DIRECTIVE
Regarding the Close Monitoring of the Situation and Taking Urgent Measures to Combat Famine for the People
Due to the severe impact of natural disasters in 1996, a portion of the population has faced difficulties, leading to a shortage of food from now until the harvest season in many localities, with some experiencing acute shortages. The Ministry of Agriculture and Rural Development organized a meeting with representatives of relevant ministries and sectors, and representatives of several provinces. Recently, the joint working group of the Ministry of Agriculture and Rural Development - Labor - War Invalids and Social Affairs visited to assess the situation of food shortages and prepared a report to request the Prime Minister's assistance for famine relief during the upcoming Tet holiday.
The Ministry requests that the Departments of Agriculture and Rural Development continue to implement the following points:
1. Under the guidance of the Provincial People's Committee, the Department of Agriculture and Rural Development must closely coordinate with the Department of Labor - War Invalids and Social Affairs to continuously monitor the food shortage situation in the locality, take measures to further promote vegetable and winter crop production, and encourage the spirit of "helping those in need" to assist poor families, especially those under policy support, the elderly, and children without shelter so that everyone can celebrate Tet happily.
2. When famine relief funds for the first phase become available, participate promptly in distributing them to households before Tet according to the target groups and procedures of the Ministry of Labor - War Invalids and Social Affairs.
3. If there are difficulties regarding the target groups and the extent of food shortages, immediately discuss with the Department of Labor - War Invalids and Social Affairs to report to the Provincial People's Committee for appropriate measures.
If famine leads to deaths, the Director of the Department will be held responsible by the Ministry.
4. Immediately after Tet, coordinate to inspect the food shortage situation in the locality, propose solutions to the provincial authorities, and report promptly to the Ministry.
5. Appoint an Assistant Director to oversee and resolve famine issues, and a number of staff to effectively handle and report the list to the Ministry.
