Issuing Economic and Technical Standards for Maintenance of National Railway Infrastructure

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, placing orders, or tendering for the provision of products and services using state budget funds from regular expenditure;

Pursuant to Decree No. 06/2021/NĐ-CP dated January 26, 2021 of the Government detailing certain contents regarding quality management, construction, and maintenance of construction projects;

Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Based on the proposal of the Director of the Vietnam Railways Administration;

The Minister of Construction hereby issues this Circular on issuing economic and technical standards for maintenance of national railway infrastructure.

Article 1.

This Circular attaches economic and technical standards for maintenance of national railway infrastructure as follows:1. Standards for maintenance of national railway infrastructure components such as tracks, signaling systems, bridges, culverts, tunnels, architectural structures, material collection and storage, rail welding at Appendix I.

2. Standards for maintenance of Thang Long Bridge and Bac Hong - Van Dien railway line at Appendix II.

3. Standards for maintenance of Long Bien Bridge and Hanoi - Dong Dang railway line at Appendix III.

4. Standards for maintenance of national railway infrastructure components related to information and signaling systems at Appendix IV.

5. Standards for expenses serving the determination of machine and equipment rental prices for maintenance of national railway infrastructure at Appendix V.

Article 2.

This Circular applies to agencies, organizations, and individuals involved in the maintenance of national railway infrastructure.Article 3.

EFFECTIVE DATE1. This Circular takes effect from February 1, 2026.

2. Circular No. 59/2024/TT-BGTVT dated December 3, 2024 of the Minister of Transport on economic and technical standards for maintenance of national railway infrastructure shall cease to be effective from the date this Circular takes effect.

Article 4.

TRANSITION PROVISIONS1. For budgets approved before the effective date of this Circular, they shall continue to be implemented according to the provisions of Circular No. 59/2024/TT-BGTVT dated December 3, 2024 of the Minister of Transport on economic and technical standards for maintenance of national railway infrastructure.

2. For budgets that have been reviewed but not yet approved before the effective date of this Circular, they shall continue to be approved according to the provisions of Circular No. 59/2024/TT-BGTVT dated December 3, 2024 of the Minister of Transport on economic and technical standards for maintenance of national railway infrastructure.

3. For budgets that have been prepared but not yet reviewed before the effective date of this Circular, they shall be reviewed and approved according to the provisions of this Circular.

4. For adjusted and supplementary budgets, adjustments and supplements arising from the effective date of this Circular shall be implemented according to the provisions of this Circular; previously approved contents shall continue to be implemented according to the provisions of Clause 1 of this Article.
