CIRCULAR
Issuing three National Technical Regulations
for for parts and equipment of railway transportation vehicles
Pursuant to the Law on Standards and Technical Regulations 2006;
BASED ON THE LAW ON PRODUCT QUALITY 2007;
Pursuant to the Railway Law 2017;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
Considering the proposal of the Director of the Science, Technology and Environment Department and the Director of the Vietnam Vehicle Inspection Agency,
The Minister of Transport hereby promulgates:
Article 1. Attached to this Circular are the following three National Technical Regulations:
1. National Technical Regulation on wheel sets for locomotives and cars
Number: QCVN 110 : 2023/BGTVT.
2. National Technical Regulation on couplers and buffers for locomotives and cars
Number: QCVN 111 : 2023/BGTVT.
3. National Technical Regulation on brake valves used on locomotives and cars
Number: QCVN 112 : 2023/BGTVT.
Article 2. This Circular shall take effect from November 1, 2023.
Article 3. The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Vehicle Inspection Agency, Directors of the Vietnam Railways Administration, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
