Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary system for cadres, civil servants, public officials, and armed forces;

At the proposal of the Minister of Home Affairs, the Minister of Finance, and the Minister of Science and Technology,

The Prime Minister issues this Decision on applying the additional base salary adjustment factor for civil servants, public officials, and workers at the Hoa Lac High-Tech Park Management Board under the Ministry of Science and Technology.

Article 1. Scope of Regulation

This Decision stipulates the additional base salary adjustment factor for civil servants, public officials, and workers at the Hoa Lac High-Tech Park Management Board under the Ministry of Science and Technology.

Article 2. Applicability

Civil servants and public officials within the authorized staffing quota and number of workers approved by the competent authority, and workers under labor contracts as prescribed in Article 1 of this Decision who have been assigned salaries according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government working at the Hoa Lac High-Tech Park in the following organizations and units:

a) Organizations performing state management functions of the Hoa Lac High-Tech Park Management Board;

b) Public scientific and technological service units directly under the Hoa Lac High-Tech Park Management Board, including: the Training Center and the High-Tech Enterprise Incubation Center.

The subjects specified in Clause 1 of this Article do not include the following cases:

a) People working at project management boards under the Hoa Lac High-Tech Park Management Board;

b) People working abroad and receiving 40% of their salary as prescribed in Clause 4, Article 8 of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government;

c) People studying full-time in Vietnam for three consecutive months or more;

d) People taking personal leave without pay for one month or more consecutively;

đ) People on sick leave or maternity leave exceeding the period prescribed by laws on Social Insurance;

e) People suspended from work or temporarily detained.

Article 3. Additional Base Salary Adjustment Factor

Subjects specified in Clause 1 of Article 2 of this Decision shall apply an additional base salary adjustment factor of 0.8 times the base salary as prescribed by the Government.

Article 4. Source of funding

The funds for paying the additional base salary adjustment factor prescribed in this Decision shall be guaranteed by the State budget and allocated in the annual regular expenditure budget of the Hoa Lac High-Tech Park Management Board.

Article 5. Implementation of Self-Management and Self-Responsibility System for Organizations under the Hoa Lac High-Tech Park Management Board

1. Organizations performing state management functions of the Hoa Lac High-Tech Park Management Board shall implement the self-management and self-responsibility system according to Decree No. 130/2005/NĐ-CP dated October 17, 2005 of the Government on the self-management and self-responsibility system regarding the use of staff quotas and administrative management expenses for state agencies and Decree No. 117/2013/NĐ-CP dated October 7, 2013 of the Government amending and supplementing certain articles of Decree No. 130/2005/NĐ-CP.

2. Public scientific and technological service units directly under the Hoa Lac High-Tech Park Management Board shall implement the self-management system according to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government on the mechanism of self-management of public service units.

Article 6. Effectiveness

This Decision takes effect from March 20, 2016.

The implementation period of the additional base salary adjustment factor prescribed in this Decision is from January 1, 2016 to December 31, 2020.

The Ministry of Science and Technology and the Hoa Lac High-Tech Park Management Board shall organize the payment of the additional base salary adjustment factor for civil servants, public officials, and workers under their management.

Article 7. Responsibility for Implementation

Ministers, heads of ministerial-level agencies, heads of agencies attached to the Government, Chairpersons of provincial and municipal People's Committees directly under the central government are responsible for implementing this Decision./.
