REGULATIONS
STANDARDS FOR CADRES AND CIVIL SERVANTS AT COMMUNE, WARD, AND TOWN LEVELS

Chapter I:
GENERAL PROVISIONS
Article 1. Scope of application
The scope of application of these regulations is the standards for cadres and civil servants at commune, ward, and town levels (hereinafter referred to collectively as commune-level cadres and civil servants).
Article 2. Scope of application
The objects regulated by these regulations are commune-level cadres and civil servants as defined in Article 2 of Decree No. 114/2003/NĐ-CP dated October 10, 2003 of the Government, including the following positions: Secretary, Deputy Secretary, Standing Member of the Party Committee (or Secretary, Deputy Secretary of the Branch Committee where no Party Committee has been established); Secretary of the Vietnam Fatherland Front Committee; Secretary of the Ho Chi Minh Communist Youth Union; Chairperson of the Women's Union; Chairperson of the Farmers' Association; Chairperson of the Veterans' Association; Chairperson, Vice-Chairperson of the People's Council; Chairperson, Vice-Chairperson of the People's Committee; Finance and Accounting; Justice and Household Registration; Land Administration and Construction; Office and Statistics; Culture and Social Affairs; Chief of the Commune Police Station; Military Commander.
Article 3. General Standards
Cadres and civil servants at commune level must meet the following standards:
1. They must have a deep love for the country, firmly adhere to the goals of national independence and socialism; possess the ability to organize and mobilize the people to effectively implement the Party's policies and State laws at the local level.
2. They must be thrifty, honest, impartial, fair, diligent, and devoted to the people. They must not engage in corruption and must resolutely combat it. They must have a sense of discipline in their work.
They must be truthful, not opportunistic, closely connected with the people, and trusted by the people.
3. They must have a good understanding of political theory, the Party's viewpoints and policies, and State laws; they must have educational qualifications, professional expertise, sufficient capability, and health to perform their duties effectively in accordance with assigned tasks.
Article 4. Specific standards for commune-level cadres and civil servants serve as the basis for localities to implement planning, election plans, recruitment, utilization, training, promotion, salary grading, and other systems and policies.
Chapter II:
SPECIFIC STANDARDS FOR CADRES AND CIVIL SERVANTS AT COMMUNE LEVEL
PART I: SPECIFIC STANDARDS FOR COMMUNE-LEVEL SPECIALIZED CADRES
Article 5. Secretary, Deputy Secretary of the Party Committee, Branch Committee, Standing Member of the Party Committee at commune, ward, and town levels:
1. Responsibilities: They are specialized cadres responsible for Party work at the Party Committee or Branch Committee (where no Party Committee has been established) at commune, ward, and town levels, with the responsibility to lead and direct the implementation of functions and tasks of the Party Committee or Branch Committee, working alongside the collective leadership of the Party Committee or Branch Committee to comprehensively lead the political system at the grassroots level in implementing the Party's policies and State laws within their jurisdiction.
2. Duties of the Secretary:
+ Master the Program, Charter of the Party, the Party's policies and guidelines, State laws, resolutions, and directives from higher authorities, as well as the functions and tasks of the Party Committee or Branch Committee; grasp key tasks and handle urgent matters effectively; understand the situation of the Party Committee, subordinate organizations, and the people in their jurisdiction; bear primary responsibility for all aspects of Party Committee work.
+ Chair meetings of the Executive Board, Standing Committee, and prepare draft resolutions of the Party Committee, Executive Board, and Standing Committee, and organize the implementation of these resolutions.
+ Implement democratic centralism principles in leadership and direction, playing a central role in uniting and maintaining the comprehensive leading position over organizations within the political system at the commune, ward, and town levels.
+ Lead and supervise the implementation of directives, resolutions from higher authorities, the Party Committee, and the Executive Board and Standing Committee of the Party Committee.
3. Duties of the Deputy Secretary, Standing Member of the Party Committee:
+ Assist the Secretary in preparing meeting agendas and draft resolutions of the Executive Board and Standing Committee regarding all aspects of Party work.
+ Organize information dissemination about the situation and policies of the Executive Board and Standing Committee to members of the Executive Board and subordinate organizations.
+ Organize supervision of the implementation of resolutions and directives from higher Party committees, the Executive Board, and Standing Committee.
4. Specific Standards:
+ Age: Not exceeding 45 years old when first assuming office.
+ Education: Must have a high school diploma.
+ Political Theory: Must have a mid-level political theory qualification or higher.
+ Professional Qualifications: In plain areas and urban areas, must have a mid-level professional qualification or higher. In mountainous areas, must have received professional knowledge training (equivalent to a basic level or higher), if first assuming office, must have a mid-level professional qualification or higher. Must have undergone training in Party building work, administrative management, and economic management.
Article 6. Chairperson of the Vietnam Fatherland Front Committee, Secretary of the Ho Chi Minh Communist Youth Union, Chairperson of the Women's Union, Chairperson of the Farmers' Association, Chairperson of the Veterans' Association:
1. Responsibilities: They are specialized cadres heading the Vietnam Fatherland Front Committee and political-social organizations at commune, ward, and town levels; responsible for leading and directing the implementation of functions and tasks according to the regulations of the organization's charter, the Party's policies, and State laws.
2. Tasks:
+ Prepare content, convene, and chair meetings of their respective organizations.
+ Work with the Standing Committee (Vietnam Fatherland Front Committee) or Standing Committee (four political-social organizations) to develop work programs and plans, guide activities for the Mass Front Work Team, and village-level branches of the organizations.
+ Coordinate with authorities and peer organizations at the same level to mobilize and guide cadres, members, and affiliates of their organization, as well as various strata of the people, to participate in implementing economic and social programs, security and defense programs, election consultations for building local governance, implementing democratic regulations at communes, wards, towns, and organizational competitive activities according to the program and resolutions set forth by corresponding higher-level political-social organizations.
+ Organize and direct the study of Party guidelines, policies, and state laws; and the implementation of organizational policies and resolutions for members and affiliates of their organization.
+ Direct the preparation of budget plans, compliance with, and settlement of activity budgets; and decide on the allocation of activity funds provided by the State for their organization.
+ Advise the Party Committee at the commune, ward, town level on the construction of the cadre team of their organization.
+ Closely monitor activities of competitive movements, periodically organize inspections, evaluations, and report to the same-level Party Committee and higher-level peer organizations about the activities of their organization.
+ Direct the establishment of operational regulations for the Standing Committee and Executive Board at the grassroots level of their organization; and direct the activities of the Standing Committee and Executive Board to ensure they comply with established regulations.
3. Specific criteria:
+ The criteria (as stipulated by political-social organizations) for full-time cadres under the Vietnam Fatherland Front Committee and political-social organizations shall remain unchanged during the current term. These criteria shall be applied from the beginning of each term for each organization.
+ Age:
- Chairman of the Vietnam Fatherland Front Committee: Not exceeding 60 years old for males and 55 years old for females when first assuming office.
- Secretary of the Ho Chi Minh Communist Youth Union: Not exceeding 30 years old when first assuming office.
- Chairperson of the Women's Union, Farmers' Association: Not exceeding 55 years old for males and 50 years old for females when first assuming office.
- Chairperson of the Veterans' Association: Not exceeding 65 years old when first assuming office.
+ Education: Possessing a secondary school graduation certificate or higher in plains areas, and a primary school graduation certificate or higher in mountainous regions. Political theory: Possessing a basic level or equivalent.
+ Specialization and vocational training: Having received training and enhancement in the field of work currently held, equivalent to a basic level or higher.
Article 7. Chairperson, Deputy Chairperson of the People's Council
1. Responsibilities: Full-time staff of the People's Council at the commune, ward, town level, responsible for leading and directing the implementation of the functions and tasks of the People's Council at the commune level, ensuring economic and social development, political security, and social order and safety within the commune, ward, town.
2. Tasks of the Chairperson of the People's Council:
+ Convene and preside over sessions of the People's Council, coordinate with the People's Committee in preparing sessions of the People's Council; lead in participating in the drafting of resolutions of the People's Council.
+ Supervise, urge, and inspect the implementation of resolutions of the People's Council.
+ Organize public reception, urge, and inspect the resolution of citizens' petitions, complaints, and reports.
+ Maintain relations with People's Council representatives, cooperate in work with the same-level Vietnam Fatherland Front Committee, and inform the Vietnam Fatherland Front Committee of the activities of the People's Council.
+ Report the activities of the People's Council to the People's Council and the People's Committee at the district level.
+ Lead and coordinate with the People's Committee in deciding to remove representatives of the People's Council based on proposals from the same-level Vietnam Fatherland Front Committee.
3. Tasks of the Deputy Chairperson of the People's Council:
Based on the tasks of the Chairperson of the People's Council, the Deputy Chairperson of the People's Council organizes the implementation of specific tasks assigned by the Chairperson of the People's Council and represents the Chairperson of the People's Council in handling matters when the Chairperson is absent.
4. Criteria for the Chairperson and Deputy Chairperson of the People's Council:
+ Age: The age of the Chairperson and Deputy Chairperson of the People's Council is determined by the Chairperson of the Provincial People's Committee in accordance with the characteristics of the locality, but the initial age must ensure at least two terms of service.
+ Education: Must have a high school diploma.
+ Political theory: Possessing a mid-level political theory qualification for plains areas; mountainous areas require equivalent basic-level political theory enhancement.
+ Specialization and vocational training: Possessing a mid-level specialization qualification for plains areas. Mountainous areas require equivalent basic-level specialization enhancement. The specialization should align with the socio-economic characteristics of each type of administrative unit. Having attended training in administrative management, economic management skills, knowledge, and skills for activities as a People's Council representative at the commune level.
Article 8. Chairperson, Deputy Chairperson of the People's Committee
1. Responsibilities: Full-time leadership staff of the People's Committee at the commune level, responsible for leading, directing, and managing the operations of the People's Committee and state administration in economic, social, security, and defense fields within the commune, ward, town.
2. Tasks of the Chairperson of the People's Committee:
1. Leading the assignment of work for the People's Committee, members of the People's Committee, and specialized work under the People's Committee at the commune level, including:
+ Directing, urging, and inspecting specialized work under the People's Committee in the implementation of policies and laws of higher-level state agencies, resolutions of the People's Council, and decisions of the People's Committee at the commune, ward, town level.
+ Deciding on issues within the responsibilities and authority of the Chairperson of the People's Committee at the commune level, and participating in collective decisions of the People's Committee.
+ Implementing measures to improve working methods, management, and operation of the administrative machinery at the commune, ward, town level to enhance effectiveness.
+ Preventing and combating negative manifestations among state civil servants and local administrative machinery at commune level; receiving citizens, examining and resolving their petitions, complaints, and denunciations in accordance with the law; addressing and responding to the recommendations of the Vietnam Fatherland Front Committee and people's mass organizations at commune, ward, and town levels.
+ Directly managing and directing the implementation of certain tasks as prescribed by law.
+ Organizing the management and operation of activities of village chiefs and residential group leaders in accordance with the law.
+ Reporting work before the People's Council at the same level and the higher-level People's Committee.
+ Convening and presiding over meetings of the People's Committee at commune, ward, and town levels.
+ Implementing the allocation, utilization, rewarding, and disciplining of cadres and civil servants at the grassroots level according to the delegated management hierarchy.
+ Suspending or abolishing regulations that contravene the law issued by villages and residential groups.
3. Duties of the Deputy Chairperson of the People's Committee:
Organizing the management and directing the implementation of tasks according to sectors of work (economic-financial sector, cultural-social sector...) assigned by the Chairperson of the People's Committee and other tasks delegated by the Chairperson when the Chairperson is absent.
4. Standards for the Chairperson and Deputy Chairperson of the People's Committee:
+ Age: The age of the Chairperson and Deputy Chairperson of the People's Committee shall be determined by the Chairperson of the provincial People's Committee in accordance with the specific conditions of the locality, but the initial participation age must ensure at least two terms of office.
+ Education: Must have a high school diploma.
+ Political: Having a mid-level political theory qualification or higher in plain areas; mountainous regions require equivalent mid-level political theory training or higher.
+ Professional expertise: In plain areas, having a mid-level professional qualification or higher. In mountainous regions, equivalent basic-level professional knowledge training is required, with newly appointed individuals needing a mid-level professional qualification or higher. The field of expertise must align with the economic-social characteristics of each type of administrative unit. Administrative management skills and economic management have been trained.
PART 2: SPECIFIC STANDARDS FOR COMMUNE LEVEL CIVIL SERVANTS
Article 9Responsibilities:
They are specialized civil servants under the commune-level People's Committee; responsible for assisting the commune-level People's Committee in managing the State in their respective fields of work (Finance, Judiciary, Land Administration, Office, Culture-Society, Public Security, Military) and performing other tasks assigned by the Chairperson of the commune-level People's Committee.
Article 10. Duties and standards for Finance and Accounting Civil Servants:
1. Duties:
+ Preparing the budget revenue and expenditure plan for approval by the competent authority, assisting the People's Committee in organizing the implementation of the budget revenue and expenditure plan, finalizing the budget, inspecting other financial activities of the commune.
+ Managing construction investment projects and public assets at commune, ward, and town levels in accordance with regulations.
+ Advising the People's Committee on tapping revenue sources and implementing financial activities in compliance with legal provisions.
+ Inspecting financial and budgetary activities in accordance with regulations, implementing guidance from higher-level finance authorities.
+ Disbursing funds according to payment orders; implementing cash fund management and transactions with the State Treasury in accordance with regulations.
+ Submitting financial and budget reports in accordance with regulations.
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Graduating from secondary school in plain and urban areas, and graduating from junior high school or higher in mountainous areas.
+ Political Theory: After recruitment, must undergo political theory training at the equivalent of a basic level or higher.
+ Professional Expertise: In plain areas, having a mid-level Finance and Accounting qualification or higher. For current civil servants working in mountainous areas, minimum knowledge training in Finance and Accounting is required; newly recruited individuals must have a mid-level Finance and Accounting qualification or higher. Must undergo training in administrative state management after recruitment. In plain and urban areas, must be able to use computer technology in professional work.
Article 11. Duties and standards for Legal Affairs and Household Registration Civil Servants.
1. Duties:
+ Assisting the commune-level People's Committee in drafting and promulgating management documents in accordance with the law; helping the commune-level People's Committee organize public opinion solicitation for draft laws and ordinances according to the commune-level People's Committee's plan and guidance from higher-level specialized agencies; helping the commune-level People's Committee disseminate and educate the law among the commune populace.
+ Assisting the commune-level People's Committee in guiding community self-construction of village rules and regulations, inspecting the implementation of these rules, providing legal aid to the poor and policy beneficiaries as stipulated by law; managing the legal library; organizing services for the public to study the law; coordinating with the mediation team. Coordinating with village chiefs and residential group leaders to summarize and conclude mediation work, reporting to the commune-level People's Committee and higher-level judicial organs.
+ Implementing household registration and management tasks within the scope of delegated management authority.
+ Certifying matters within the scope of delegated authority as prescribed by law.
+ Assisting the commune-level People's Committee in implementing nationality-related tasks as prescribed by law.
+ Managing judicial records and statistics at the commune, ward, and town levels.
+ Assisting the commune-level People's Committee in implementing criminal enforcement tasks within the scope of delegated authority.
+ Assisting the commune-level People's Committee in coordinating with relevant agencies and organizations to decide on community-based education programs.
+ Assisting the commune-level People's Committee in registering land use rights and real estate transactions attached to land in accordance with the law.
+ Adhering to the operational regulations of the agency, file management systems, and work reporting procedures as prescribed.
+ Performing other legal affairs tasks as prescribed by law.
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Completion of secondary general education for plain and urban areas; completion of lower secondary education or higher for mountainous regions.
+ Political theory: After recruitment, must undergo political theory training equivalent to at least primary level.
+ Professional qualifications: In plain and urban areas, must have a college-level degree in Law or higher and must attend a judicial administrative training course for commune level after recruitment. For current civil servants working in mountainous regions, minimum knowledge training in judicial administration at commune level is required; if newly recruited, must have a college-level degree in Law or higher. Must attend administrative management training after recruitment. In plain and urban areas, must be able to use information technology in professional work.
Article 12. Duties and standards of Land Administration - Construction Civil Servants
1. Duties:
+ Establish land ownership registers for lawful land users, establish comprehensive land registers for all land in communes, wards, and towns.
+ Assist the People's Committee at the commune level in guiding procedures, reviewing to confirm the organization of households registering initial land, implementing citizens' rights related to land within the commune, ward, and town according to the law. After completing the procedures, responsible for updating land changes on the land register and approved land map.
+ Review, draft documents for the People's Committee at the commune level and superior People's Committees to decide on land allocation, land recovery, land leasing, change of land use purpose, issuance of land use right certificates for households and individuals and organizations to implement such decisions.
+ Collect data and figures on land quantity; participate in planning and land use plans; inspect the implementation of approved land use plans and plans by competent state agencies.
+ Implement land reporting and statistics systems as prescribed by time and model.
+ Preserve administrative boundary files, land boundary maps, specialized maps, land registers, comprehensive land registers, land use right certificate registers, land change tracking registers, statistical data, inventory, planning - land use plans at the People's Committee office, boundary markers...
+ Advise the People's Committee at the commune level on construction management, supervise technical aspects in building welfare projects locally.
+ Propagate, explain, mediate land disputes, receive complaints and denunciations from the public regarding land issues to assist the competent People's Committee in resolving them, regularly inspect to identify land violations and recommend actions to the People's Committee at the commune level.
+ Coordinate with higher-level specialized agencies in land surveying, establishing land maps, administrative boundary maps, and land clearance.
+ Participate in propagating and disseminating land policies and laws.
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Graduating from secondary school in plain and urban areas, and graduating from junior high school or higher in mountainous areas.
+ Political theory: After recruitment, must undergo political theory training equivalent to at least primary level.
+ Professional qualifications: In plain and urban areas, must have a college-level degree in Land Administration or Construction or higher. For current civil servants working in mountainous regions, minimum knowledge training in Land Administration or Construction is required; if newly recruited, must have a college-level degree in Land Administration or Construction or higher. After recruitment, must undergo land management, mapping, and administrative management training. In plain and urban areas, must be able to use information technology in professional work.
Article 13. Duties and standards of Office - Statistics Civil Servants
1. Duties:
+ Assist the People's Committee at the commune level in developing work programs, schedules, and monitoring their implementation; compile reports on economic and social conditions, advise the People's Committee on directing implementation.
+ Assist the People's Committee in drafting documents for submission to competent authorities; prepare reports to send to superiors.
+ Manage correspondence, ledgers, documents, manage file storage establishment, statistical report forms; monitor changes in quantity and quality of commune-level cadres and civil servants.
+ Assist the People's Council in organizing meetings, assist the People's Committee in receiving citizens and guests, receiving complaints from the public transferred to the People's Council and People's Committee or referred to competent authorities for resolution.
+ Ensure material conditions serving People's Council meetings and People's Committee work. + Assist the People's Committee in commendation and reward work at commune, ward, and town levels.
+ Assist the People's Council and People's Committee in implementing election duties for People's Council and People's Committee representatives according to the law and assigned tasks.
+ Receive and deliver results in transactions between the People's Committee and agencies, organizations, and citizens under the "one-stop" mechanism.
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Graduating from secondary school in plain and urban areas, and graduating from junior high school or higher in mountainous areas.
+ Political theory: After recruitment, must undergo political theory training equivalent to at least primary level.
+ Professional qualifications: In plain and urban areas, must have a college-level degree in Archival Science, Records Management, Administrative Management, or Law or higher. For current civil servants working in mountainous regions, minimum knowledge training in one of the above professional fields is required; if newly recruited, must have a college-level degree in one of the three professional fields above. After recruitment, must undergo administrative management training (if not already completed administrative management college). In plain and urban areas, must be able to use information technology to support professional work.
Article 14. Duties and standards of Culture - Social Affairs Civil Servants
1. Duties:
+ Assist the People's Committee at the commune level in disseminating information and educating about Party policies and state laws, local economic-political conditions, and combating enemy propaganda subversion; report public opinion on cultural environment conditions in the locality to the Chairman of the People's Committee at the commune level.
+ Assist the People's Committee in organizing mass sports, cultural, and artistic activities, clubs, traditional festivals, protecting historical-cultural relics, scenic spots in the locality, entertainment venues, and building civilized lifestyles, cultural families, preventing the spread of reactionary ideas, decadent thoughts, and other social evils through culture and art forms in the locality.
+ Assist the People's Committee in organizing campaigns to mobilize social resources for the construction and development of cultural, artistic, sports activities, and the preservation of historical sites, scenic spots, and local recreational areas.
+ Guide and inspect organizations and citizens' compliance with laws in cultural information and sports activities.
+ Develop programs and plans for cultural, artistic, information dissemination, sports, labor, war invalids, and social work activities, submit them to the People's Committee of the commune for approval, and implement approved programs and plans.
+ Conduct population, labor force statistics, employment status, and industry trends within the jurisdiction; monitor the number and situation of policy beneficiaries in labor, war invalids, and social affairs.
+ Provide guidance and accept applications from individuals seeking vocational training, employment, and those entitled to preferential policies and social benefits, submitting these to the Commune People's Committee for resolution within its authority.
+ Monitor and urge the implementation of benefit payments for policy beneficiaries in labor, war invalids, and social affairs; coordinate with mass organizations in caring for and assisting policy beneficiaries; manage martyrs' cemeteries, memorials, and social welfare, including the care and support of social beneficiaries in the community.
+ Monitor the implementation of poverty reduction programs.
+ Assist the Commune People's Committee in summarizing and concluding reports on cultural, artistic, information dissemination, sports activities, and labor, war invalids, and social work at the commune level.
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Graduating from secondary school in plain and urban areas, and graduating from junior high school or higher in mountainous areas.
+ Political theory: After recruitment, must undergo political theory training equivalent to at least primary level.
+ Professional qualifications: In plain areas, must have a college degree in arts and culture (specialized field), management of culture and information, or vocational labor, war invalids, and social affairs, or higher. For civil servants currently working in mountainous regions, they must be trained in one of the specialized fields mentioned above; if newly recruited, they must have a college degree or higher in one of the specified fields. After recruitment, they must undergo administrative state management training and additional relevant specialized field training. Proficient in equipment suitable for their field; in plain and urban areas, must be able to use computer technology in their work.
Article 15. Duties and standards for the Head of the Commune Police.
1. Duties:
+ Organize the commune police force, closely monitor security and public order conditions in the area; advise and propose to the Party Committee, Commune People's Committee, and superior public security organs on policies, plans, and measures to ensure security and public order, and implement them after approval by authorized bodies.
+ Coordinate with agencies and mass organizations to disseminate laws related to security and public order to the people, guide the organization of the masses in conducting security and public order work in the managed area.
+ Organize preventive measures against crime, social evils, and other violations of the law according to legal provisions and instructions from superior public security organs.
+ Implement fire prevention, firefighting, public order maintenance, traffic safety, weapons, explosives, and flammable materials management; household registration management, and inspections of security and public order regulations within the jurisdiction according to authority.
+ Handle individuals who violate the law according to legal provisions; organize the management and education of subjects within the jurisdiction according to legal provisions.
+ Direct environmental protection, arrest suspects caught in the act, organize the arrest of wanted persons and administratively sought individuals according to legal provisions; receive and escort arrested individuals to superior public security organs; provide emergency medical assistance to victims.
+ Patrol and protect important political, economic, security, and defense targets in the area according to instructions from superior public security organs; build a clean, strong internal police force and perform other tasks assigned by the Party Committee, Commune People's Committee, and superior public security organs.
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Must have completed secondary school in plain areas, and junior high school or higher in mountainous areas.
+ Political Theory: After recruitment, must achieve a college-level political theory qualification in plain areas, and an equivalent junior college-level political theory qualification in mountainous areas.
+ Specialization and professional qualifications: In plain areas, must have a college-level qualification in the police field or higher. For current civil servants working in mountainous areas, they must be trained in the police field; if newly recruited, they must complete the village police chief training program as stipulated by superior public security organs. After recruitment, they must undergo administrative state management training. Proficient in equipment suitable for their field.
Article 16. Duties and standards for the Military Commander.
1. Duties:
+ Advise and propose to the Party Committee and local government on policies, measures for leadership and direct implementation of national defense and military tasks, building civilian militia forces, and reserve forces.
+ Develop plans for force building, political education, military training, combat operations, and public security activities of the civilian militia; develop plans for conscription and call-up of citizens for military service; mobilize reserve forces and other plans related to national defense and military tasks; coordinate with mass organizations to implement related defense and military tasks in the area.
+ Coordinate with military forces in the area to train reservists as prescribed.
+ Implement registration and management of citizens of military age, reserve personnel, and civilian militia according to legal provisions; carry out mobilization and call-up of young men for military service.
+ Direct the civilian militia to cooperate with the police and other forces in regularly maintaining security and public order, being ready for combat, serving combat operations, and organizing disaster relief, evacuation, rescue, and relief operations.
+ Coordinate with mass organizations in the locality to educate the public about national defense and military awareness and related legal documents.
+ Develop plans to coordinate with economic, cultural, and social organizations to implement people's national defense integrated with people's security, and the whole-people national defense posture integrated with the people's security posture.
+ Implement policies for the rear services of the military; standards, systems, and policies for civilian militia, self-defense forces, and reserve military personnel according to regulations.
+ Strictly organize the implementation of management, use, and preservation of weapons and equipment, readiness for combat; manage defense works according to分级管理;执行国防和军事工作的检查、报告、总结制度。
2. Standards:
+ Age: Not exceeding 35 years old at initial recruitment.
+ Education: Graduating from secondary school in plain and urban areas, and graduating from junior high school or higher in mountainous areas.

+ Professional expertise: In plain areas, must achieve a level equivalent to a junior college level of military education for reserve officers at the squad level or above. For civil servants currently working in mountainous areas, they must be trained in professional knowledge; if newly recruited, they must be equivalent to a junior college level of military education for reserve officers at the squad level or above. After recruitment, they must complete training on state administration regarding local-level national defense. Proficient in using equipment for professional work.
SECTION 3: STANDARDS FOR THE LANGUAGES OF MINORITY ETHNIC GROUPS FOR LOCAL RURAL CIVIL SERVANTS
Article 17. Civil servants working in areas where minority ethnic groups reside must know at least one language of a minority ethnic group.
Chapter III:
IMPLEMENTING PROVISIONS
Article 18. Based on the provisions of this Decision and the actual situation in the locality, the Chairman of the Provincial People's Committee shall guide the Chairman of the District People's Committee to develop a plan to implement these standard requirements for village-level cadres and civil servants, and approve such plan.
Article 19. These standards serve as the basis for preparing candidates for the election of People's Council representatives and implementing the Law on the Organization of People's Councils and People's Committees at the Commune Level.
Article 20. The Chairmen of the People's Committees at provincial, district, and commune levels are responsible for organizing the implementation of this regulation. Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs for study and resolution./.
