Accounting and Finance Department in proposing measures to the Governor of the State Bank of Vietnam to equip machines compatible with the Reporting and Information System for Departments and Bureaus under the State Bank of Vietnam, provincial and municipal branches of the State Bank of Vietnam, and network communication between provincial and municipal branches of the State Bank of Vietnam and credit organizations in the locality to implement Decision No. 516/2000/QĐ-NHNN of the Governor of the State Bank of Vietnam.
c. Reviewing the network system of Departments and Bureaus under the State Bank of Vietnam to supplement networking for those Departments and Bureaus that have not been connected, meeting the timely needs of information and reporting utilization of Departments and Bureaus under the State Bank of Vietnam.
3. Directors of provincial and municipal branches of the State Bank of Vietnam who have not yet implemented Decision No. 516/2000/QĐ-NHNN must direct relevant departments under their branch and credit organizations in their locality to urgently implement it; assign specific responsibilities to each department under the branch in implementing the Reporting and Information System and report the implementation progress to the State Bank of Vietnam (Monetary Policy Department) no later than June 15, 2001.
4. Directors of provincial and municipal branches of the State Bank of Vietnam, General Managers (Directors) of credit organizations, and General Manager of Vietnam Gold and Precious Metals Corporation need to pay attention to staff involved in information and reporting work to build a stable team with experience, ensuring accurate, timely, and complete information and reporting.
5. Based on the guidance on implementing the information and reporting program on computers in Circular No. 171/CV-THNH dated March 26, 2001 of the Banking Information Technology Bureau, Directors of provincial and municipal branches of the State Bank of Vietnam shall be responsible for:
a. Reviewing computers meeting standards and prioritizing allocation to departments with urgent needs in information and reporting work.
b. Statistics on computer needs and missing equipment and send them to the Banking Information Technology Bureau no later than June 15, 2001 for consolidation and submission to the Governor of the State Bank of Vietnam for handling.
c. Inspect and require credit organizations in their locality to comply with the State Bank of Vietnam's regulations on file names, file structures, and using Vietnamese with tones in report contents.
6. General Managers (Directors) of credit organizations shall urgently direct the installation of the software program and guide its use for subordinate units. File names and structures of credit organizations' reports submitted to the State Bank of Vietnam must conform to the regulations set by the State Bank of Vietnam for the information and reporting system.
7. In the short term, to ensure timely information, provincial and municipal branches of the State Bank of Vietnam or credit organizations that cannot transmit information and reports through the computer network must submit report files on floppy disks to the State Bank of Vietnam in accordance with the provisions of the Reporting and Information System.
8. Heads of the State Bank Inspectorate and the General Supervision Department shall be responsible for inspecting and supervising the implementation of the requirements of this Directive.
9. Heads of units under the State Bank of Vietnam, Directors of provincial and municipal branches of the State Bank of Vietnam, General Managers (Directors) of credit organizations, and General Manager of Vietnam Gold and Precious Metals Corporation shall strictly implement this Directive./.
