CIRCULAR
Guidelines for managing and using funds
to implement the Project "Building a Learning Society for the period 2021-2030"

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government stipulating management mechanisms and organization of implementation of national target programs;
Pursuant to Decision No. 02/2022/QĐ-TTg dated January 18, 2022 of the Prime Minister stipulating principles, criteria, allocation quotas of central state budget capital and the matching ratio of local state budget capital for implementing the National Target Program on Sustainable Poverty Reduction for the period 2021-2025;
Implementing Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program for Sustainable Poverty Reduction for the period 2021-2025;
At the proposal of the Director of the Department of Cooperative Economic and Rural Development;
The Minister of Agriculture and Rural Development issues this Circular guiding the implementation of support for agricultural production development under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.
Article 1. Scope of Regulation
This Circular guides the implementation of the content of support for agricultural production development as prescribed in Sub-project 1 of Project 3 of Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 (hereinafter referred to as Decision No. 90/QĐ-TTg), including:
1. Support for developing agriculture, forestry, fishery, and salt production (referred to as support for developing agricultural production).
2. Support for developing food systems ensuring adequate nutrition.
3. Training, consulting on agricultural product marketing, piloting, and expanding innovative solutions for effective agricultural production development.
Article 2. Applicability
b) Ethnic minority poor households, poor households with members who are war veterans and women from poor households.
c) Organizations and individuals involved in activities related to the provisions set forth in Article 1 of this Circular.
Article 3. Principles and methods of support
1. Providing support to the correct target groups and contents as specified in point a, Section 3, Part III of Decision No. 90/QĐ-TTg of the Prime Minister.
2. Support for developing agricultural production and support for developing food systems ensuring adequate nutrition shall be implemented according to projects.
Article 4. Economic and technical standards for project implementation
1. The support content prescribed in Articles 5 and 6 of this Circular shall be implemented according to economic and technical standards issued by competent authorities. Priority should be given to applying economic and technical standards issued by provincial People's Committees.
2. In cases where there are no economic and technical standards, the Departments of Agriculture and Rural Development of provinces and centrally-administered cities shall develop and submit economic and technical standards suitable to the actual conditions of their respective localities for approval by provincial People's Committees.
Article 5. Content of support for agricultural production development projects
1. Implementing training and technical guidance support; supporting staff to provide technical transfer advice directly to households in accordance with the fields specified in Clause 2 of this Article.
2. Supporting agricultural production development in the following fields:
a) Crop cultivation: Planting materials, planting media, fertilizers, plant protection chemicals, biological preparations, production materials, tools, equipment for processing, preserving post-harvest products;
b) Livestock breeding: Breeding materials, livestock shelters, animal feed, vaccines, veterinary medicines for disease prevention and treatment, biological preparations, disinfectants, environmental cleaning chemicals, production tools, equipment;
c) Forestry: Forestry planting materials, plant protection chemicals, fertilizers;
d) Fisheries exploitation: Supporting fish storage facilities on fishing vessels; fishing gear;
đ) Aquaculture: Supporting breeding materials, feed, vaccines, environmental treatment chemicals, biological preparations, production tools, equipment, aquaculture cages, ponds, improvement of aquaculture areas;
e) Salt production: Supporting production materials, tools, equipment in salt production and processing.
3. Supporting project construction, management, and other supports according to economic and technical standards issued by competent authorities.
Article 6. Content of support for projects to develop food systems ensuring adequate nutrition
1. Support for technical training; support for officials to visit households to provide consulting on transferring technology and knowledge related to agricultural production ensuring nutrition, safe agricultural production, and using food ensuring adequate nutrition according to guidelines issued by the Ministry of Agriculture and Rural Development.
2. Support in accordance with the fields specified in Clause 2, Article 5 of this Circular to develop food systems ensuring adequate nutrition.
3. Support for production materials, tools, and equipment in preliminary processing, processing, and preserving food to enhance the value of agricultural products, ensure food safety, and guarantee nutrition.
4. Support for project construction, management, and other supports based on economic and technical norms issued by competent authorities.
Article 7. Training and consulting on managing agricultural product consumption, piloting and expanding solutions and initiatives for developing agricultural production linked to effective value chains
1. Support for building training and consulting materials; compiling handbooks and guidebooks on managing agricultural product consumption, piloting and expanding solutions and initiatives for developing agricultural production linked to effective value chains.
2. Support for organizing training and consulting:
a) Management of agricultural product consumption: promoting and marketing products and services; tracing the origin and labeling products;
b) Piloting and expanding solutions and initiatives for developing agricultural production linked to effective value chains;
c) Applying standards in production and processing of products;
d) Policies and laws related to supporting the development of agricultural production and consumption; risk management regarding diseases, natural disasters, and finance in agricultural production and consumption;
đ) Other training and consulting contents suitable to localities and regulations of the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025.
3. Support for organizing and managing training classes and other supports in accordance with the regulations of the Ministry of Finance on the management, use, and settlement of state budget funds for implementing the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025.
Article 8. Building, reviewing, approving, and organizing management, supervision, and evaluation of projects
1. Building, reviewing, and approving projects to support the development of agricultural production and projects to develop food systems ensuring adequate nutrition shall be carried out in accordance with Circular No. 09/2022/TT-BLDTBXH dated May 25, 2022, of the Minister of Labor, Invalids, and Social Affairs guiding certain contents for diversification, livelihoods, model development for poverty reduction, and supporting workers going abroad under contracts within the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025.
2. Organizing management, supervision, and evaluation of implementation in accordance with Article 26 of Government Decree No. 27/2022/NĐ-CP dated April 19, 2022, of the Government stipulating mechanisms for management and organization of implementation of national target programs, and Circular No. 10/2022/TT-BLDTBXH dated May 31, 2022, of the Minister of Labor, Invalids, and Social Affairs guiding supervision and evaluation of implementation of the National Target Program on Sustainable Poverty Reduction for the period of 2021-2025.
Article 9. Implementation Organization
1. The Department of Cooperative Economy and Rural Development is responsible for:
a) Organize the implementation of this Circular throughout the country;
b) Preparing plans for project implementation over five years and annually, consolidating, and reporting to the Ministry to send to the Ministry of Labor, Invalids, and Social Affairs;
c) Taking the lead and advising on the implementation of support for the development of agricultural production in accordance with Decision No. 90/QĐ-TTg of the Prime Minister for capital allocated to the Ministry of Agriculture and Rural Development;
d) Coordinating with the Ministry of Labor, Invalids, and Social Affairs to determine monitoring and evaluation indicators and forms for projects; urging, tracking, and checking the updating of monitoring and evaluation indicators and forms for projects; inspecting and supervising the implementation of projects in accordance with Article 32 of Government Decree No. 27/2022/NĐ-CP dated April 19, 2022, of the Government stipulating mechanisms for management and organization of implementation of national target programs;
đ) Regularly reporting on the monitoring and evaluation results of project implementation to the Ministry of Labor, Invalids, and Social Affairs.
2. Provincial People's Committees directly under the Central Government
a) Directing the Department of Agriculture and Rural Development to take the lead and coordinate with relevant agencies to advise on the content and level of support for agricultural production development suitable to local conditions; directing and guiding the implementation of support for agricultural production development as stipulated in this Circular.
b) Reporting regularly every six months and annually on the results of project implementation for agricultural production support to the Ministry of Agriculture and Rural Development (Department of Cooperative Economy and Rural Development) for consolidation in accordance with regulations.
Article 10. Provisions on implementation
1. This Circular takes effect from July 11, 2022.
2. This Circular replaces Circular No. 18/2017/TT-BNNPTNT dated October 9, 2017, of the Minister of Agriculture and Rural Development guiding certain contents for implementing support for production development, livelihood diversification, and poverty reduction model expansion projects within the National Target Program on Sustainable Poverty Reduction for the period of 2016-2020.
3. Projects for supporting production development, livelihood diversification, and poverty reduction model expansion that have been approved under Circular No. 18/2017/TT-BNNPTNT dated October 9, 2017, of the Minister of Agriculture and Rural Development guiding certain contents for implementing support for production development, livelihood diversification, and poverty reduction model expansion projects within the National Target Program on Sustainable Poverty Reduction for the period of 2016-2020 before this Circular takes effect shall continue to be implemented in accordance with Circular No. 18/2017/TT-BNNPTNT dated October 9, 2017, of the Minister of Agriculture and Rural Development.
4. In cases where legal documents cited in this Circular are amended, supplemented, or replaced, they shall be applied in accordance with the amended, supplemented, or replaced legal documents.
5. During the implementation of this Circular, if any issues arise, agencies, organizations, and individuals shall promptly report them to the Ministry of Agriculture and Rural Development for consideration and amendment./.
