THE MINISTER OF INDUSTRY

WHEREAS, Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Industry;

WHEREAS, Decree No. 12/2006/ND-CP dated January 23, 2006 of the Government provides detailed regulations on the implementation of the Law on Trade regarding international trade activities and agency buying, selling, processing, and transiting goods with foreign countries;

WHEREAS, Decree No. 100/2005/ND-CP dated August 3, 2005 of the Government on the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling, Use and Destruction of Chemical Weapons;

At the proposal of the Director of Machinery, Metallurgy, and Chemicals Department,

DECISION:

Article 1. ANNOUNCE THE LIST OF CHEMICALS PROHIBITED FOR EXPORT AND IMPORT IN ACCORDANCE WITH DECREE NO. 12/2006/ND-CP OF THE GOVERNMENT DATED JANUARY 23, 2006 PROVIDING DETAILED REGULATIONS ON THE IMPLEMENTATION OF THE LAW ON TRADE REGARDING INTERNATIONAL TRADE ACTIVITIES AND AGENCY BUYING, SELLING, PROCESSING, AND TRANSITING GOODS WITH FOREIGN COUNTRIES (ATTACHED LIST).

The export and import of chemicals listed in the List of Chemicals Prohibited for Export and Import in special cases for research, medical, pharmaceutical, or protective purposes shall be carried out in accordance with Article 5 of Decree No. 100/2005/ND-CP dated August 3, 2005 of the Government on the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling, Use and Destruction of Chemical Weapons.

Article 2. This Decision takes effect from May 1, 2006.

Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, municipal People's Committees under the central government, and related organizations and individuals are responsible for implementing this Decision.
