REGULATIONS ON EXPENSES FOR WELCOMING, VISITING, AND CONGRATULATING CERTAIN OBJECTIVES IMPLEMENTED BY THE PEOPLE'S UNITY FRONT COMMITTEES AT ALL LEVELS

Pursuant to the Law on Government Organization dated June 19, 2015; and the Law Amending and Supplementing Certain Provisions of the Law on Government Organization and the Law on Local Administration Organization dated November 22, 2019;

Pursuant to the Law on the Vietnam Fatherland Front dated June 9, 2015;

Pursuant to the State Budget Law on June 25, 2015;

At the proposal of the Minister of Finance;

The Prime Minister issues this Decision to regulate expenses for welcoming, visiting, and congratulating certain objectives implemented by the Vietnam Fatherland Front Central Committee, the Vietnam Fatherland Front Committees of provinces and centrally-administered cities, the Vietnam Fatherland Front Committees of provincial cities and centrally-administered city districts, the Vietnam Fatherland Front Committees of districts, towns, and the Vietnam Fatherland Front Committees of communes, wards, and towns (hereinafter referred to as the Vietnam Fatherland Front Committees at all levels).

Article 1. Scope of Regulation

Article 2. Objectives for Welcoming, Visiting, and Congratulating by the Vietnam Fatherland Front Committees at All Levels

1. Delegations and individuals visiting and working with the Vietnam Fatherland Front Committees at all levels, including:

a) Delegations visiting and working with the Vietnam Fatherland Front Committees at all levels, including:

- Delegations representing revolutionary veterans, revolutionary fighters, Mothers of Vietnam's Heroes, and heroes of the armed forces;

- Delegations representing ethnic minorities, religious organizations, and affiliated organizations that have made significant contributions to the construction and defense of the country and the consolidation of the national solidarity bloc;

- Delegations representing overseas Vietnamese who have close ties and made significant contributions to the construction and defense of the country and the consolidation of the national solidarity bloc.

b) Individuals visiting and working with the Vietnam Fatherland Front Committees at all levels, including:

- Prominent revolutionary veterans, outstanding revolutionary fighters, Mothers of Vietnam's Heroes, and heroes of the armed forces;

- Prominent religious officials and persons of repute among ethnic minority communities, prominent intellectuals and scholars who have made significant contributions to the construction and defense of the country and the consolidation of the national solidarity bloc;

- Outstanding overseas Vietnamese with close ties and significant contributions to the construction and defense of the country and the consolidation of the national solidarity bloc;

- High-ranking leaders of the Party and State, and the Vietnam Fatherland Front;

- Former members of the Government, the Advisory Council of the Provisional Revolutionary Government of the Republic of South Vietnam, the Central Committee of the National Liberation Front of South Vietnam, the Central Committee of the United Front of Nationalities, Democracy, and Peace in Vietnam, the United Front of Nationalities, Democracy, and Peace in the Saigon-Gia Dinh area, the Propaganda Mobilization Department of the Saigon-Gia Dinh Regional Party Committee, or relatives of such individuals (for those who have passed away).

2. Individuals visited, congratulated, and mourned by the Vietnam Fatherland Front Committees at all levels:

- Persons of repute among ethnic minority communities, prominent intellectuals and scholars who have made significant contributions to the construction and defense of the country and the consolidation of the national solidarity bloc.

- Prominent religious officials and persons of repute among ethnic minority communities, prominent intellectuals and scholars who have made significant contributions to the construction and defense of the country and the consolidation of the national solidarity bloc;

- Notable persons of trust among ethnic minority communities, outstanding intellectuals and experts who have made positive contributions to the cause of national construction and defense, and consolidation of the nationwide solidarity bloc;

- High-ranking leaders of the Party and State, and the Vietnam Fatherland Front;

- Former members of the Government, the Advisory Council of the Provisional Revolutionary Government of the Republic of South Vietnam, the Central Committee of the National Liberation Front of South Vietnam, the Central Committee of the United Front of Nationalities, Democracy, and Peace in Vietnam, the United Front of Nationalities, Democracy, and Peace in the Saigon-Gia Dinh area, the Propaganda Mobilization Department of the Saigon-Gia Dinh Regional Party Committee, or relatives of such individuals (for those who have passed away).

2. Individuals visited, congratulated, and mourned by the Vietnam Fatherland Front Committees at all levels:

Article 3. Content and amount of expenditure

1. Expenditure for receiving delegations and individuals specified in Clause 1, Article 2 to visit and work with People's Committees of the Vietnam Fatherland Front at all levels: Implement according to the regulations of the Ministry of Finance on domestic guest reception.

For delegations and individuals visiting and working with the Central People's Committee of the Vietnam Fatherland Front: The Standing Board of the Central People's Committee of the Vietnam Fatherland Front decides on appropriate gifts for visitors and workers; maximum expenditure: VND 1,000,000/person.

2. Expenditure for congratulatory gifts,慰问和探望对象由本决定第2条第2款规定的对象：

a) Expenditure for congratulatory gifts on Tet holiday, festivals, or major holidays (the most solemn commemorative day of each ethnic group): Maximum expenditure: VND 1,000,000/person/time; not exceeding VND 3,000,000/person/year.

b) Expenditure for慰问因病或经济困难的人士：最高支出限额为每人每年5,000,000越南盾。

c) Expenditure for吊唁去世的个人（包括花圈）：最高支出限额不超过每人4,000,000越南盾。

Article 4. Implementation funds

The funds for the reception system, congratulatory gifts,慰问和吊唁活动由各级人民委员会的祖国阵线委员会根据现行预算分级制度在年度预算中安排。资金的编制、执行和决算按照国家预算法及相关法律的规定进行。

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. The Standing Board of the Central People's Committee of the Vietnam Fatherland Front decides on the list of individuals specified in Clause 2, Article 2 of this Decision; decides on the expenditure level and the days of festivals, major holidays, sickness cases, and economic difficulties of individuals visited and congratulated by the Central People's Committee of the Vietnam Fatherland Front according to its functions and responsibilities stipulated in the Law on the Vietnam Fatherland Front.

2. At the local level, People's Committees of the Vietnam Fatherland Front at various levels cooperate with relevant agencies to decide on the list of individuals; the days of festivals, major holidays, sickness cases, and economic difficulties of individuals visited and congratulated by that level of the People's Committee of the Vietnam Fatherland Front according to its functions and responsibilities stipulated in the Law on the Vietnam Fatherland Front.

Based on the ability to balance the local budget, the People's Committee of the province or centrally governed city shall submit to the People's Council at the same level to decide on the expenditure level for each level suitable to the actual situation of the locality and the budget expenditure systems for certain special tasks according to the authority stipulated in the State Budget Law.

Article 6. Implementation Provisions

1. This Decision takes effect from May 15, 2024.

2. This Decision replaces Decision No. 76/2013/QĐ-TTg dated December 12, 2013 of the Government Chairman on the expenditure system for receiving,慰问和祝贺由中央祖国阵线委员会、省、县祖国阵线委员会实施的对象。

3. The Chairman of the Central People's Committee of the Vietnam Fatherland Front directs the implementation of this Decision.

4. The Minister of Finance, the Chairmen of the People's Committees of provinces and centrally governed cities, and the heads of relevant agencies are responsible for implementing this Decision.
