This Circular amends Point c Clause 1 Article 1 of Circular No. 13/2019/TT-BNV, which stipulates the professional qualifications for village-level civil servants. Amending and supplementing Point c Clause 1 Article 1 of Circular No. 13/2019/TT-BNV dated November 6, 2019 of the Minister of Home Affairs guiding certain provisions on commune-level civil servants and non-professional staff at the commune level, village, and neighborhood.

Decree No. 34/2019/NĐ-CP April 24, 2019 Government Decree amending and supplementing certain provisions on commune-level civil servants and non-professional staff at the commune level, village, and neighborhood;
Decree No. 34/2017/NĐ-CP April 3, 2017 Government Decree stipulating functions, tasks, authorities, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the Local Administration Department;
The Minister of Home Affairs issues this Circular to amend and supplement Point c Clause 1 Article 1 of Circular No. 13/2019/TT-BNV dated November 6, 2019 of the Minister of Home Affairs guiding certain provisions on commune-level civil servants and non-professional staff at the commune level, village, and neighborhood.
Article 1. Amend and supplement Point c Clause 1 Article 1 of Circular No. 13/2019/TT-BNV dated November 6, 2019 of the Minister of Home Affairs guiding certain provisions on commune-level civil servants and non-professional staff at the commune level, village, and neighborhood:
"c) Professional qualifications: Graduated from university or higher in a relevant field corresponding to the requirements and duties of each position of commune-level civil servant, except where otherwise provided by law, the People's Committee of the province shall specify the criteria for professional qualifications from college level or higher for civil servants working in communes: mountainous areas, highlands, border regions, islands, island communes, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions."
Article 2. Effective Date
1. This Circular takes effect from the date of signature.
2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial-level People's Committees, and related agencies, organizations, and individuals are responsible for implementing this Circular.
3. In the course of implementation, if there are difficulties, please report to the Ministry of Home Affairs for consideration and resolution./.
