Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on price and charge management for postal and telecommunications services;
At the proposal of the Director of the Planning and Finance Department,
DECISION:
Article 1. Amending and supplementing some contents of Decision 148/2003/QĐ-BBCVT dated August 26, 2003 of the Ministry of Posts and Telecommunications on temporarily setting connection charges between telecommunications service providers as follows:
1. Amend Article 7 of Decision 148/2003/QĐ-BBCVT (Connection Charges for International Calls Originating from Vietnam) as follows:
1.1. For calls originating from fixed networks (including urban wireless networks):
a) For calls originating from provincial fixed telephone networks connecting directly to international telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the provincial fixed telephone network originating the call: 0.04 USD/minute.
b) For calls originating from provincial fixed telephone networks connecting to international telephone networks through long-distance inter-provincial telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the provincial fixed telephone network originating the call: 0.04 USD/minute.
- Pay the long-distance inter-provincial telephone network:
+ PSTN Network: 0.04 USD/minute.
+ VOIP Network: To be agreed upon by enterprises but not exceeding 0.04 USD/minute.
1.2. For calls originating from mobile telephone networks:
a) For calls originating from mobile telephone networks connecting directly to international telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the mobile telephone network originating the call: 765 VND/minute.
b) For calls originating from mobile telephone networks connecting to international telephone networks through long-distance inter-provincial telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the mobile telephone network originating the call: 765 VND/minute.
- Pay the long-distance inter-provincial telephone network:

2. Amend Article 8 of Decision 148/2003/QĐ-BBCVT (Connection Charges for International Calls Terminating in Vietnam) as follows:
2.1. For international calls terminating in fixed telephone networks (including urban wireless networks).
a) For international calls terminating directly in provincial fixed telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the provincial fixed telephone network: 0.04 USD/minute.
b) For international calls terminating in provincial fixed telephone networks through long-distance inter-provincial telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the provincial fixed telephone network: 0.04 USD/minute.
- Pay the inter-provincial telephone network:
+ PSTN Network: 0.04 USD/minute.
+ VOIP Network: To be agreed upon by enterprises but not exceeding 0.04 USD/minute.
2.2. For international calls terminating in mobile telephone networks:
a) For international calls terminating directly in mobile telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the corresponding mobile telephone network: 765 VND/minute.
b) For international calls terminating in mobile telephone networks through long-distance inter-provincial telephone networks, the international telephone network shall pay connection charges as follows:
- Pay the mobile network terminating the call: 765 VND/minute.
- Pay the inter-provincial telephone network:
+ PSTN Network: 0.04 USD/minute.
+ VOIP Network: To be agreed upon by enterprises but not exceeding 0.04 USD/minute.
Article 2The connection charges stipulated in this Decision do not include value-added tax.
Article 3This Decision takes effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decision are abolished.
Article 4. The Head of the Office, the Director of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, General Directors and Directors of international telephone service providing enterprises using PSTN networks, and related units are responsible for implementing this Decision./.
