RESOLUTION
Regular Meeting of the Government in March 2002
On April 4, 2002, the Government convened its regular meeting in March to discuss and adopt the following issues:
1. The Government heard the Minister of Planning and Investment present the Draft Decree on abolishing some permits and changing management methods for other permits; the Minister, Head of the Government Office reported on the consolidated opinions of the Government members regarding the draft decree.
The Government affirms that it is necessary to continue improving the business and investment environment, creating conditions for investors, businesses, and citizens to engage in economic activities in areas not prohibited by law, thereby promoting production and business development while ensuring the effectiveness of state management. The Government agrees to abolish certain types of permits and change management methods for other permits that have been approved by the majority of Government members through voting. For permits with differing opinions, the Ministry of Planning and Investment shall take the lead, coordinate with relevant agencies, incorporate the opinions of Government members and delegates attending the meeting, perfect the draft decree, and submit it to the Prime Minister for consideration and issuance.
2. The Government heard the Minister of Justice present the Draft Decree detailing the implementation of the Law on Marriage and Family regarding marriage and family relations involving foreign elements; the Minister, Head of the Government Office reported on the consolidated opinions of the Government members regarding the draft decree.
The Ministry of Justice shall take the lead, coordinate with the Government Office and relevant agencies, incorporate the opinions of Government members and delegates attending the meeting, seek further opinions from Government members on the issue of marriage brokerage, perfect the draft decree, and submit it to the Prime Minister for consideration and issuance.

In order to effectively fulfill the tasks for the 2002 work year, it is required that all sectors and localities make efforts to implement the proposed solutions, focusing on resolving difficulties and obstacles for production and exports; addressing drought issues, promptly addressing production and living difficulties for people in disaster-stricken areas, preparing for typhoon and flood prevention, and other challenges in agriculture, forestry, and fisheries; quickly stabilizing the real estate market, creating a favorable environment to promote investment, mobilizing maximum resources for development, and concentrating on solving urgent social issues.
The implementation of the Government's Work Program in the first quarter achieved very low results. Many projects were not adequately prepared in terms of content, lacked inter-sectoral opinions, and lacked the review by the Ministry of Justice. Some Ministries registered a considerable number of projects but had a low completion rate. The issuance of guiding documents to implement Laws and Ordinances was carried out very slowly. The Government requests all Ministries, sectors, and localities to strictly adhere to the Government's Work Program issued at the beginning of the year and the tasks decided upon, with particular emphasis on legislative drafting work; urgently draft and submit to the Government and the Prime Minister for promulgation guiding documents to implement Laws and Ordinances.
