Issuing Technical Regulations national technical standards

on animal feed and raw materials for aquafeed production

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government Pursuant to the Livestock Law 2018 pursuant to the Law on Forestry dated November 15, 2017;

Pursuant to the Law on Standards and Technical Regulations year 2006;

Based on Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to the Fisheries Law 2017;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 74/2018/NĐ-CP dated August 15, 2008 of the Government detailing the implementation of certain provisions of the Law on Product and Goods Quality the 8 year Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Based on Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain provisions regarding investment and business conditions in the field under the management of the Ministry of Science and Technology and certain provisions on specialized inspection; the 12 year Based on Decree No. 13/2020/NĐ-CP dated January 21, 2020 of the Government guiding detailed implementation of the Law on Animal Husbandry; of Law on Product Quality;

On the basis of Pursuant to the proposal of the Director General of the Fisheries General Department, the 5 year At the proposal of the Director of the Livestock Production Department; the Head of the Science, Technology and Environment Department; the 12 year the Director of the Livestock Service and;

the Director of the Science, Technology and Environment Department, "7. Pursuant to Decree No. 26/2019/NĐ-CP dated March 8, 2019 of the Government detailing some provisions and measures for implementing the Fisheries Law;

Attached to this Circular is QCVN 01-183:2024 to amend and supplement QCVN 01-183:2016/BNNPTNT national technical regulation on animal feed - Limiting maximum allowable levels of mycotoxins, heavy metals, and

Animal Feed - Maximum Allowable Levels of Safety Indicators in Animal Feed and Raw Materials for Aquafeed Production. Code: QCVN 01 - 190: 2020/BNNPTNT. This Circular replaces Circular No. 61/2011/TT-BNNPTNT dated September 12, 2011 of the Minister of Agriculture and Rural Development issuing the National Technical Regulation in the field of animal feed. 1. Activities to assess conformity with imported animal feed regulated by the National Technical Regulation herein shall be carried out before this Circular takes effect and have not yet been completed, shall be implemented according to the provisions of the law at the time of receiving the dossier.

2. Imported consignments of animal feed and raw materials for aquafeed production regulated by the National Technical Regulation herein that have been cleared before this Circular takes effect shall not need to go through conformity declaration procedures..

3. Domestic products of animal feed and raw materials for aquafeed production regulated by the National Technical Regulation herein that have been declared for information or have submitted applications for information declaration on the Ministry of Agriculture and Rural Development's online portal or have provided product information to the Ministry of Agriculture and Rural Development before this Circular takes effect but have not yet been declared for conformity shall be allowed to be produced and circulated and must complete the conformity declaration procedures before July 1, 2021.

The Director of the Science, Technology and Environment Department; the Director General of the Fisheries General Department; the Director of the Livestock Service; heads of units under the Ministry related to this matter; Directors of Provincial Departments of Agriculture and Rural Development under central cities and organizations and individuals concerned are responsible for implementing this Circular. In the course of implementation, if there are difficulties, agencies, organizations, and individuals shall promptly reflect them to the Ministry of Agriculture and Rural Development for examination and amendment.

Article 2. Effective Date

2. This Circular replaces Circular No. 61/2011/TT-BNNPTNT dated September 12, 2011, issued by the Minister of Agriculture and Rural Development on National Technical Regulations in the field of animal feed.

Article 3. Transitional Provisions

1. Activities to assess conformity with imported animal feed regulated by these National Technical Regulations that are carried out before this Circular takes effect but have not yet concluded shall be conducted in accordance with the provisions of the law at the time of receiving the application.

2. Imported batches of animal feed and raw materials for aquatic feed production regulated by these National Technical Regulations that have been cleared for import before this Circular takes effect are exempt from conformity declaration procedures.

3. Domestic products of animal feed and raw materials for aquatic feed production regulated by these National Technical Regulations that have been submitted for information publication or have filed applications for information publication on the Ministry of Agriculture and Rural Development's online portal, or have provided product information to the Ministry of Agriculture and Rural Development before this Circular takes effect but have not yet completed conformity declarations may continue to be produced and circulated until July 1, 2021, and must complete conformity declaration procedures by that date.

Article 4. Organization of Implementation

The Director of the Department of Science, Technology and Environment; the General Director of the Fisheries General Department; the Director of the Livestock Production Department; the heads of relevant units under the Ministry; the Directors of Provincial Departments of Agriculture and Rural Development; and related organizations and individuals are responsible for implementing this Circular. During implementation, if there are any difficulties, agencies, organizations, and individuals should promptly report them to the Ministry of Agriculture and Rural Development for review and amendment.
