Pursuant to the Law on Legislative Documents of 2008;

Pursuant to DecreeNo. Decision No. 35/2013/NĐ-CP dated April 22, 2013June 2024;concerning the functions, tasks, powers, and organizational structure of the Ministry of National Defense;Deputy ministers of ministerial-level agencies,a PrimeDeputy ministers of ministerial-level agencies, Considering the proposal of the Deputy Chief of General Staff;

The Minister of National Defense stipulates the functions, tasks, powers, and working relationships of the Vietnam Peacekeeping Center., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPThe Vietnam Peacekeeping Center is an agency under the Ministry of National Defense, the Standing Office of the Ministry of National Defense's Steering Committee for Participation in United Nations Peacekeeping Operations (hereinafter referred to as the Ministry of National Defense's Steering Committee).

a) Advising the Central Military Commission, the Minister of National Defense, and the Ministry of National Defense's Steering Committee on leadership, guidance, command, and control of military forces participating in United Nations Peacekeeping Operations.ub) Managing, commanding, and directing the entire process of preparation and participation in United Nations Peacekeeping Operations by the military.ngc) Assisting the Minister of National Defense in performing state management functions over the field of United Nations Peacekeeping Operations by the military.

Article 1. Position and Functions

1. Position

1. Taking the lead in researching and advising the Central Military Commission, the Minister of National Defense, and the Ministry of National Defense's Steering Committee on issues related to military forces participating in United Nations Peacekeeping Operations.

2. Functions

2. Taking the lead and coordinating with relevant agencies in drafting and submitting to competent authorities for issuance of legal normative documents and administrative military documents related to the work of participating in United Nations Peacekeeping Operations.

3. Taking the lead and coordinating in building and implementing work plans; organizing the deployment of military forces to participate in United Nations Peacekeeping Operations upon approval by competent authorities.

4. Coordinating with relevant agencies and units in advising and assisting the Ministry of National Defense in personnel selection, procurement of equipment and materials, training, education, and organization of support for military forces participating in United Nations Peacekeeping Operations.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

5. Assisting the Ministry of National Defense's Steering Committee in coordinating with central ministries, sectors, organizations, and individuals concerned to implement the tasks of the Ministry of National Defense's Steering Committee.

6. Taking the lead and coordinating with relevant agencies and units in implementing international cooperation tasks in the field of United Nations Peacekeeping Operations.

7. Being the permanent coordination, coordination, and organization agency for the implementation of tasks of the Ministry of National Defense's Steering Committee.

8. Directly managing and directing military forces participating in United Nations Peacekeeping Operations. Serving as the command information liaison point of the Ministry of National Defense for military forces participating in United Nations Peacekeeping Operations.

9. Taking the lead and coordinating with relevant agencies in directing peacekeeping activities for military officers and Vietnamese Military Attachés in the Vietnamese Mission to the United Nations. Organizing delegations to visit United Nations Peacekeeping Missions in which Vietnam participates to perform tasks.

10. Taking the lead or participating in negotiations and submitting to the Minister of National Defense or competent authorities for signing international treaties and agreements on peacekeeping between Vietnam and the United Nations; between Vietnam and foreign partners.

11. Coordinating with functional agencies of the Ministry of Foreign Affairs to implement financial agreements and payments with the United Nations and foreign partners according to signed agreements. Receiving, managing, and using funding sources for peacekeeping operations in accordance with laws and regulations of the Ministry of National Defense.

12. Taking the lead or coordinating in conducting scientific research on United Nations Peacekeeping Operations.

13. Implementing reporting systems for interim and final reviews and proposing commendations and disciplinary actions for military forces participating in United Nations Peacekeeping Operations.

14. Building a comprehensive strong unit and performing other tasks and powers assigned by competent authorities.

11. Coordinate with competent agencies of the Ministry of Foreign Affairs to implement financial agreements and payments with the United Nations and foreign partners as stipulated in signed agreements. Receive, manage, and utilize funding sources for peacekeeping operations in accordance with the law and regulations of the Ministry of National Defense.

12. Lead or coordinate the implementation of scientific research on United Nations peacekeeping operations.

13. Implement interim and final reporting systems, and propose commendations and disciplinary actions for military forces participating in United Nations peacekeeping operations.

14. Build comprehensive strong units and perform other tasks and authorities assigned by authorized bodies.

Article 3. Work Relationships

1. The relationship between the Vietnam Peacekeeping Center and the Central Military Commission, the Minister of National Defense, and the Head of the Ministry of National Defense Steering Committee is a relationship of obedience to leadership, guidance, and command.

2. The relationship between the Vietnam Peacekeeping Center and the Chief of General Staff is a relationship of obedience to command and administrative-military guidance.

3. The relationship between the Vietnam Peacekeeping Center and other agencies and units within the military is a cooperative relationship subject to professional guidance and direction according to assigned functions and tasks, and guidance on implementing United Nations peacekeeping missions.

4. The relationship between the Vietnam Peacekeeping Center and agencies of the Party, State, and Ministries is a relationship subject to professional guidance and direction; cooperation, coordination, and guidance on implementing participation in United Nations peacekeeping activities and other tasks according to assigned functions and responsibilities.

Article 4. Effective date

This Circular takes effect from March 1, 2016; all previous regulations contrary to this Circular are abolished.

Article 5. Responsibilities for Implementation

The Chief of General Staff, the Head of the Ministry of National Defense Steering Committee, the Director of the Vietnam Peacekeeping Center, and Commanders of related agencies and units are responsible for implementing this Circular./.
