CIRCULAR
ISSUING THE LIST OF GRADUATE EDUCATION AND TRAINING AT THE MASTER'S AND DOCTORAL LEVELS

BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP dated December 3, 2007, stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
BASED ON THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP dated August 2, 2006, detailing and guiding the implementation of certain provisions of the Education Law, and GOVERNMENT DECREE NO. 31/2011/NĐ-CP dated March 11, 2011, amending certain provisions of GOVERNMENT DECREE NO. 75/2006/NĐ-CP.
Pursuant to Decision No. 38/2009/QĐ-TTg dated March 9, 2009, issued by the Prime Minister to promulgate the List of Education and Training in the National Education System;
AFTER RECEIVING THE AGREEMENT OPINION FROM THE MINISTRY OF PLANNING AND INVESTMENT IN LETTER NO. 79/BKHĐT-TCTK DATED JANUARY 5, 2012, REGARDING THE REVIEW OF THE DRAFT CIRCULAR ISSUING THE LIST OF GRADUATE EDUCATION AND TRAINING AT THE MASTER'S AND DOCTORAL LEVELS;
At the request of the Director of the Department of Higher Education,
The Minister of Education and Training decides:
Article 1. This Circular is promulgated with the List of Graduate Education and Training at the Master's and Doctoral Levels.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM APRIL 2, 2012, AND REPLACE DECISION NO. 44/2002/QĐ-BGD&ĐT DATED OCTOBER 24, 2002, OF THE MINISTER OF EDUCATION AND TRAINING ON THE ISSUE OF THE LIST OF SPECIALIZATIONS FOR POSTGRADUATE TRAINING.
Article 3. THE DIRECTOR OF THE DEPARTMENT, HEADS OF THE HIGHER EDUCATION DEPARTMENT, HEADS OF THE UNITS RELATED TO THE MINISTRY OF EDUCATION AND TRAINING, AND HEADS OF THE INSTITUTIONS PROVIDING TRAINING AT THE MASTER'S AND DOCTORAL LEVELS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
