CIRCULAR

Regarding the training of bachelor's and college-level nursing and medical technology students in the part-time study system for the 2003-2004 academic year

For the 2003 - 2004 academic year

Pursuant to the Education Law promulgated by the President through Decree No. 09L/CTN dated December 2, 1998;

Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Resolution No. 37-CP dated June 20, 1996 of the Government on the strategic orientation for health care and protection work for the people from 1996 to 2000 and up to 2020;

Implementing Decision No. 35/2001/QĐ-TTg dated March 19, 2001 of the Prime Minister approving the Strategy for Health Care and Protection of the People from 2001 to 2010;

Implementing Directive No. 06-CT/TW dated January 22, 2002 of the Central Committee of the Communist Party of Vietnam on consolidating and improving the primary healthcare network;

Implementing the plan to develop human resources to serve the health care and protection of the people;

The Ministry of Health issues this Circular guiding the admission process for the training of bachelor's and college-level nursing and medical technology students in the part-time study system (formerly known as the self-study system) for the 2003-2004 academic year,

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. In the 2003-2004 academic year, Ho Chi Minh City University of Medicine and Pharmacy, Hue University of Medicine and Pharmacy, and Hanoi Medical University will train bachelor's degree nursing and medical technology students in the part-time study system at the university level. The majors and specializations include:

- Bachelor of Nursing, Obstetric Nursing, Anesthesia Nursing;

- Bachelor of Medical Technology; Clinical Laboratory Technology, Radiological Technology, Physical Therapy/Physiotherapy, Dental Prosthetics Technology.

Nam Dinh College of Public Health will train college-level nursing and obstetric nursing students in the part-time study system.

2. Candidates throughout the country who meet the criteria stipulated in this Circular may register to take the entrance examination at the respective schools according to the designated recruitment zones.

3. The admission process for the training of bachelor's and college-level nursing and medical technology students in the part-time study system shall be carried out in accordance with the general regulations of the Admissions Regulations for universities and colleges currently issued by the Ministry of Education and Training and the admissions policy for 2003 of the Ministry of Health.

4. The enrollment quota for the part-time study system in 2003 for each specialization will be specifically announced by the schools to the health facilities in the provinces (hereinafter referred to as provinces) within their recruitment areas based on the total quotas assigned by the competent state agencies to the universities and colleges. The schools are not allowed to recruit beyond the assigned quotas.

5. Upon completion of the course, the schools will organize the handover of students along with their files to the agency that sent them to study for job placement. Students who fail to graduate or must stop studying before graduation will also be returned to the province or the agency that sent them to study for resolution.

II. ELIGIBLE APPLICANTS

1. Individuals with positions or contracts in the state payroll and working at state health facilities in the correct field they were trained in, holding a high school diploma in nursing, midwifery, or medical technology technician in a relevant specialty, and having been trained according to the program prescribed by the Ministry of Health can apply for admission to the corresponding bachelor's degree program.

2. Individuals with positions or contracts in the state payroll and working at state health facilities in the correct field they were trained in, holding a college diploma obtained through the part-time bachelor's degree program of 4 years from Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, or Hue University of Medicine and Pharmacy, and awarded by these universities can apply for admission to the standardization program leading to a bachelor's degree.

III. ADMISSION STANDARDS

1. Political criteria:

Clear personal and family background, completion of assigned tasks, good moral character, full compliance with state policies and laws. Those currently undergoing disciplinary action (from reprimand upwards) are not eligible for admission.

2. Academic and professional criteria:

2.1. Academic:

All candidates must have completed secondary education or supplementary education, or have passed all cultural subjects in the training program of secondary medical or pharmaceutical education, confirmed by the training institution.

2.2. Professional

- Graduated from a high school nursing program, midwifery program, or medical technology technician program in a relevant specialty.

- If graduated from a high school medical program, must hold a certificate of conversion to a high school nursing program according to the program of the Ministry of Health issued by authorized training institutions.

- Standardized training: Graduated from a college nursing or medical technology program in a relevant specialty.

3. Professional experience criteria:

There are two categories:

3.1. One year of professional experience (12 months)

- Individuals with an Associate Degree or Secondary Vocational Medical Diploma in the correct specialty with excellent grades.

- Individuals with a college or vocational high school diploma in excellent standing (in the correct major applied for).

- Medical technicians who have converted to nursing.

- Individuals planned to be teaching staff at universities, colleges, and secondary health training institutions.

3.2. Three years of professional experience (36 months)

Applies to individuals not covered under item 3.1.

Professional experience is calculated from the date of the decision to recruit into the state payroll or sign a contract to work in the correct training field, after graduating from college or vocational high school in health, to October 31, 2003.

For medical technicians who have converted to nursing: Professional experience is calculated from the date of the conversion diploma to October 31, 2003.

4. Health and age criteria:

4.1. Health

Must be in good health to study and work as stipulated in Joint Circular No. 10/TT-LB dated August 18, 1989 of the Ministry of Health, Ministry of Higher Education, Vocational Training, and Science and Technology, and Instructional Letter No. 2445/TS dated August 20, 1990 of the Ministry of Education and Training.

4.2. Age

Not exceeding 50 years old for males and not exceeding 45 years old for females, as of October 31, 2003.

IV. PRIORITY POLICIES

Points for admission to the school are prioritized based on region and within each region, there are priority groups based on policy:

1. Regional priority:

Applied according to the "Recruitment Zone Division Table" printed in the book "Important Information about University and College Admissions in 2003" of the Ministry of Education and Training.

2. Policy priority:

2.1. Priority Group 1:

- Heroes of the armed forces, labor heroes, national model workers.

- Ethnic minority people working in mountainous, highland, and remote areas.

- Disabled veterans with a classification.

- Staff currently working continuously in highland, remote areas for 24 months or more as of October 31, 2003.

- Teachers belonging to the establishment staff of universities, colleges, and specialized secondary medical schools.

2.2. Priority Group 2:

- Officials currently working continuously in highland and remote areas for at least 12 months but less than 24 months as of October 31, 2003.

- Head nurses (head ward nurses), head midwives, head technicians in hospital departments.

- Officials who have been awarded orders or medals for resistance; labor orders.

- Provincial or centrally-administered city-level Model Worker for two consecutive years (the year before attending school).

- Officials who have been granted certificates of creativity by the General Confederation of Labor of Vietnam.

- Officials with at least ten years of work experience in their specialty as of October 31, 2003.

- Children of martyrs, war invalids, or disabled veterans with a disability rate of 81% or more.

- Ethnic minority individuals not belonging to the first priority group.

- Officials currently working at Health Stations, Leper Hospitals and Treatment Centers, Mental Hospitals, and Tuberculosis Hospitals, with at least 36 months of work experience as of October 31, 2003.

Each individual can only enjoy one highest policy priority standard.

V. APPLICATION DOCUMENTS

1. One application form for the examination, reviewed by the agency employing the official or civil servant. Candidates working under the management of the provincial Department of Health must obtain approval from the Director of the provincial Department of Health. Candidates working under central ministries or agencies must obtain approval from the head of the agency managing officials and civil servants.

2. Notarized copies:

- Graduation certificate from a college or specialized secondary medical school in a relevant field.

- Graduation certificate of general secondary school or equivalent supplementary education.

- Transcript of subjects from specialized secondary medical school.

- Must present original upon arrival for study.

3. Notarized copy of birth certificate.

4. Certificate of health fitness for study issued by a healthcare unit at the district level or higher.

5. Certificate of priority for admission and regional priority for admission (as stipulated in Part IV) issued by the agency sending officials for study, confirmed by the provincial Department of Health or the agency managing officials.

6. Decision on dispatch for study; issued by the agency managing officials, candidates submit when enrolling.

7. Notarized copy of the decision on recruitment into the establishment or labor contract.

8. Four photographs size 4x6 (one photo attached to the application form, stamped over the back).

Other documents as prescribed by the school.

Candidates must submit their application forms to the Admissions Board of the respective schools within the specified deadline.

VI. ORGANIZATION OF THE EXAM AND SELECTION

1. Subjects of Examination: Candidates must take three subjects: Mathematics, Chemistry, and Specialty.

1.1. Mathematics and Chemistry

High school or supplementary education level according to the current curriculum.

1.2. Specialty subject:

College or specialized secondary medical school level according to the Ministry of Health's program suitable for the candidate's major.

Candidates who have graduated from specialized secondary medical schools and hold a bachelor's or associate degree in the medical or natural science fields, engineering, if they have a confirmation from the institution issuing the degree that they took both Mathematics and Chemistry in their entrance exam, will be exempt from these two subjects and only need to take the specialty subject.

Candidates taking the standardized program leading to a bachelor's degree only need to take the specialty subject, which includes theoretical knowledge from the college-level program.

2. Examination Organization:

The examination schedule is determined by the schools and reported to the Ministry of Health (Department of Science and Training), simultaneously announced publicly through mass media for candidates within the school's recruitment area.

Schools may organize review classes for candidates. Review class duration and fees are regulated by the schools according to current regulations.

3. Admission Criteria:

3.1. Candidates admitted must meet all admission criteria and achieve a total score in the examination subjects equal to or above the admission threshold set by the school, including:

- Specialty subject: not below 5 points.

- Mathematics and Chemistry: no zero scores.

For candidates exempt from Mathematics and Chemistry, the specialty subject score must be equal to or higher than the average admission threshold for one subject and not below 5 points.

3.2. Universities and colleges determine the admission threshold based on the recruitment region, giving priority to candidates from mountainous, remote, border, island, and regions facing difficulties in human resources for nursing and technical staff.

3.3. Verify the entire file of admitted candidates and, if necessary, conduct interviews with the institutions dispatching candidates to confirm the legality of the documents in the file.

Any false declarations in the application will be handled according to the current admission regulations of the Ministry of Education and Training. The person signing the decision to dispatch officials for study is fully responsible for the legality of the dispatched candidate's file.

3.4. Compile the list of admitted candidates and report to the Ministry of Health.

VII. STUDENT FEES AND BENEFITS

1. Students admitted under state budget quotas do not need to pay training fees but must pay tuition fees according to current state regulations.

2. During the study period, salaries and other benefits (if any) of students are resolved by the agency employing the officials according to current regulations.

VIII. IMPLEMENTATION PROVISIONS

This Circular takes effect fifteen days after its publication in the Official Gazette.

Upon receipt of this Circular, units and localities shall organize its implementation, select cadres to participate in the admission examination and study in accordance with the specified categories and standards set forth in this Circular.

Universities and colleges announce on mass media for candidates to know and implement admissions according to current regulations to ensure educational quality and social equity.

In the course of implementation, if units or localities encounter difficulties or obstacles, they must report to the Ministry of Health (Department of Science and Training) for timely research and resolution./.
