Based on Decree No. 01/2022/NĐ-CP of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of National Defense, amended and supplemented by certain articles in Decree No. 03/2025/NĐ-CP;

Based on Decree No. 281/2025/NĐ-CP of the Government stipulating the system, policies, and support work for individuals and organizations performing the mission of searching and collecting烈士遗骸;

In accordance with the proposal of the Director of the General Logistics Department;

The Minister of National Defense promulgates this Circular prescribing sample types and colors of specialized uniforms and some materials to ensure for individuals performing the mission of searching and collecting烈士遗骸both domestically and abroad.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates the sample types and colors of specialized uniforms and some materials to ensure for officers, professional soldiers, non-commissioned officers, privates, workers, and civil servants of national defense performing the mission of searching and collecting烈士遗骸both domestically and abroad.

Article 2. Applicability

1. Officers, professional soldiers, non-commissioned officers, privates, workers, and civil servants of national defense within the establishment of search and collection teams of烈士遗骸.

2. Relevant agencies, units, and individuals.

Article 3. Explanation of Terms

1. Specialized uniforms to ensure for individuals performing the mission of searching and collecting烈士遗骸include: Uniforms, casual clothes, protective work clothes, warm coats, soft hats, leather shoes, canvas high-top shoes, plastic sandals (plastic flip-flops), rubber boots, socks.

2. Materials to ensure for individuals performing the mission of searching and collecting烈士遗骸include: Rubber gloves, protective work gloves, masks, raincoats, vinyl tape, Kapron hammock + rope, travel backpack, water bottle 1 liter + cup, wheeled suitcase, rechargeable flashlight.

Chapter II

SAMPLE TYPES AND COLORS OF SPECIALIZED UNIFORMS AND SOME MATERIALS TO ENSURE FOR INDIVIDUALS PERFORMING THE MISSION OF SEARCHING AND COLLECTING烈士遗骸

Article 4. Uniforms

1. Sample Types

a) Jacket: A straight jacket with a shirt collar, short sleeves, buttoned placket; front has four pocket flaps without lids, above each pocket flap there are pleated lines and decorative buttons; shoulders have shoulder pads and decorative buttons;

b) Pants: A long pants suit with a zipper fly. Front has two slanted pockets, back has a welt pocket with a button. Waistband has a belt loop for attaching a belt.

2. Colors: Grayish blue for both jacket and pants.

Article 5. Casual Clothes

1. Sample Types

a) Jacket: A shirt-style jacket with a standing collar, buttoned placket; long sleeves with buttoned cuffs; left front has one pocket flap without lid;

b) Pants: Follows the provisions at point b clause 1 Article 4 of this Circular.

2. Colors: Jacket in Peace Blue; pants in dark navy blue.

Article 6. Protective Work Clothes

1. Sample Types

a) Jacket: A shirt-style jacket with a tucked-in hem, standing collar, buttoned placket; long sleeves with buttoned cuffs; front has two breast pocket flaps with buttoned lids; left sleeve has a logo attached;

b) Pants: Follows the provisions at point b clause 1 Article 4 of this Circular.

2. Colors: Dark navy blue for both jacket and pants.

Article 7. Warm Coat

1. Sample Types:

A two-layer windbreaker with long sleeves, standing collar, zipper placket; below the front has two slanted pockets; bottom hem and sleeve cuffs have elastic bands; hat is connected to the coat by a zipper.

2. Colors: Black.

Article 8. Soft Hat

1. Sample Types:

A round soft hat with a crown and brim; the brim has evenly spaced parallel lines; the hat strap has an adjustable buckle.

2. Colors: Dark navy blue.

Article 9. Leather Casual Shoes

1. Sample Types:

A low-cut round-toe shoe without laces; the upper part of the toe has decorative lines; the collar has decorative trim; the heel has reinforced padding. The sole is molded with anti-slip patterns.

2. Colors: Black.

Article 10. Canvas High-Top Shoes

1. Sample Types:

A high-top shoe with a lace-up closure through eyelets on the sides of the shaft and heel. The sides of the shaft and heel have reinforcing straps. Inside the shoe has hidden ventilation eyelets, the toe has a rubber cap attached to the sole. There is a full-length insole inside the shoe.

2. Colors: Dark navy blue.

Article 11. Socks

1. Model: Tube sock; the tube and sole of the foot are knitted with a pattern; the toe, heel, and sole are knitted smooth on the right side; the sock top has an elastic band.Tube weave style; the tube part and sole of the foot woven with a pattern; the toe, heel, and sole of the foot woven smooth on one side; the top of the sock has an elastic band attached.

2. Color: Charcoal purple.

Article 12. Rubber boots

1. Model: The boot has a front part, body, and collar cast in one piece, with the collar reaching mid-calf height; the sole has anti-slip patterns.The shoe has a poured sole, body, and collar that are cast together, with the collar reaching mid-calf height; the sole has anti-slip patterns.

2. Color: Olive green.

Article 13. Raincoat

1. Model: The coat has a front opening with a zipper; the jacket has a button-down placket; the jacket has a separate hood that attaches to the body with buttons; the front body has two welt pockets; the sleeves are long with elastic cuffs. The pants are straight-legged with an elastic waistband and buttoned hem.A jacket with a front opening zipper, buttoned placket; a separate collar that attaches to the body of the jacket with buttons; two welt pockets on the front lower part of the body; long sleeves with elastic cuffs. 2. Color: Olive green.

Article 14. Plastic sandals (Plastic flip-flops)

1. Model: Backstrap sandal style; the sole and strap are cast in one piece; the back strap has a buckle; the sole design includes many horizontal grooves to increase friction and reduce slipping.

2. Colour: Red-brown.

2. Color: Reddish brown.

Article 15. Nylon webbing

1. Model: Rectangular webbing with ties at each corner and along the edges; there is a stopper along the centerline to create holes for threading the webbing through.

Article 16. KapoRong hammock + rope

2. Color: Four-tone print (Light green, olive green, dark brown, black).

Article 16. Kapron net + rope

1. Model: Rectangular net with loops at both ends; inside there is reinforced padding. The net rope is braided, consisting of a core and a sheath.

1. Style: Bi-dong shaped like a flat bottle, with a cylindrical mouth and screw cap. It has two handles and can be separated or attached tightly to the bottom of the bi-dong.

2. Color: Faded grass green.

Article 17. One-liter water container + cup

1. Model: Flat bottle-shaped container with a cylindrical mouth and screw cap. The cup has two handles and can be detached or attached tightly to the bottom of the container.

2. Color: Grayish blue.

Chapter III

IMPLEMENTATION PROVISIONS

Article 19. Effective Date

This Circular takes effect from January 13, 2026.
