Pursuant to Decree No. 50/CP dated June 21, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Aquatic Resources;
Pursuant to Joint Circular No. 17/2003/TTLT-BTC-BNNPTNT-BTS dated March 14, 2003 on guiding the inspection and supervision of goods for export and import subject to animal quarantine, plant quarantine, and aquatic quarantine;
At the proposal of the Director of the Fisheries Resource Protection Department,
DECISION:
Article 1. Attached hereto is the Annex on the scope of objects subject to quarantine and the list of agencies authorized to confirm the Application for Quarantine Registration and issue the Certificate of Quarantine for goods for export and import subject to aquatic quarantine.
This Annex replaces Annex 1 (part on aquatic resources) issued together with Joint Circular No. 17/2003/TTLT-BTC-BNNPTNT-BTS dated March 14, 2003.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Office, the Directors of the Science and Technology Departments, the Directors of the Fisheries Resource Protection Departments, the Directors of the Fisheries Departments and the Departments of Agriculture and Rural Development under their management, and the Heads of related units shall be responsible for implementing this Decision./.

ON THE SCOPE, OBJECTS OF QUARANTINE AND LIST OF AUTHORITIES AUTHORIZED TO CONFIRM APPLICATION FOR QUARANTINE REGISTRATION AND ISSUE CERTIFICATE OF QUARANTINE FOR GOODS FOR EXPORT AND IMPORT SUBJECT TO AQUATIC QUARANTINE

I. SCOPE AND OBJECTS OF QUARANTINE
1. For export: Aquatic animals and products thereof when exported shall only undergo quarantine if requested by the customer or pursuant to agreements between the competent authorities for aquatic quarantine of Vietnam and the competent authorities of the importing country.
2. For import:
Aquatic animals and products thereof, including those imported regularly and those approved for trial import, must all undergo quarantine upon importation.
Livestock for slaughter includes: cattle, buffalo, goats, sheep, pigs, horses, donkeys, camels, and other livestock used for food;
a. Aquatic animals are species of animals that have a life stage or entire life cycle in water, including: fish, crustaceans, mollusks, echinoderms, sea anemones, coelenterates, amphibians, worms, reptiles, and marine mammals, as well as their embryos, eggs, and sperm.
b. Aquatic animal products are fresh, ice-packed, or non-ice-packed products that have not been processed and belong to the objects mentioned in point a of the Definitions section, which may carry pathogens harmful to aquatic animals.
