CIRCULAR
Regulations on the principles for managing import tariff quotas for sugar, salt, and poultry eggs in 2013

Pursuant to Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade concerning international trade activities and foreign-related agency purchase, sale, processing, and transit activities;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions stipulated in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries;

The Minister of Industry and Trade issues this Circular regulating the principles for managing imports under tariff quotas for sugar, salt, and poultry eggs in 2013 as follows:
Article 1. Principles of Management
1. Principles of Allocating Import Quota Duties
The allocation of tariff quotas for importing sugar, salt, and poultry eggs shall be carried out in accordance with Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions stipulated in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries.
2. Recipients of the allocation of tariff quotas for importing sugar, salt, and poultry eggs
Sugar: the tariff quota for importing sugar is allocated to traders directly using sugar as raw material for production and traders producing raw sugar for refining.
SALT: THE QUOTA DUTY IMPORT LICENSE FOR SALT SHALL BE ALLOCATED TO TRADERS WHO DIRECTLY USE IT AS RAW MATERIAL FOR CHEMICAL PRODUCTION AND FOR MEDICINE AND HEALTHCARE PRODUCT PRODUCTION.
Poultry eggs: the tariff quota for importing poultry eggs shall be allocated to traders holding business registration certificates who have importation needs.
3. Time of allocation of tariff quotas for importing sugar, salt, and poultry eggs
The time of allocation of tariff quotas for importing sugar, salt, and poultry eggs shall be implemented according to the proposal of the Ministry of Agriculture and Rural Development so as not to affect the consumption of domestically produced sugar, salt, and poultry eggs.
