MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 43/2003/ND-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Considering the proposal of the Director of the Cadre and Civil Service Department,
DECISION:
Article 1. Position and Functions
The Marine Fisheries Research Institute (hereinafter referred to as the Marine Institute) is a public service organization under the Ministry of Fisheries, with the function of investigating marine fishery resources, marine environment, biodiversity, and marine conservation; researching fishing technology and fishery resource forecasting; researching post-harvest technology; implementing technology transfer, trial production, and participating in scientific and technological research activities related to the sea; training postgraduate programs in assigned specialties. The Marine Institute operates nationwide.
The Marine Institute has its own seal and is authorized to open accounts at State banks and treasuries.
English name for transactions: Research Institute for Marine Fisheries, abbreviated as RIMF.
The main office of the Marine Institute is located at 170 Le Lai Street, Ngo Quyen District, Hai Phong City.
Article 2. Tasks.
The main tasks of the Marine Institute are as follows:
1. Developing directions for scientific and technological research in fisheries, preparing long-term, five-year, and annual research plans, and organizing their implementation after approval by the Ministry of Fisheries;
2. Investigating marine fishery resources; researching fishery biology and the laws governing the fluctuation of fishery resources; assessing stock levels and sustainable exploitation capacity of fishery resources; creating maps of fishery resources and predicting fishing grounds; researching measures to maintain, protect, and develop fishery resources. Participating in developing directions for the development of fishing industries and post-harvest technologies;
3. Researching marine biodiversity as a scientific basis for the rational use of marine ecosystems; researching measures to restore, regenerate, and develop fishery resources; proposing and establishing marine conservation areas; building databases on biodiversity to serve planning and management of marine conservation areas;
4. Researching the marine environment to support the development of fishing and aquaculture industries. Monitoring, warning about environmental conditions and diseases affecting marine life; providing information on marine environmental quality indicators; researching and proposing solutions to address environmental pollution and manage the marine environment;
5. Researching and applying advanced fishing technologies suitable for the target species in fishing grounds to enhance exploitation efficiency and ensure sustainable use of fishery resources; researching improvements and standardization of fishing gear, fishing technologies, and materials used in fishing; participating in structuring the fishing industry rationally;
6. Researching and applying, improving preservation and processing technologies for seafood to reduce post-harvest losses, improve product quality and value, and ensure food safety;
7. Researching and developing procedures, norms, and standards for fishery resource surveys, scientific and technological research in fishing, preservation, and processing industries; other economic and technical standards and procedures within assigned fields for application in production;
8. Researching socio-economic issues related to the fishing industry in accordance with assigned functions and tasks;
9. Participating in fishery promotion activities and transferring fishing, preservation, and processing technologies to economic entities; producing experimental high-tech products for application in fisheries production; joint ventures and collaborations with government organizations, units, and individuals both domestically and internationally as prescribed by law;
10. Postgraduate education, specialized topic training, and enhancing professional skills in science and technology in the field of marine fisheries;
11. Implementing international cooperation tasks assigned by the Ministry and as prescribed by law;
12. Conducting scientific and technological information activities, applying information technology in marine fisheries research; building and managing databases on marine fisheries; constructing and managing museums and standard sample rooms for marine resources, biodiversity, fishing, and post-harvest technologies;
13. Providing scientific and technological advisory services for development activities in the fields of fishery resource surveys, planning, development, environment, marine conservation, fishing, and post-harvest technologies as prescribed by law;
14. Managing and utilizing labor, assets, and finances of the Marine Institute and subordinate units in accordance with the law;
15. Performing other tasks assigned by the Minister of Fisheries.
Article 3. Organizational Structure
The Marine Institute shall have a Director and not more than three Deputy Directors appointed by the Minister of Fisheries.
The organizational structure of the Institute includes:
1. Office (Human Resources, Administration, and Training);
2. Planning and Finance Department;
3. Information Technology and Scientific and Technological Information Department;
4. Fishery Resource Research Department;
5. National Marine Environment Monitoring and Warning Center (with a system of monitoring and warning stations nationwide);
6. Marine Conservation Research Department (with a Marine Conservation Research Station);
7. Fishing Technology Research Department (with a fishing gear assembly workshop);
8. Post-Harvest Technology Research Department (with a processing technology experimental workshop);
9. Northern Fisheries Technology Training and Technology Transfer Center;
Located at 170 Le Lai Street, Ngo Quyen District, Hai Phong City;
10. Southern Branch of the Marine Fisheries Research Institute (with a Central Coast Fisheries Research Station and a Southwest Fisheries Research Station);
Located in Vung Tau City, Ba Ria-Vung Tau Province;
11. Research and Survey Vessel Team;
Article 4. Effective date
This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace the following documents:
Decision No. 436/TS-QĐ dated August 19, 1983 of the Minister of Fisheries regarding the transfer of remaining facilities and personnel from the Aquaculture Research Institute (in Hai Phong) to the Marine Fisheries Research Institute and redefining the tasks and organizational structure of the Marine Fisheries Research Institute;
Decision No. 521/2000/QĐ-BTS dated June 8, 2000 of the Minister of Fisheries regarding the transfer of aquaculture research tasks (brackish water and saltwater) from the Marine Fisheries Research Institute to the Institute of Aquaculture I;
Circular No. 331/TS-TCCBLĐ dated February 15, 2001 of the Minister of Fisheries regarding the restructuring of the Marine Fisheries Research Institute;
And previous regulations that conflict with this Decision.
Article 5. Responsibilities for Implementation
The Director of the Marine Products Research Institute is responsible for coordinating with relevant agencies and units to develop and issue the Regulation on the organization and operation of the Marine Products Research Institute after obtaining the approval of the Ministry.
The Head of the Ministry's Office, the Director of the Marine Products Research Institute, the Heads of the Departments, Bureaus, the Inspectorate of the Ministry, the Heads of subordinate units under the Ministry, and the Directors of Fisheries Departments and Departments of Agriculture and Rural Development that manage fisheries shall be responsible for implementing this Decision./.
