MINISTER OF EDUCATION AND TRAINING
Pursuant to Government Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
Pursuant to Decision No. 06/1999/QD-BGD&ĐT dated February 26, 1999 of the Minister of Education and Training on the issuance of the Examination Regulations for Graduation from Secondary Education Completion and High School Completion Programs;

Article 1:Amend certain provisions of the Examination Regulations for Graduation from Secondary Education Completion and High School Completion Programs issued pursuant to Decision No. 06/1999/QD-BGD&ĐT dated February 26, 1999 as follows:
1) Amend Article 3 as follows:
"1. The final examination for High School Completion Programs shall be organized uniformly throughout the country at provincial and centrally-administered city levels, once a year. The examination date shall be specifically stipulated by the Ministry of Education and Training in the annual academic calendar.
2. The final examination for Secondary Education Completion Programs shall be organized uniformly within each province and centrally-administered city, twice a year, in June and December. The examination date shall be determined and announced by the Department of Education and Training at the beginning of the academic year."
2) Amend Article 9 as follows:
"1. All candidates have the right to take the examination if they meet all examination eligibility requirements.
2. Candidates who complete all subjects specified in one examination session and fail but are not subject to disciplinary action resulting in cancellation of examination results may retain scores of 5 or higher (referred to as retained scores) for the immediately following examination session only.
Candidates with retained scores may participate in the examination in two ways:
Either by taking all subjects specified in one examination session.
b) By taking only those subjects without retained scores from the previous examination period, including subjects that were not required in the previous examination period but are prescribed in this examination period."
Article 2:This Decision shall take effect fifteen days from the date of signature. All previous regulations that conflict with this Decision are hereby abolished.
Article 3:The Chairpersons of People's Committees of provinces and centrally-administered cities; Heads of offices and heads of units under the Ministry of Education and Training; Directors of Departments of Education and Training, and the Director of the Educational Institutions Bureau under the General Staff Department of the Ministry of National Defense are responsible for implementing this Decision.
