DIRECTIVE

On Strengthening Quality Control of Construction Projects Funded by State Budget

On March 7, 2005, the Ministry of Construction issued Circular No. 280/BXD-GD to the People's Committees of provinces and centrally-administered cities regarding quality control of construction projects for resettlement housing and land clearance, but inspections revealed that the quality of some projects still did not meet requirements. To effectively manage the quality of construction projects funded by state budget funds, particularly in the construction of resettlement projects, cultural facilities, public welfare projects, and urban technical infrastructure, the Minister of Construction instructs the Construction Departments to focus on implementing the following tasks:

1. Inspect compliance with regulations on construction project quality management stipulated in Government Decree No. 209/2004/NĐ-CP dated December 16, 2004, concerning the Project Owner and construction contractors.

2. Inspect the capacity conditions of the Project Management Board and organizations and individuals involved in constructing the aforementioned projects according to the provisions of Government Decree No. 16/2005/NĐ-CP dated February 7, 2005, on project management for construction investment projects. At construction sites, it is necessary to inspect the suitability of training certificates for technical workers for jobs requiring technical skills.

3. Require the Project Owner to engage consulting organizations to inspect the quality of resettlement housing projects before handing them over and allowing their use.

Inspections must be conducted regularly and violators must be dealt with strictly. Inspection results must be reported to the Ministry of Construction for monitoring and guidance. The Directors of the Construction Departments are required to implement this Directive strictly./.
