Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries.
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Bureau of Fishery Quality Control, Safety and Animal Health.
Considering the proposal of the Director of the Bureau of Fishery Quality Control, Safety and Animal Health and the Director of the Personnel Department.
DECISION:
Article 1The Fishery Quality Control, Safety and Animal Health Bureau Region 1 (referred to as the Fishery Quality and Animal Health Bureau 1) is established under the Bureau of Fishery Quality Control, Safety and Animal Health based on the additional assignment and renaming of the Fish Inspection and Sanitation Branch I - Hai Phong.
The Fishery Quality Control, Safety and Animal Health Bureau Region 1 has the international trade name “The National Fisheries Quality Assurance and Veterinary Directorate - Branch 1”, abbreviated as "NAFIQAVED - Branch 1", with its headquarters at 39A Le Lai Street, Hai Phong City, having accounts at the treasury and banks; it uses seals in both Vietnamese and English for transactions.
Article 2: The Fishery Quality Control, Safety and Animal Health Bureau Region 1 is tasked with assisting the Director of the Bureau of Fishery Quality Control, Safety and Animal Health in managing fishery quality, safety, and animal health in the northern provinces from Ha Tinh northward.
The specific tasks, powers, relationships, and organizational structure of the Fishery Quality Control, Safety and Animal Health Bureau Region 1 shall be decided by the Minister of Fisheries upon the proposal of the Director of the Bureau of Fishery Quality Control, Safety and Animal Health.
Article 3The Fishery Quality Control, Safety and Animal Health Bureau Region 1 shall have one General Director responsible for overall management and not more than two Deputy Directors to assist. The General Director of the Fishery Quality Control, Safety and Animal Health Bureau Region 1 shall be appointed by the Minister of Fisheries upon the proposal of the Director of the Bureau of Fishery Quality Control, Safety and Animal Health. The Deputy Directors of the Fishery Quality Control, Safety and Animal Health Bureau Region 1 shall be appointed by the Director of the Bureau of Fishery Quality Control, Safety and Animal Health upon the proposal of the General Director of the Fishery Quality Control, Safety and Animal Health Bureau Region 1, after obtaining the agreement of the Ministry of Fisheries.
In addition to the number of positions funded by the State budget, the Fishery Quality Control, Safety and Animal Health Bureau Region 1 may recruit contractual employees from the revenue generated from fees, charges, and technical services according to the law. The quota of civil servants and contractual employees of the Bureau shall be allocated by the Director of the Bureau of Fishery Quality Control, Safety and Animal Health after obtaining the approval of the Ministry of Fisheries.
Article 4: This Decision takes effect fifteen days after its publication in the Official Gazette, replacing Decision No. 615 QĐ/TCCB-LĐ dated August 1, 1995 of the Minister of Fisheries.
Article 5: The Heads of the Office, Heads of Bureaus and Departments, Head of the Inspectorate of the Ministry, Director of the Bureau of Fishery Quality Control, Safety and Animal Health, and the General Director of the Fishery Quality Control, Safety and Animal Health Bureau Region 1 are responsible for implementing this Decision./.
