Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;

Pursuant to Decision No. 102/2005/QĐ-TTg dated May 15, 2006 of the Prime Minister establishing and promulgating the Operational Regulations of the Nghi Son Economic Zone, Thanh Hoa Province;

Pursuant to Decision No. 965/QĐ-TTg dated July 17, 2006 of the Prime Minister establishing the Management Board of the Nghi Son Economic Zone, Thanh Hoa Province;

Pursuant to Decision No. 37/2006/QĐ-BTM dated December 26, 2006 of the Ministry of Trade delegating certain tasks to the Management Board of the Nghi Son Economic Zone, Thanh Hoa Province;

In accordance with the proposal of the Director General of the Import-Export Department.

Amend the name code of item 21 in Article 1 of Appendix 3 to the Regulations on Issuing Certificates of Origin for Goods of Vietnam - Form D to enjoy preferential treatment under the "Agreement on the Framework for Preferential Trading Arrangements (CEPT) for the Establishment of the ASEAN Free Trade Area" issued together with Decision No. 1420/2004/QĐ-BTM dated October 4, 2004 of the Ministry of Trade as follows:

This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

The Director General of the Import-Export Department, Heads of agencies and units under the Ministry of Trade, and related organizations and individuals are responsible for implementing this Decision./.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 3. The Head of the Import-Export Department, Heads of agencies and units under the Ministry of Trade, relevant organizations and individuals shall be responsible for implementing this Decision./.
