DIRECTIVE
On the enforcement of laws on traffic order and safety
In recent times, although the Party and State have implemented many measures to prevent and control traffic accidents, serious traffic accidents still occur, causing significant losses of life and property for the State and people. There are many reasons for this situation, including the limited awareness of traffic participants. To contribute to preventing and reducing traffic accidents and congestion, the Governor of the State Bank requests the Heads of Departments, Bureaus, units under the State Bank, units under the State Bank's affiliated enterprises, the Office of the State Bank in Ho Chi Minh City, Governors of State Bank branches in provinces and centrally-administered cities; Chairmen of Management Councils, General Directors (Directors) of Credit Organizations, Deposit Insurance Vietnam (hereinafter referred to as Heads of Units) to coordinate with the Party Committee, Trade Union, Youth League to instruct cadres, civil servants, and employees to strictly implement Resolution No. 32/2007/NQ-CP dated June 29, 2007 on urgent measures to control traffic accidents and congestion issued by the Government, Notification No. 90-TB/TW dated August 31, 2007 of the Central Committee, and related documents guiding the implementation of traffic order and safety by local authorities, Party committees, and mass organizations. During the implementation process, attention should be paid to the following tasks:
1. The Heads of Units shall closely cooperate with the Party Committee, Trade Union, and Youth League to disseminate and thoroughly understand the contents of the above-mentioned documents on traffic order and safety to each cadre, party member, civil servant, and employee within their units, enhancing the awareness of cadres, civil servants, and employees in the industry to set an example in complying with laws on traffic order and safety. Compliance with laws on traffic order and safety by cadres, civil servants, and employees shall be a criterion for annual commendation. Cadres, civil servants, and employees who violate and are notified by competent agencies must be considered for demotion in commendations.
2. Media agencies in the industry shall strengthen publicity through special topics to enhance the dissemination and popularization of laws on traffic order and safety; commend units and individuals who perform well; criticize units and individuals who fail to perform well or continue to violate laws on traffic order and safety.
3. The Rector of the Banking Academy, the President of the Ho Chi Minh City Banking University shall intensify legal education on traffic order and safety for students; strictly manage, frequently remind, and handle violations of laws on traffic order and safety by students seriously.
4. The Heads of Units shall strictly direct the dispatching of motor vehicles (including specialized vehicles) to ensure that they meet technical safety standards before being dispatched, undergo regular technical safety inspections when due, and not exceed the number of passengers allowed by regulations; sufficient parking spaces for cadres, civil servants, and employees in the unit and visitors must be arranged; vehicles must not occupy sidewalks or road shoulders; no fees for parking visitors' vehicles (day and night) shall be collected; parking services shall not be provided to non-visitors according to Decision No. 129/2007/QĐ-TTg dated August 2, 2007 of the Prime Minister on the Code of Conduct at Administrative State Agencies.
5. The Heads of Units shall appoint personnel to regularly coordinate with functional departments in the locality to monitor and inspect to prevent the occupation of sidewalks and road shoulders around the premises; take preventive and handling measures against violations of laws on traffic order and safety.
6. All cadres, civil servants, and employees in the industry have the responsibility to fully understand the provisions of laws on traffic order and safety to comply regularly and strictly; respond to campaigns on maintaining traffic order and safety initiated by localities, units, and mass organizations; participate in promoting and mobilizing to maintain traffic order and safety, and combat violations of laws on traffic order and safety; when participating in traffic using motorcycles or bicycles, they must wear helmets in accordance with legal regulations.
7. Quarterly, the Heads of Units shall conduct reviews, evaluations, draw lessons, and propose practical measures to effectively implement this directive; report results (combined with quarterly activity reports of their units) to the State Bank.
8. The State Bank Administration Bureau shall be responsible for monitoring, summarizing, and reporting the results on the implementation of traffic order and safety throughout the industry to the Governor; arrange locations and organize parking for cadres, civil servants, and visitors at the headquarters of the State Bank in accordance with Clause 4 of this Directive; monitor traffic order and safety conditions at the headquarters of the State Bank, notify the Heads of Departments, Bureaus, and units at the Central State Bank of any violations for reminders and handling.
9. This Directive shall take effect fifteen days from the date of publication in the Official Gazette. The Chief of the Office and Heads of Units throughout the industry are responsible for implementing this Directive.
