REGULATIONS ON THE PRINCIPLES OF ADMINISTERING QUOTA DUTY IMPORT LICENSES FOR SALT AND POULTRY EGGS IN 2019

Pursuant toDecree No. 98/2017/NĐ-CPdated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant toDecree No. 69/2018/ND-CPdated May 15, 2018 of the Government detailing some provisions of the Foreign Trade Management Law;

At the proposal of the Director of the Import-Export Department,

THE MINISTER OF INDUSTRY AND TRADE ISSUES THIS CIRCULAR TO REGULATE THE PRINCIPLES OF ADMINISTERING QUOTA DUTY IMPORT LICENSES FOR SALT AND POULTRY EGGS IN 2019.

ARTICLE 2. PRINCIPLES OF ADMINISTRATION

1. Principles of Allocating Import Quota Duties

THE ALLOCATION OF QUOTA DUTY IMPORT LICENSES FOR SALT AND POULTRY EGGS SHALL BE CONDUCTED IN ACCORDANCE WITH THE CIRCULAR NO. 12/2018/TT-BCT OF JUNE 15, 2018 ISSUED BY THE MINISTER OF INDUSTRY AND TRADE PROVIDING GUIDELINES FOR CERTAIN PROVISIONS OF THE LAW ON MANAGEMENT OF FOREIGN TRADE AND DECREE NO. 69/2018/NĐ-CP OF MAY 15, 2018 ISSUED BY THE GOVERNMENT PROVIDING GUIDELINES FOR CERTAIN PROVISIONS OF THE LAW ON MANAGEMENT OF FOREIGN TRADE.

2. Recipients of Import Quota Duties Allocation

SALT: THE QUOTA DUTY IMPORT LICENSE FOR SALT SHALL BE ALLOCATED TO TRADERS WHO DIRECTLY USE IT AS RAW MATERIAL FOR CHEMICAL PRODUCTION AND FOR MEDICINE AND HEALTHCARE PRODUCT PRODUCTION.

POULTRY EGGS: THE QUOTA DUTY IMPORT LICENSE FOR POULTRY EGGS SHALL BE ALLOCATED TO TRADERS WHO HAVE A BUSINESS REGISTRATION CERTIFICATE OR ENTERPRISE REGISTRATION CERTIFICATE AND HAVE IMPORT REQUIREMENTS.

3. Time of Allocation of Import Quota Duties for Salt

THE TIME OF ALLOCATION OF QUOTA DUTY IMPORT LICENSES FOR SALT SHALL BE IMPLEMENTED BASED ON THE REQUEST OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT TO AVOID IMPACT ON THE PRODUCTION AND CONSUMPTION OF SALT BY SALT PRODUCERS AND TO MEET THE NEEDS OF OTHER ECONOMIC SECTORS.

Article 3. Effectiveness

THIS CIRCULAR SHALL TAKE EFFECT FROM APRIL 17, 2019 UNTIL DECEMBER 31, 2019./.
