PRIME MINISTER
WHEREAS pursuant to the Government Organization Law dated December 25, 2001;
Pursuant to the report No. 235/TTr-UB dated February 17, 2004 of the People's Committee of Quang Ngai Province; The opinion of the Minister of Planning and Investment at Circular No. 4866 BKH/TĐ&GSĐT dated August 5, 2004,
DECISION:
Article 1. Approving the adjustment of the overall planning for socio-economic development of Quang Ngai Province until 2010 with the main contents as follows:
1. Objectives:
a) Promoting growth and restructuring the economic structure towards industrialization and modernization, quickly bringing Quang Ngai out of poverty and underdevelopment and turning it into a province with relatively high socio-economic development levels in the region, creating many jobs for workers; eradicating hunger, rapidly reducing the number of poor households; striving to reach average income levels compared to the whole country, gradually improving the quality of material and spiritual life of the people.
b) Leveraging the advantage of human resources, enhancing the capacity to apply science and technology, building economic and social infrastructure to meet the requirements of renewal, laying a solid foundation for socio-economic development during the period of 2005-2010, striving to make Quang Ngai a province with developed industry by 2010.
c) Strengthening economic potential, national defense, security, political stability, public order and safety being maintained.
2. Development viewpoint:
a) Socio-economic development of Quang Ngai Province is linked with the development of the Central Coastal Economic Zone and the whole country.
b) Socio-economic development of the Province following a focused approach and appropriate steps.
c) Concentrating investment in building infrastructure.
d) Investing in developing human resources of the Province.
đ) Developing economy in conjunction with social development, national defense and security.
3. Some key indicators:
a) Striving to achieve a gross domestic product (GDP) growth rate of the Province from now to 2010 around 12-13%; of which, from now to 2005 around 10-11%, and the period 2006-2010 around 14-15%.
b) GDP per capita: reaching about 5.24 million VND (current price) in 2005, equivalent to 63.8% of the national average, and reaching about 11.2-12.1 million VND (current price) in 2010, equivalent to approximately 93.2% of the national average.
c) Export turnover reaching 25-30 million USD in 2005 and approximately 60-70 million USD in 2010.
d) Population growth rate from now to 2005 below 1.1% and the period 2006-2010 is 1%. Striving to create new jobs annually for about 28,000-30,000 laborers; the proportion of trained labor force reaching about 28-30%.
đ) Reducing the ratio of poor households to below 10% in 2005 and below 5% in 2010 (poverty standard for the 2001-2005 period). Reaching 100% of households in urban areas and 75% of households in rural areas using clean water in 2005, and reaching 90% of households in rural areas using clean water in 2010.
e) Regarding universal education: completing universal lower secondary education and universal primary education at the correct age in all plains districts by 2005. Completing and consolidating universal lower secondary education and universal primary education at the correct age, implementing universal upper secondary education in places with conditions by 2010.
g) Striving to reduce the rate of malnourished children (under 5 years old) to about 30% in 2005 and about 20% in 2010.
4. Directions for developing industries and socio-economic sectors:
a) Industry and small-scale handicrafts: developing industry is the central task of the Province in the coming time. General direction is:
- Concentrating investment, accelerating the formation and development of the Dung Quat Economic Zone, aiming to create a breakthrough for socio-economic development.
- Completing the Tinh Phong Industrial Park, Quang Phu Industrial Park; forming the Pho Phong Industrial Park. Building some medium and small industrial clusters in Sa Huynh, Mo Duc, La Ha, Son Hai and some industrial clusters in counties and towns with conditions.
- Focusing on developing industries:
+ Oil refining and chemical industry;
+ Machinery, metallurgy and shipbuilding;
+ Mining and construction materials;
+ Sugar processing and sugar products;
+ Processing aquatic and livestock products;
+ Processing consumer goods;
+ Developing other industries in rural areas such as: production of construction materials, leather shoes, garments, food processing, animal feed, restoring and developing some traditional handicraft products;
+ Developing some supporting industries serving the Dung Quat Economic Zone.
b) Agriculture:
- Restructuring agriculture, reducing the proportion of crop cultivation, increasing the proportion of animal husbandry and services for agriculture. By 2010, the proportion of crop cultivation will be 55%, animal husbandry will increase to 45%.
- Completing the conversion of land for three rice crops per year to two rice crops per year.
- Investing in forming raw material zones for sugarcane, cassava, rubber, cotton, cashew nuts, paper raw materials... to meet the needs of processing plants.
- Applying new scientific and technological advances to all stages of production and product consumption.
- Encouraging the development of farm economies, service industries, and processing industries in rural areas.
- Enhancing infrastructure for the agricultural sector and rural areas regarding transportation, electricity, irrigation, drinking water, market networks, and other services.
- Forming an agricultural belt serving the Dung Quat Economic Zone.
c) Forestry:
Intensifying concentrated forest planting, averaging 5,000-6,000 hectares per year. Ring-fencing and natural regeneration of forests around 8,000-10,000 hectares. Reasonably exploiting natural and planted forests at about 70,000-75,000 cubic meters per year, mainly for raw material forests. The forest coverage rate of the entire province will reach 35% in 2005 and 45% in 2010.
d) Fisheries:
- Fishing: total catch volume reaching 88,000 tons in 2005 and 100,500 tons in 2010.
- Aquaculture: vigorously developing aquaculture of brackish and fresh water species, particularly shrimp farming as a commercial production. Striving for aquaculture area to reach 3,350 hectares with a yield of 8,500 tons in 2010, of which shrimp farming area will reach about 3,000 hectares, yield about 6,500 tons.
- Developing fisheries logistics services: completing fish ports at Sa Huynh, Sa Ky, Tinh Hoa; expanding the fish port at Ly Son and completing the anchorage for Ly Son boats.
d) Trade, import-export, and tourism services:
- Export turnover reaching from 25 to 30 million USD by 2005 and reaching approximately from 60 to 70 million USD by 2010; import turnover reaching 94 million USD.
- By 2005, complete the reorganization of market networks, build new central markets in districts, some central markets in mountainous commune clusters, coastal areas, expand overloaded markets, eliminate temporary markets and move markets along transportation corridors. From 2006 to 2010: invest in building and upgrading remaining markets.
- Tourism: forecast to welcome 18,000 international visitors and 200,000 domestic visitors by 2005, and approximately 45,000 foreign visitors and over 320,000 domestic visitors by 2010. Tourism revenue estimated to reach 900 billion VND by 2005 and approximately 3,000 billion VND by 2010.
Cooperate with large national travel companies (Hanoi Travel Company, Ho Chi Minh City Travel Company) and regional ones such as Da Nang, Hue, Quang Nam to invest in eco-tourism and historical routes, linking intra-provincial tourism routes with central and inter-regional tourism routes, domestic tourist centers; focus on investing in My Khe, Sa Huynh, Van Tuong, Khe Hai, Ca Dam, Nuoc Trong... tourist areas.
- Develop financial and banking services and other services. Form capital markets, attract idle capital from residents, economic organizations, families within and outside the province.
e) Development according to territorial areas:
- Urban development:
+ The rate of urbanization will increase to 14.3% by 2005 and 18.3% by 2010.
+ By 2005, Quang Ngai city will be upgraded to provincial capital city and expanded towards the northeast of Tra River. By 2010, the provincial capital city will have an economic structure oriented towards industry - service - agriculture, then shift to a service - industry - agriculture structure with a population of about 148,000 people.
+ By 2010, Van Tuong city will have an area of 2,400 hectares, of which the urban area is 1,682 hectares; population of 95,000 people. In the future, this will be one of the modern industrial, tourism, and service cities in Central Vietnam.
+ Orient towards building Duc Pho town into a provincial-level town by 2010.
+ Build towns and district capitals into centers of each district to influence economic and social development in rural areas.
- Mountainous region: including six districts: Tra Bong, Son Ha, Son Tay, Minh Long, Ba Tro, and Tay Tra, accounting for 62.9% of natural area and 14.3% of the total population of the province. Orientation for development until 2010:
+ Take agricultural and forestry development as the foundation for stabilizing and developing the economy and society. Distribute agricultural production towards comprehensive development, forming concentrated production areas (wood and forest products, cinnamon, sugar cane, rice, pepper...).
+ Focus on developing industries using local raw materials (agricultural and forestry products) such as processing, repair machinery, tool production, construction material production, and services.
+ Develop education and training, improve public awareness, and train human resources.
+ By 2005, reduce poverty rate below 20%, by 2010 below 10% (according to the poverty standard of the period 2001-2005).
- Plain and coastal island region: includes eight administrative units at the district level, including Quang Ngai city and six coastal plain districts: Binh Son, Son Tinh, Son Nghia, Nghia Hanh, Mo Duc, Duc Pho, and Ly Son island district, accounting for about 37.2% of natural area; 85.7% of the population. Orientation for development:
+ Shift the economic structure towards increasing industry and services, modernize production sectors; while ensuring comprehensive and solid development of agriculture.
+ Coastal sub-region and islands include coastal communes and Ly Son island district: develop integrated marine economy, develop aquaculture as the main and spearhead production sector. Promote distant fishing, develop aquaculture in tidal waters and surface water areas. Construct and upgrade fish ports according to planning. Promote shrimp farming on sandy land, ensure sustainable development and environmental protection. Diversify crop and livestock structures; intensify short-term cash crops, grow vegetables, coconuts, cashews, watermelons, maintain garlic and shallot areas on Ly Son island, raise cattle, pigs, and poultry.
+ Plain sub-region: stabilize food production area, form specialized areas for cash crops such as sugarcane, cassava, peanuts, beans, cotton... combined with raising cattle, goats, pigs, and poultry.
+ Midland sub-region: concentrate on developing sugarcane growing areas, rubber planting, cashew trees, fruit trees combined with afforestation and beef cattle breeding.
g) Infrastructure development:
- Transportation:
+ Road network:
· Prioritize investment in upgrading and asphalt paving of inter-district roads. Asphalt or concrete paving of inter-commune roads and roads to central communes in mountainous areas and central communes in plains, gradually concrete paving of commune and village roads.
· Coordinate with central ministries and sectors to upgrade National Highway 1A, National Highway 24, National Highway 24B, Docc Sot - Van Tuong route, and routes in Dung Quat Economic Zone. Continue constructing Dung Quat Port, Song Ve Bridge, Da Nang - Quang Ngai Expressway, Tra Bong - Dung Quat, and Dung Quat - Sa Huynh.
· Construct and form cross and longitudinal road networks connecting different regions of the province.
· Develop rural and mountainous area transportation.
+ Waterway network: dredge and clear channels at Dai Gate and Kinh Giang River, My A Gate. Upgrade Sa Ky and Ly Son ports; construct anchorage and logistics services for Ly Son fishermen, Sa Huynh, Tinh Ky fish ports, and ferry bridge to small island. Continue constructing deep-sea Dung Quat Port phase I, capacity of 20-30 million tons/year.
+ Railway network: coordinate with railway sector to upgrade Quang Ngai station to the level of provincial capital station. Construct railway line from Docc Sot to Dung Quat Port.
- Water resources:
+ Concentrate investment in building and upgrading the canal system and dredging the Thach Nham irrigation reservoir; the Nui Ngang lake irrigation channel, Nước Trong water storage dam, Trà Khúc river floodgate, Trà Bồng river salinity barrier, Chóp Vung reservoir, and other irrigation dams.
+ Gradually invest in flood control works for the Thoa River - My A estuary, Vệ River estuary, and Trà Bồng River.
+ Invest in preventing soil erosion along the Trà Khúc River, Trà Bồng River, Vệ River, Trà Câu River, Rin River, and Lý Sơn Island.
- Water supply and drainage:
+ Construct a water supply system for Quang Ngai City Phase II from 20,000 m³/day to 30,000 m³/day. Provide clean water for mountainous areas, towns, and rural areas, initially addressing water needs in four mountainous district towns and all plains districts, with a system capacity of 300-500 m³/day.
+ Complete the city drainage project Phase I by 2005 and finish Phase II after 2005. Gradually construct and improve drainage systems in towns.
- Power transmission network:
+ Coordinate with relevant Ministries, Departments, and Vietnam Electricity Corporation to build the 500 KV Pleiku - Dung Quat - Da Nang power line, construct the Dakring hydropower plant (100 MW capacity), small hydropower plant Nước Trong (10 MW), and small hydropower plants on the upper reaches of the Trà Khúc and Trà Bồng rivers.
+ By 2010, ensure 100% of households have access to electricity. Average electricity consumption per capita in 2010 will reach 250 kWh.
- Postal and telecommunications:
+ Build and develop modern, synchronized, and extensive telecommunication networks. Strive to achieve 100% coverage of postal and cultural centers in communes by 2010, with over 10 telephone sets per 100 people.
+ Implement new services such as postal checks, postal insurance, shopping through post offices, telecommunications, power, and water supply services.
- Social infrastructure projects:
+ Construct a new provincial general hospital with 600 beds, a tuberculosis, mental health hospital, and specialized hospitals at the old hospital site; upgrade malaria, goiter stations, maternal and child health centers, district health centers.
+ Upgrade, expand, and construct new secondary schools, high schools, and vocational training institutions. By 2005, 25% of primary schools, 15% of secondary and high schools meet national standards; by 2010, the following percentages of schools will meet national standards: high schools 82%, secondary schools 85%, primary schools 85%.
+ Construct a new high-quality vocational school funded by South Korea according to the Prime Minister's directive.
+ Upgrade Quang Ngai College of Education, Community College, and Health Vocational School. Construct Pham Van Dong University, and two advanced vocational schools in Dung Quat and Quang Phu.
+ Construct a new Sports and Physical Culture Center in Van Tuong; upgrade the provincial stadium. Gradually renovate and construct sports and physical culture centers in districts and towns.
+ Continue to invest in social welfare facilities such as radio and television centers, museums, squares, green park systems, cultural facilities, memorials dedicated to Comrade Pham Van Dong.
h) Develop social sectors:
- Population, labor, and employment:
+ Improve overall physical fitness for workers, primarily by enhancing nutrition (reaching 2,400 kcal/person/day by 2005 and 2,800 kcal/person/day by 2010).
+ Expand industries to attract labor into manufacturing and service sectors. Continue effectively implementing job creation programs; provide capital, environment, experience, and market information to workers through agricultural, forestry, and fisheries extension programs.
- Continue implementing poverty reduction efforts through the Poverty Eradication Program and economic and social development programs of the Province to achieve set goals.
- Education and training:
+ For preschool education: strive to reach 46% of children aged 3-5 attending school by 2005 and 67% by 2010; for children aged 5, attendance should be 95% by 2005 and 99% by 2010.
+ For primary education: aim for 93% of students aged 6-11 attending school by 2005 and 95% by 2010.
+ For lower secondary education: aim for 50% of students aged 11-16 attending school by 2005 and 60% by 2010.
+ For upper secondary education: aim for 30% of students aged 16-18 attending school by 2005 and 35% by 2010.
+ Increase the proportion of students receiving vocational guidance and training to 46% by 2005 and 18-20% of working-age population receiving vocational training by 2010. Develop a plan for vocational training to serve the Dung Quat Economic Zone.
- Healthcare development:
+ Effectively implement preventive healthcare work, develop hygiene and disease prevention campaigns, and protect the environment. Implement National Health Programs, primary healthcare, medical examinations and treatments for the public, gradually promote socialization in healthcare and community health care, initially focusing on urban districts, towns, and plains communes.
+ Strive to achieve 100% commune-level health stations by 2005, with 70% of communes having doctors by 2005 and 100% by 2010.
+ Strengthen the healthcare network from province to grassroots level; enhance the professional skills and sense of responsibility of medical staff; closely integrate modern medicine with traditional medicine.
- Culture, information, sports:
+ Construct cultural and information centers in districts and towns, increase the ratio of households listening to radio and watching Vietnamese television; preserve and develop ethnic cultural heritage, revolutionary historical sites, scenic spots.
+ Regularize sports activities in government offices, schools, and residential areas. Increase the percentage of people regularly engaging in physical exercise and sports to 25% by 2005 and 30% by 2010.
5. Main solutions:
- Mobilize all resources within and outside the Province to invest in economic and social development according to the orientation and targets set out in the planning.
- Fully leverage creativity, dynamism, and autonomy of grassroots economic units, coordinate uniformly and orderly in management and operation by sectors and levels regarding activities in the area.
- Enact and concretize policies suitable to the situation of Quang Ngai Province, particularly measures to encourage investment accumulation, production development, and promote social consumption; gradually remove obstacles and difficulties in agricultural-industrial-fishery-tourism import-export activities, expand markets, and train human resources.
- Enhance effectiveness in management and administration, better fulfill political and material responsibilities towards organizations and individuals at all levels and enterprises.
- To implement planning, in addition to the general measures mentioned above, specific measures need to be applied for the following issues:
+ Mobilize investment capital: concentrate all sources of investment capital from the state budget, take advantage of ODA funds, and simultaneously exploit and mobilize capital from land funds through land auctions and project bidding to construct infrastructure to meet the goals of economic and social development of the Province.
+ Continue to supplement some mechanisms and policies to encourage various economic sectors and enterprises to invest in production development and infrastructure construction according to the economic and social development targets.
+ Continue to create a favorable and attractive environment to attract foreign direct investment to enhance the Province's economic development capacity, while effectively applying technological progress and technology transfer.
+ Develop scientific and technological potential, train and retrain human resources; promote socialization in cultural, sports, health, and education fields.
+ Strengthen investment in modernizing equipment and technology, combined with training and retraining labor to have the capability to absorb advanced science and technology.
+ Continue to issue supplementary preferential policies for excellent students and cadres from outside the province who work long-term in Quang Ngai and for excellent cadres within the Province.
+ Promote the training and retraining of cadres, civil servants, and business management cadres to meet the requirements of industrialization and modernization, and have the ability to access advancements in science and technology, market management to proactively integrate into the international economy.
+ Market policy: continue to prioritize the domestic market, especially the Central Highlands and Northwest region markets; at the same time, pay attention to and increase purchasing power in the provincial market, gradually form market centers according to each stage of development in both urban and rural areas.
+ Consolidate and expand existing overseas markets while seeking new markets through technological innovation, improving quality, updating designs, reducing costs, and creating new products.
+ Strengthen cooperation, joint ventures, linkages, and coordinated development with provinces and cities in the region and nationwide, which will be concretized into specific projects with objectives, contents, and implementation steps in service, tourism, trade, human resource training, and investment cooperation fields.
+ Regarding administrative reform and thrift policy: continue to streamline the state apparatus towards efficiency, integrity, and sufficient capacity to serve; strengthen administrative discipline, individual responsibility systems, and implement a single-window mechanism across all sectors and levels.
Article 2. The People's Committee of Quang Ngai Province shall have the following tasks:
1. Based on this Decision, the Provincial People's Committee needs to publicize the planning, specifically study and concretize the goals, and implement them through economic and social development programs and appropriate investment projects; build long-term, medium-term, and short-term plans to manage and operate effectively, avoiding dispersion. During the implementation of the plan, it must regularly update the situation and promptly report to the competent authority when there is a need for supplementation or adjustment.
2. Proactively coordinate with ministries, ministerial-level agencies, and government agencies to research and propose to the Prime Minister to issue mechanisms and policies suitable for the conditions of Quang Ngai Province to encourage various economic sectors to invest in production and service business development, expand markets, actively integrate internationally, protect national security and defense, and effectively utilize capital to achieve the economic and social development goals set out in Article 1 of this Decision.
3. Implement organizational and management reforms and administrative reforms, gradually create a favorable environment to encourage domestic and foreign investment, fully leverage the potential and strengths of Quang Ngai Province to gradually promote positive factors and limit negative aspects of the market mechanism during integration and development.
4. Direct focused and prioritized investment to quickly achieve practical results; prioritize investment in technical and social infrastructure construction to drive the development of industries and fields.
5. Improve the effectiveness of local government management machinery operations, along with the renewal of cadre placement work; complete the legal system, policies, and specific division of responsibilities to enhance individual and organizational management accountability.
Article 3. Ministries, ministerial-level agencies, and government agencies based on their functions and tasks shall have the responsibility to coordinate with the People's Committee of Quang Ngai Province to concretize approved sectoral planning through programs and investment projects in the Province, creating conditions for the Province to achieve its set goals.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Chairman of the People's Committee of Quang Ngai Province, Ministers, Heads of ministerial-level agencies, and Heads of government agencies are responsible for implementing this Decision./.
