JOINT RESOLUTION

On supporting farmers to develop agricultural economy and build new rural areas during the period of 2006 - 2010

and building new rural areas during the period of 2006 - 2010

Implementing the Resolution of the 10th National Congress of the Party and the Action Programs of the Government, the Ministry of Agriculture and Rural Development, and the Vietnam Farmers' Association for the period of 2001 - 2010; based on the experiences and results of cooperation between the Central Vietnam Farmers' Association and the Ministry of Agriculture and Rural Development during the period of 2001 - 2005, the Central Vietnam Farmers' Association and the Ministry of Agriculture and Rural Development (hereinafter referred to as the two sectors) have agreed to issue this Joint Resolution regarding: Supporting farmers to develop agricultural economy and build new rural areas during the period of 2006 - 2010, with the following specific content:

I. OBJECTIVES:

1. Mobilizing, supporting, and advising members and farmers to compete in developing production, actively participating in applying science and technology, contributing to promoting the restructuring of agriculture and rural economy; at the same time, improving productivity, quality, and efficiency of production; creating jobs, increasing income, eliminating poverty, reducing poverty, and promoting the industrialization and modernization of agriculture and rural areas.

2. Enhancing awareness and capacity of members, farmers, and cadres of the Vietnam Farmers' Association at all levels about policies, laws, cultural knowledge, scientific knowledge, production skills, and craftsmanship, helping farmers to become wealthy legitimately; limiting spontaneous migration; strengthening solidarity, uniting farmers to build a strong Vietnam Farmers' Association.

3. Creating an environment to nurture and train a generation of farmers to adapt to market mechanisms, equipped with knowledge, production skills, and management and business capabilities, meeting the requirements of high-quality commodity agriculture.

II. CONTENT

The Ministry of Agriculture and Rural Development and the Central Vietnam Farmers' Association will direct relevant units under both sides to create favorable conditions for cooperation and support in activities aimed at promoting commodity production, restructuring agricultural production and rural economy, and building new rural areas. During the period of 2006 - 2010, both sides will focus on the following areas:

1. Promoting the dissemination of the Party's and State's policies on developing agriculture and rural areas.

- Disseminating to members and farmers the policies of the Party and State on developing agriculture and rural areas and policies for farmers; guiding the development direction of agriculture and rural areas during the period of 2006 - 2010 by the State and the Ministry of Agriculture and Rural Development.

- Relevant functional units of the Ministry of Agriculture and Rural Development (Department of Science and Technology, research institutions on agriculture and forestry, Information and Statistics Center, National Extension Center, Crop Production Department, Livestock Breeding Department, Forestry Department, Processing and Salt Industry Department...) will cooperate with departments and units under the Vietnam Farmers' Association to provide market information, exemplary models in production, management, business, and new advances in science and technology to farmer members.

- Regularly organizing joint activities such as "Farmer Competitions", "Agricultural Model Farmer Contests", farm clubs, extension clubs, groups of farmers with common interests...

- Cooperating to print materials to disseminate new technologies and related policies, directives, and decisions on developing agriculture, rural areas, and farmers by both sides.

2. Promoting the application and transfer of new science and technology into production, encouraging the movement to build high-efficiency fields, farms, and households in many regions across the country.

2.1. Strengthening training and transferring new science and technology into production, encouraging the movement to build high-efficiency fields, farms, and households achieving 50 million VND per hectare in many regions across the country.

2.2. Building models for transferring new science and technology in agricultural and forestry production, cooperative economic development, industry development, processing, preservation, and rural services:

- Cooperating, guiding, and mobilizing members to accelerate economic restructuring and apply science and technology through extension programs, actively participating in the movement to build fields achieving 50 million VND per hectare per year and households earning 50 million VND per year.

- Cooperating to guide the implementation of extension clubs, groups of farmers with common interests, serving as nuclei in building demonstration models, transferring science and technology, and mobilizing farmers to develop and expand.

- Cooperating to organize summaries and widespread adoption of effective production models, especially outstanding examples of successful economic development in rural areas.

- Strengthening cooperation in building models for traditional and new industries, processing, preservation, and rural services...

3. Cooperating in formulating and implementing guidelines for agricultural and rural development; programs and projects managed by the agricultural sector and related projects.

3.1. Cooperating in researching and proposing to the Government to issue mechanisms and policies for agricultural and rural development; formulating plans for agricultural and rural development during the period of 2006 - 2010.

3.2. Cooperating in implementing national target programs: Agricultural extension program guiding poor people on how to earn a living (part of the poverty reduction program); planting five million hectares of new forests, clean water and environmental sanitation program, disaster prevention and mitigation program.

3.3. The Ministry of Agriculture and Rural Development will advise and review to help the Vietnam Farmers' Association build and implement projects suitable for the Association from government and international funding sources.

4. Cooperating in organizing movements of revolutionary actions among farmers; honoring and rewarding individuals and collectives with outstanding achievements in agricultural development, rural development, and association work.

4.1. Coordinate and promote the movement of farmers competing to excel in production and business, unite to help each other eliminate poverty and become prosperous, develop the movement strongly, widely, sustainably, and achieve practical results. Strengthen the organization of competitions such as: Farmers Competing for Skills, Excellent Agricultural Producers, Agricultural Promotion Clubs, or Farmers' Clubs... to quickly disseminate new scientific and technological advancements, introduce excellent experiences and new methods for farmers to learn and apply.

4.2. Promptly commend exemplary collectives and individuals in production and agricultural association work through mass media. Regularly organize meetings with outstanding farmers and innovative farmers.

5. Collaborate to build新农村建设朝着文明、进步和现代化的方向发展；提高农民和中华全国农民合作组织成员的素质。

6. 共同协作，创造条件促进会员和技术员网络的发展，将中华全国农民合作组织建设成为农民运动的核心力量；加强各机构、单位、中心等农业部门的建设，使其日益强大，与农业、农民、农村紧密结合，提供优质服务。

III. IMPLEMENTATION

1. General responsibilities

双方有责任相互配合和支持，普及并贯彻执行关于农业和农村事务的联席决议，在全国范围内指导各级中华全国农民合作组织实施该决议。

妥善开展检查和评估工作，及时指导并提出解决基层困难和问题的建议，确保向双方常设机构提供信息和报告制度。

每年进行中期评估，总结实施联席决议的结果，并制定下一年度的工作计划。

2. 责任分工：农业农村部

指导部属各单位和各省、市农业和农村事务局主动与各级中华全国农民合作组织配合，有效执行联席决议的各项内容。

每年根据中华全国农民合作组织的提议，农业农村部指派相关部属单位与各级中华全国农民合作组织合作，制定并实施符合各自管理领域的具体项目。

农业农村部国家农业推广中心为联席决议执行的常设协调单位。

3. 中华全国农民合作组织中央委员会的责任

推广并贯彻联席决议至各级组织，采用适当形式活动，有效实施决议内容。

每年第三季度初，中华全国农民合作组织提出与农业农村部相关单位合作的计划，提出需要农业和农村事务部门主动配合的项目和活动。

中华全国农民合作组织中央委员会农民和农村支持中心为联席决议执行的常设协调单位。

此联席决议经两部门一致同意，自发布之日起十五日后生效。/
